MILWAUKEE STATE DELEGATION - with ties to the University of Wisconsin System (UW-Milwaukee and/or UW-Madison); It is the First day of Spring 2012, Mary Glass, Chair/CEO, Milwaukee Professionals Association, ask that each of the members of the Milwaukee Delegation stand tall and help the citizenry of Milwaukee (their constituents) correct the "blind obedience" and "authority-of-dominance" conventions that have created and maintained Enduring Concentrated Poverty.
We are starting with the University of Wisconsin Board of Regents and University of Wisconsin Milwaukee for accountability. For over 1 1/2 year, Milwaukee Professionals Association have sought public records, request changes based on the facts of "Discrimination" against the citizenry of Milwaukee, especially African American, other People of Color and the Work Challenged. Background
For decades/generations, the level of two cities - have/have nots that is rooted in "racial transgressions" is spelled out. We offer a beginning for this blog to begin in President Lyndon Johnson's Kerner Commission to figure out the reason for urban riots in the 1960s (some of you should remember), recent protests - youth/young adult flash disruptions, Occupy Wall Street, Arab Spring, mounds of working papers, white papers, case studies, news reports, and special government studies. Yet, it is business as usual - turning a blind eye - lack of moral will and failure to make and enforce laws that will impact.

If you do not, the information below should be revelational.
It is seen in the "broken families/homes" of African Americans, other People of Color and the Work-Challenged(un-, under-employed; un-, under-degreed and certificated; un-, under-financed neighborhood-level business; disabled; and re-entry - especially those returning from WAR, INCARCERATION, BOOMERANG EMPLOYMENT, BOOMERANG RETIREMENT and DEGREED students without employment.
It is seen when our "hidden talent" in Milwaukee is allowed to wonder and flounder.
It is seen when the time of education and technology attainment for competitiveness - the flock of coming Milwaukeeans will not and are not properly prepared.
It is seen in the "lack of hope" daily on the streets in the 15 districts, 190 neighborhoods, 18 Community Development Block Grant neighborhoods; especially in the Amani, Harambee, Lincoln Park, Lisbon Avenue Neighborhood Development, Metcalfe, Midtown, near South Side, Sherman Park, WAICO/YMCA and Williamsbury Heights.
It is seen in the long-term exploitation of resources and lack of enforced legislation - often legislation to further empower "bad behavior".
It is also seen in Milwaukeeans preying on Milwaukeeans and violence being the center of attention.
It is seen in any racial group when the People are not represented by those elected-appointed-hired in government in a committed, respected and concerned fashion.
Milwaukee is majority People of Color.
Milwaukee's largest race is African American.
Milwaukee has a population of over a half-million people.
Milwaukee has a resilient population that house "hidden talents" and "vested years-families of entrepreneurship".
Milwaukeeans bring $$MILLIONS each year to the city and the conditions get worse.
Working Paper - Observation
In October, 2005, the Smart Growth Signature Plan (2005-2010) was launched at the Cathedral of St. John the Evangelist, 812 North Jackson, Milwaukee, WI 53203, by Mary Glass, Chair/CEO, Milwaukee Professionals Association with the guest elected state representatives: State Representative Tamara Grigsby and State Representative Jason Fields.
Our findings include a repeated fact, the major problem was/is the Code of Conduct of elected/appointed/hired/volunteered and donor-for-hire individuals and organizations.
What was acutely observed was a "group behavior" that was cannablistic and borders depraved indifference.
Whereas there are several ways of reform and sustainable change; on January 23, 2010, Glass launched the All Hands on Deck, WE, Not Me Initiative. Essentially, this is every man, woman and child has a responsibility of citizenship that calls for "red-fining", "re-branding" and "un-trapping" Milwaukeeans.
Calling upon the State Delegation for Milwaukee is part of the ongoing campaign to help eradicate Enduring Concentrated Poverty that is a "by-design" lawlessness.
The state delegation Oath of Office for the State of Wisconsin and our U.S. Constitution call for "justice for all".
Prime steps
We ask that the Milwaukee Delegation at the state level include the following for immediate change. They are:
-- Show election worthiness in legislation enforcement and change where needed - start with enforcement of State Statute 36.01(02) - University of Wisconsin - Milwaukee, Milwaukee Area Technical College and Milwaukee Public Schools.
-- Require transparency, public noticing - public education - neighborhood partnerships to receive funds that requires points for accountability.
-- Require "neighborhood level" representation on all boards and advisory groups for balance and information sharing.
-- Build optimism, TRUST and points-of-information from the People, by co-hosting joint bipartisan Milwaukee Delegation events twice a year (Frontier Center - Wisconsin Center District - State Fair).
-- DISMANTLE AND review legislation that NO LONGER is relevant and impedes progress in the 21st Century.
-- Quickly mandate "closing the digital divide" in the neighborhoods of Milwaukee.
-- Stay current in global and national ideas that will link Milwaukeeans in self-empowerment and competitiveness.
-- Help neighborhood leaders create a "bottom-up" economy with vested and hidden talent.
-- Remove "barriers" that keep neighborhood business from being competitive and able to capacity build - hire knowledgeable employees, create suppy chain, create critical mass, etc.
-- Create quarterly joint meetings with city of Milwaukee Alderpersons, Milwaukee County Supervisors, mayor, county executive, boards/regents of all three state-supported schools.
-- Update the governance, criteria of selection and length of tenure for UW Regents and the President of the UW System, UW-Milwaukee selection process (chancellor, provost, deans).
-- Review/evaluate the Discrimination and civil rights procedures - this could be in a self-audit for the public annually during the Annual meeting of the UW Regents and UW-Milwaukee - this may be an effort that should be throughout the UW System.
-- Review/evaluate bills and authorization of large sums of funding such as Bill 514 - start with Bill 514.
-- Outreach what you are doing each week to let the constituents know - i.e., the Weekly Report by State Senator Chris Larson.
-- Make Homeland Security - Emergency Diaster Preparedness a top priority and help Milwaukee Professionals Association connect with your constituents.
-- LEAVE OFFICE if you can "no longer" be effective.
