In a recent correspondence to Charles Evans, President, Federal Reserve Bank of Chicago, Mary Glass, Chair/CEO, Milwaukee Professionals Association, said: "When individuals are selected from regions - companies, banks, the corporate structure and large groups only, the other 90% majority of the population is disadvantaged and the full scale of the economy of America is falsely presented and more importantly, creates greed and privileged behavior that are presented as the norm. It also foster 'conflict of interest' , irrespective of the firewall that is to be in place, and a continued unequal distribution of wealth and unemployment in our city-county-country.
Economic growth must be realized at the neighborhood level for America to come off the fiscal cliff.
The formation of CLOSED boards, committees and special task forces that fail to include the vastness of the vetted neighborhood businesses, that include African American, other People of Color and Work Challenged; put a huge drag on our economy - its employment data, our gross national product and our gross national debt."

University of Wisconsin Board of Regents
The University of Wisconsin System governing board is an example of a CLOSED board. The board is weighted by attorneys, representation from financial institutions, corporate and large organizations. The People, the 90% majority of the people are no where to be found on the board of regents, even if there is one or two on the board. The one or two are out-numbered.
The University of Wisconsin System is governed by the Board of Regents, an 18-member board, as established under Chapter 36 of the Wisconsin State Statutes. The Governor of Wisconsin appoints Board members to seven-year terms, except the two student regents who are appointed to two-year terms. The Board appoints the President of the UW System, the chancellors of the 13 universities, the chancellor of UW-Extension and UW Colleges, and the deans of the 13 colleges. All appointees serve at the pleasure of the Board. The Board also sets admission standards, reviews and approves university budgets, and establishes the regulatory framework within which the individual units operate.

So that the press releases and glowing comments of RAH-RAH-RAH are not the only information for review in the public square, this is one of two articles that we will share regarding what you did not hear and should of heard FROM the Board of Regents as well as what steps of INCLUSION that did not embrace the citizenry during the two days at the Urban University of Wisconsin - Milwaukee.
The Economy
The economy of our state, nation and world is swirling about as if in a tornado. It has displaced so many and our elected officials are "asleep-at the wheel, arguing, lost, wheeling-and-dealing for selfish gain". Therefore, the safety net of employment - gainful employment is a fantasy. It has so many individuals and heads of household desponded and feeling betrayed.
Unemployment has skyrocketed and Milwaukeeans, especially African American and other People of Color, have the highest unemployment and under-employment roll in the state of Wisconsin. We can do better than this.
Milwaukeeans, un- and under-employed in critical mass, have been working 1-2 and even 3 jobs to provide a living for themselves and their families, yet barely at or above the poverty line.
The wealth gap is more disproportionate as the months roll by.
The welfare of our Urban population is at risk of falling further in the abyss.
Yet, the University of Wisconsin - Milwaukee acts as a predator for requesting and getting federal funding but failing to include African American, other People of Color and the Work Challenged in a meaningful and specific way to help train-link and pipeline Milwaukeens in access-literacy-fluency of education and technology attainment.
For the last thirteen months, the Board of Regents have condoned acts of discrimination and helped institute NEW schools and projects at UW-Milwaukee with mega government funding - straight public funding and funding through partners.
Notably, Bill 514 was the loin's share of funding - Construction of a School of Freshwater Sciences research building ($50 million), Construction of a Kenwood Integrated Research Building ($75 million), Acquisition of the Columbia St. Mary’s Hospital campus ($31 million), Purchase of a replacement for the Neeskay research vessel ($20 million), School of Nursing, Helen Bader School of Social Welfare and School of Public Health are all basically devoid or less than tokenism status when it comes to African American and other People of Color as personnel, procurement vendors, students and employees.
It reminds me of the 1950's and '60's - certified Jim Crow days and African Americans were "denied" their rightful access.
We have also not heard from the Board of Regents for inquiries that are now two years old that includes the disgraceful, discriminatory and bias selection process set forth by them to select the eighth chancellor - Dr. Michael Lovell.
We have not heard from the Board of Regents regarding the UW-Milwaukee campus police stealing digital data and other personal property of Mary Glass.
FEMA
We have not heard from the Board of Regents regarding the "in-your-face discrimination" by the Helen Bader School of Social Welfare and the university, an alumna-city of Milwaukee-FEMA worker- where 2 students out of thousands were privileged in kickoff of the FEMA-Federal Emergency Management Administration Think Tank.
NEW Student Union
Then there is the recent $160 million dollar NEW Union scam, guided and spearheaded by Scott Gore, ex-UW-M Union Director (Scott retired after 30 years in 2011 and immediately returned in 2011 as a special assist to NEW Chancellor Lovell - Is Gore working on his 2nd UWM pension plan?). The suspicious on-line voting needs verification.
Student Association
The over-the-top behavior of the President and Vice President was an embarrassment for others on the Student Association. However, conflict of interest of members of the student association that sat on the selection committee for Chancellor Lovell were said to of been praised for work at the Board of Regents level - The scandal during the NEW spring election. Where are UW-Milwaukee staff student advisors and guiding policies?
6506 Miles vs 2.1 Miles
The notorious, arbitrary and caprious travel of Chancellor Lovell and Provost Johannes Britz, 6506 miles to Beijing, China for to recruit Chinese students when they have failed to go 2.1 miles to Dr. Martin L. King Drive and recruit African American students, hidden talent and business owners. What about the state statute to educate Wisconsinites, especially those who are taxpayers and suffering from the economy, unemployment and lack of education/technology attainment?
What about the Asians that are Wisconsinites? What do you think the Hmong, Filipino, Korean, Vietnamese, Japanese, Liaotian and Chinese who were born here are thinking?
What kind of message was sent to the People of China?
A message of divisiveness was sent to African Americans and other People of Color.

Possible Reasons
The Wisconsin System Board of Regents is devoid of African Americans; and, other People of Color are just scarce. Yes. There are two gentlemen known to be of Latino and American Indian descent - out of a board of 18 + 1 (19 members). A diverse, well-balanced and informed board of the people servicing the People is crucial to its revelance and TRUST.
The Board of Regents is weighted with attorneys - so why don't they help ensure that WI higher education Board of Regent is NOT discriminating - not allowing a stack deck when Chancellor Michael Lovell was selected (and probably the recent selection of Provost Johannes Britz)?
Wisconsin State Statute 36 says that the state of Wisconsin must provide an education for Wisconsinites in its "public schools". It then provide some specifics of how that is to take place. However, just as the public square reveals more and more each day, the haves carve out niches that disenfranchise those NOT at the table and those "by-design" are discriminated against.
Such is the case of the University of Wisconsin - Milwaukee, guided by the dysfunctional acts of the University of Wisconsin Board of Regents.
The collective membership of the University of Wisconsin Board of Regents have been repeatedly asked for information and apprised of disparities for immediate and ongoing changes, instead they have chosen to ignore and disregard the inquiries.
One of the main problems with this group of appointed public servants is "lock-step" leadership that fails the ethical Code of Conduct - individual members of the Board of Regents should show principle-centered leadership - should stand up for what is right. Since no one has, they ALL should be brought up on charges of "dereliction of duty" - willfully refusing to perform their duties per state statute.
