-- WI State Attorney General J.B. Van Hollen was asked for an Investigation, April 26, 2011 - said his hands were tied since he represents University of WI Board of Regents and University of Wisconsin - Milwaukee.

-- WI Board of Regents has refused to provide "public information" requests for over 1 ½ year.

-- WI Board of Regents failed to honor State Statute 36.01(2) and its Mission that provides "access" and "services" for African American, other People of Color and the Work Challenged (un-, under-employed; un-, under-degreed and certificated; un-, under-financed neighborhood-level business; disabled; and re-entry - especially those returning from WAR, INCARCERATION, BOOMERANG EMPLOYMENT, BOOMERANG RETIREMENT and DEGREED students without employment)in Wisconsin.

-- WI Board of Regents conducted a "selection process" for the 8th chancellor of the University of Wisconsin - Milwaukee that was biased and discriminatory - biased in that Dr. Michael Lovell had the "inside" tract of courting staff, making appointments, cutting deals, colleagues and students while "Interim Chancellor"; biased because Lovell stated upfront to President Kevin Reilly his condition; biased because the stakeholders of Milwaukee, African American-other People of Color-Work Challenged were not invited to the special "community" hearings (Caucasians, mostly taxpayers outside of the city - foundation leaders, business partners, real estate barons, Milwaukee Metropolitan Association of Commerce-Greater Milwaukee Committee and Milwaukee 7) were asked to attend and make critical decisions. They (WI Board of Regents and . . .):

• failed to honor the state statutes, 36.01(1)(2).
• ignored and failed to respond reasonably and timely to public info inquiries.
• failed to honor Code of Ethics of UW-Milwaukee Search Committee.
• failed to include “neighborhood-level" business stakeholders on UW-M committee.
• failed to have additional neighborhood-level listening session for UW-Milwaukee Selection committee.
• failed to allow additional time when Dr. David Belcher withdrew as a finalist - before he withdrew.
• created a racially segregated “schedule” for the finalists visit.
• misrepresented city and UWM in the advertisement – ignored “urban” view.
• sent message of “segregation” - Milwaukeeans do not matter to Board of Regents.
• Storbeck Pimentel LLC Agency, search agent failed to include pool representation of African Americans.
• Unprecedented advantage-bias given to the “Interim Chancellor” Lovell.
• failed to honor 1956 founding belief listed in UW-Milwaukee Institutional Profile.
• failed to conduct an honorable search; therefore, damaging public confidence.
• Student Senate Reps of Selection Committee and senate vote was "conflict of interest" due to premature nature of vote and press release to Wispolitics.

-- UW-Milwaukee Chancellor and staff refused to engage UW-Milwaukee schools-colleges, staff and students in the "pipeline" growth of the city of Milwaukee - a city mired in Enduring Concentrated Poverty - with endless reports on its growing poverty - even though they are a "research" site.

-- UW Regents and UW - Milwaukee have exploited the namesake/population (Milwaukee/over half-million people, largest racial group is African American - 39%) for framework government funding. CLICK

-- UW Milwaukee hiring policies depicts 95-100% Caucasian employment in schools, colleges and departments; i.e., School of Freshwater Sciences, Golda Meir Library, Media Communications, Lubar School of Business, Helen Bader School of Welfare, School of Nursing, School of Continuing Education, School of Letters & Sciences, International studies, Reservation and Event Planning Services departments, Procurement, security and law enforcement, Union services and student life and development centers/offices, housing/dormitories and procurement services.

-- UW Regents and UW - Milwaukee received ex-Governor Jim Doyle's signature for Bill 514 - $176 million for the projects consist of construction of (A) a Freshwater Sciences Initiative research building and purchase of a replacement for the Neeskay research vessel at a combined cost of $70,000,000 ($50,000,000 in existing general fund supported borrowing authority and $20,000,000 in gifts, grants, and other receipts), (B)construction of a Kenwood Integrated Research complex at a cost of $75,000,000 ($73,400,000 in existing general fund supported borrowing authority and $1,600,000 in gifts, grants, and other receipts), and (C) the acquisition and redevelopment of Columbia St. Mary’s Columbia campus medical facilities at a cost of $31,000,000 ($30,000,000 in existing program revenue supported borrowing authority and $1,000,000 in building trust funds) - Donor for hire engagement has also netted a Public Health site in conjunction with the city of Milwaukee. -- UW Regents and UW - Milwaukee has received the nod from UW Regents, Caucasian businesses that created the project – Milwaukee 7, Milwaukee Metropolitan Association of Commerce, donor-for-hire and real estate barons on a NEW Wauwatosa site for Innovation Park – biomedical business technology development park - No African American, other People of Color and Work-Challenged engagement that COULD provide real strategic planning, jumpstart or reform or invigorate an economy that has been raped of assets annually by greed to create windfalls for the haves – for Caucasians.

