NEIGHBORHOOD PARLIAMENTARIAN is the name given to the Core Constituents-stakeholders of Milwaukee. These are the folks who represent the population within the 15 Aldermanic Districts - 96.8 square miles. They are primarily African Americans, other People of Color, and Work Challenged individuals.


AMERICAN RESCUE PLAN ACT/ARPA
In the commitment of the Biden/Harris Administration, we are heavily focused on the ARPA signed by President Joseph Biden on March 11, 2021, to provide a human infrastructure stimulus to a country enthralled in a COVID-19 pandemic health crisis - hundreds of thousands of Americans were struck and died without a vaccine. Since 2019, much has been done to empower those of us with vaccinations - 2 shots and a booster.

State Statute 66.1001(4)(a)
 is monitored by MPA-LLC for enforcement.

This is a violation of the Good Standing Code of Conduct.  It is out of order because the Department of Public Works failed to run this by and get the "approval of the stakeholders".  

Milwaukeeans need to have a fingerprint in spending their funding and assisting in the commitment of ensuring impact-positive.

We are E-Specific with how CARESARPA, and the INFRASTRUCTURE funding is spent.

CARES - The Coronavirus Aid, Relief, and Economic Security Act or, CARES Act, was passed by Congress on March 27th, 2020. This bill allotted $2.2 trillion to provide fast and direct economic aid to the American people negatively impacted by the COVID-19 pandemic.

ARPA - The ARPA Funds provide eligible state, local, territorial, and Tribal governments with a substantial infusion of resources to meet pandemic response needs and rebuild a stronger, and more equitable economy as the country recovers.

INFRASTRUCTURE - What’s in it: The infrastructure bill will cost $1.2 trillion over eight years and offers more than $550 billion in new spending, including:

$110 billion toward roads, bridges and other much-needed infrastructure fix-ups across the country; $40 billion is new funding for bridge repair, replacement and rehabilitation and $17.5 billion is for major projects:

  • $73 billion for the country's electric grid and power structures;
  • $66 billion for rail services;
  • $65 billion for broadband;
  • $55 billion for water infrastructure;
  • $21 billion in environmental remediation;
  • $47 billion for flooding and coastal resiliency as well as "climate resiliency," including protections against fires, etc.;
  • $39 billion to modernize transit, which is the largest federal investment in public transit in history, according to the White House;
  • $25 billion for airports;
  • $17 billion in port infrastructure;
  • $11 billion in transportation safety programs;
  • $7.5 billion for electric vehicles and EV charging; $2.5 billion in zero-emission buses, $2.5 billion in low-emission buses, and $2.5 billion for ferries;
  • The bill will include language regarding enforcement of unemployment insurance fraud;
  • And it will add $256 billion in projected deficits over 10 years, according to the Congressional Budget Office.

The Commander Initiative - Economy of Scales in Deathcare during the Pandemic

USA || COMMANDER INITIATIVEThe Commander Initiative is a program envisioned by Cooper Professionals -  CEO Eddie L. Pitt.  It is based on the idea that the million-of-dollars African-American spend in the death-care industry can be harnessed to bring greater benefit to Black funeral homes and the families they serve. 

In the first year, The Initiative grew into a national network of leading independent funeral homes/funeral service providers performing a combined total of over 18,000 services per year. This predominately  African-American network has committed to the concept of cooperative buying of essential products & services. 



What we determined early in the process.

What's good for African American Funeral homes is good for most funeral homes. This reality has allowed the Initiative to successfully offer support to funeral homes of every ethnicity.

AMERICAN RESCUE PLAN ACT

The American Rescue Plan Act provides Deathcare assistance during the Pandemic for COVID-related deaths.  We are about to enter the "notorious" time for an uptick in the COVID virus.  


Today, November 27, 2021, there was an announcement of the Omicron - B.1.1529 NEW virus from South Africa has joined the COVID and DELTA viruses.


EPIDEMIC 2021

Given the many who failed to be vaccinated and the growing cases of infected Americans, the need for Deathcare is set to be of epidemic proportions - even more than 2020.  The good thing is there is funding in the American Rescue Plan Act - Title IV - Committee on Homeland Security and Governmental Affairs (Disaster Relief Fund & Funeral Assistance).  This is located on Page 6 of 16.

  • Disaster Relief Fund & Funeral Assistance: The bill will provide $50 million for the Disaster Relief Fund (DRF) at the Federal Emergency Management Agency (FEMA), which assists states, Tribal Nations, and territories, as well as individuals and qualifying private nonprofits, as they respond to the over 29 million COVID-19 cases across the country that have led to over 525,000 deaths. This funding can pay for personal protective equipment; vaccine distribution; sanitization of schools, public transit, and courthouses; health care overtime costs; and other needs. This money can also be allocated to extending the hard-fought funeral assistance program Democrats secured in the last COVID relief package that will reimburse those who have lost a loved one to COVID for many common funeral expenses.

Rapid Implementation Street Improvements violates 66.1001(4)(a)

MILWAUKEE || Near West Side Business Improvement District (NWS BID) and Department of Public Works owe the neighborhood residents and commercial stakeholders an explanation of why the "street improvements initiative" was not introduced with cost benefits for the 

North 27th Street Rapid Implementation Initiative.

AMERICAN RESCUE PLAN ACT/ARPA

In the meantime, employees and employers have been forced to go inside and close down outside businesses causing an infrastructure problem that impacted businesses by our workers on the frontline and outdoor workers.

Thirdly, we have had an infrastructure problem with our government having cash/funding to help job loss and regular support from an economy based on disparities of those being evicted, left without child care, lack of health care, and put at-risk on frontline employment workers during the pandemic (grocery workers, transit drivers/workers, meat packers, emergency medical technician, police, and medical staff).

NEIGHBORHOOD BUSINESSES have had it hard before and during the pandemic staying alive and seeking ways to implement Smart Growth in building the INFRASTRUCTURE'S bottom line, hire employees, increase wages, provide healthcare, installation of Broadband, and other benefits for competitiveness.

MPA-LLC calls for the many banks that we have anchored in the city of Milwaukee and surrounding areas that are receiving benefits through direct expectations from the federal government.


Since the banks are not properly linked to Milwaukeeans to grow neighborhood businesses with resources made to enhance the engagement of businesses in the 15 aldermanic districts, we start with the 21 resources around the table of
Milwaukee Economic Development Corporation/MEDC - a business that has grown exponentially OVER the last 25 years through the direct assets of the city of Milwaukee tax credits.

It is also a power-broker that DOES NOT have enough members of the board, staff, and business ventures supporting African Americans and Equity Inclusion.

E-Specific abhors behaviors - Code of Conduct - that uses race, cronyism, low income, discrimination, redlining, and the appearance of Conflict of Interest as part of the way a bank and/or financial group conduct business. CoI is a NO-NO.

MILWAUKEE is being monitored for Enduring Concentrated Poverty, in-your-face racism, African Americans pitted against each other, intentional discrimination, and power-grabbing Caucasian organizations that have linked with elected-appointed-hired-donor for hire government representatives to steal/take mega federal funding.

E-Specific Notify will help document and PULL-THE-ALARM on "menacing atmospheres" within policymaking resolutions/laws, unacceptable decorum by charter officers, failure to follow state statute 66.1001(4)(a), an appearance of a conflict of interest, MISUSE OF FUNDING, spending of American Rescue Plan funding, Infrastructure funding, and Build Back Better funding without the approval of Milwaukeeans.

Rivian Automotive, the electric vehicle company backed by Amazon and Ford, is set to begin trading Wednesday. The EV maker Tuesday evening priced its initial public offering at $78 per share, above the increased expected range, for a value $66.5 billion. Rivian is worth almost as much as Ford and GM, even before it starts generating real revenue. (CNBC)

Coinbase (COIN) shares dropped roughly 10% in Wednesday's premarket, the morning after the nation's largest crypto exchange reported lower-than-expected revenue of $1.31 billion in the third quarter. Coinbase earned $1.62 per share. (CNBC)

Coinbase said monthly transacting users and trading volume fell from the prior period. Much of the company's success hinges on the performance of digital assets like bitcoin, which had a rough summer. On Monday, it reached a new all-time high above $68,000. Today, bitcoin was 1% lower. (CNBC)

American Airlines (AAL) pilots' union has rejected the carrier's offer of as much as double pay for working trips around the holidays, a measure aimed at avoiding a repeat of recent mass flight cancellations. The union, in the middle of contract negotiations with the airline, said it wants more permanent changes to how the airline builds its schedules. (CNBC)

Ahead of an expected virtual meeting, as soon as next week, with President Joe Biden, Chinese President Xi Jinping said his country is willing to work with the U.S., on condition of mutual respect. In early October, CNBC reported the two leaders planned to hold such a meeting before the end of the year. (CNBC)

At the Port of Baltimore, Biden plans Wednesday to lay out the benefits of the $1 trillion infrastructure package that Congress passed last week. *Tonight, Saturday, November 6, 2021, at 9:00 p.m. EST, SHOWTIME will premiere “ATTICA,” an in-depth and riveting documentary about the most violent and deadliest prison uprising in the history of America – perhaps the world.  The documentary is produced and directed by Emmy-award-winning documentarian Stanley Nelson and co-produced and co-directed by Traci A. Curry.

On the morning of September 9, 1971, Attica, a maximum-security level prison in upstate New York long known for its brutal conditions and inhumane treatment of prisoners – especially Black inmates – exploded when more than 1,200 prisoners took 39 prison guards as hostages.  For four days, the inmates attempted to negotiate for more humane treatment and better prison conditions, while several hundred heavily armed law enforcement personnel stood vigilant outside of the prison and camped on rooftops overlooking the prison yard where the prisoners convened for four days.

“This is a film that I always wanted to do,” said Nelson, a veteran filmmaker.  “In 1971, I was in college.  But over the years, I knew the story had never been fully and truthfully told.  I knew there was so much more about Attica that I didn’t fully understand.  And there was so much that the public didn’t know. I knew now was the time to make this film.”

ENTERTAINMENT RAW, The Harder They Fall - Netflix

The Netflix film The Harder They Fall, as with other recent movies like Django Unchained and The Birth of a Nation, tries to right this wrong and mythologize Black historical figures as independent rebels who take no shit, and will kill you for saying a word that even starts with “N.” The film, directed by Jeymes Samuel, employs historical characters, but makes up entirely new stories about their lives. These characters include Cherokee Bill (Lakeith Stanfield), a half-Cherokee, half-black outlaw raised by his black grandmother; Bill Pickett (Edi Gathegi), a cowboy and Wild West show performer; and Bass Reeves (Delroy Lindo), a U.S. Deputy Marshal who worked in what was then “Indian Territory”—today’s Oklahoma.

Then there is Rufus Buck—a historical figure who was fascinatingly, enigmatically unique. In the film, Buck is played by Idris Elba, who is 49. However, the real-life Buck was at most 21 years old when he was executed by order of “Hanging Judge” Isaac Parker in 1895. That’s the first, but not the last, liberty the film takes in adapting his story. Buck’s actual life, or what we can glean of it, deserves its own stage. That’s why I wrote the historical novel I Dreamt I Was in Heaven: The Rampage of the Rufus Buck Gang.