-- UW-Milwaukee has $160 million student union REGENERATION project proposed for student vote on March 28 and 29, 2012 that has student fees increasing @$70 a semester until it builds to $282.00 per semester by 2018. The project designers and partners are Caucasians, Milwaukee African American stakeholders are NOT involved or focused as an Urban neighborhood and public involvement. UW-Milwaukee Project leaders, Workshop Architects, CG Schmidt, in-house lobbyist Scott Gore [retired, NEW position to Chancellor Lovell can create second pension (?)]; they refused to provide “public information” about the project of which the public will bear some cost. -- UW–Regents and UW–Milwaukee (Chancellor Michael Lovell, Provost and Vice Chancellor for Academic Affairs Johannes Britz, Mayor Tom Barrett, ex-governor Jim Doyle and Tim Sheehy – President Milwaukee Metropolitan Association of Commerce) went 6506 miles to Beijing, China to recruit Chinese students but fail to go 2.1 miles to Dr. Martin Luther King Drive in Milwaukee, WI, for pipelining African Americans and other Milwaukeeans – especially when those on MLKing Drive provides the reason for UW-Milwaukee and baseline $$$millions.

-- UW Regents and UW-Milwaukee, Mayor Tom Barrett of Milwaukee, Milwaukee Metropolitan Association of Commerce, Greater Milwaukee Committee, Milwaukee Water Council and the Milwaukee 7 operate in an oligopoly structure that is made-up and led by Caucasians. They highjack $$$millions from the city of Milwaukee government/federal funds and outsource to contractors, developers, real estate barons, partners of choice (no African American and other People of Color who make up 75% of the population. -- UW-Milwaukee – Chancellor Michael Lovell, Dean Stan Stojkovic – School of Social Welfare, UWM alumna Desiree Matel-Anderson (also staff member of Milwaukee Homeland Security), students - Stephanie Sikinger and Andrew Boese worked with FEMA Deputy Administrator Richard Serino for the Federal Emergency Management Agency Think Tank Kick-off. The meeting was MINUS
African American, other Milwaukeeans and nearby (Glendale, Shorewood and Whitefish Bay) Flood survivals – the reason for the sessions. See who is on the cover page article and their claim to fame.

-- UW –Milwaukee Student Association general information show “bias” and “discrimination” in its COMMUNITY RELATIONS policy and therefore is in violation of UW-Milwaukee Selected Mission and namesake of university – Milwaukee. Student Association Community Relations –“We strive to maintain positive relationships with the UWM and Shorewood neighborhoods, and we wish to build a sense of community throughout our campus.” CLICK

-- UW –Regent and UW-Milwaukee has partnered with Wisconsin Medical College and Johnson Control to syphon resources of the city of Milwaukee stakeholders - to use the commercial model of economic research WITHOUT neighborhood level business entrepreneurs and hidden talent at the neighborhood level at the table - to create economic engines that leave out those “trapped” by decades of greed by those that are well-connected politically from cashing in on NEW pipelines and partnerships is out-of-order. Dr. Marc Levine, UW-Milwaukee Center for Economic Development, has a Working Paper (2009 -The False Promise of the Entrepreneurial University: Selling Academic Commercialism as an "Engine" of Economic Development in Milwaukee ) that spoke of the advent of this project and its BOOSTING that is propaganda. -- UW –Regent and UW-Milwaukee School of Freshwater Sciences hosted International Stewardship Meeting - Mary Glass, Chair/CEO, Milwaukee Professionals Association, was the lone ranger representative for "African American, People of Color and the Work Challenged" of the City of Milwaukee. She Welcomed the international and national visitors on behalf of those "by-design" missing from the forum and offered assistance to bring them to the table for Water Stewardship Initiative. NO African American, other People of Color and Work Challenged available. It was a public outreach meeting (they said) but they did not “reach out” to Milwaukeeans – except the cronies. CLICK

-- UW–Regents, UW System President Kevin Reilly, UW-Milwaukee Chancellor Lovell, staff and student association are "by-design" and "lock-step" format impeding due process for Milwaukeeans as well as breaking the law.

This is but one list of the cross-section WRONGFUL acts, DISCRIMINATION, greed, conflict of interest, cronyism and abuse of power that has created “lawlessness” and ENDURING CONCENTRATED POVERTY for Milwaukeeans.
