State Battles Over Immigration: The Forecast for 2012
By Advancement Project (February 2012)

2011 was an unprecedented year for state anti-immigrant legislative proposals. In 2012, states are likely to be the primary, if not exclusive, site for immigrant rights battles, with little chance for federal immigration reform in a presidential election year.

State Battles Over Immigration: The Forecast for 2012 is a community tool providing four areas of analysis on previous and upcoming state immigration battles: a 2011 legislative overview; states and trends predictions for 2012; four brief case studies of on-the-ground organizing against anti-immigrant laws; and tips for state-based immigrant rights organizing.

The Issue Brief intends to offer a broad perspective about the stories behind, and outcomes from, last year’s state-level legislative battles in its 2011 trend analysis. It goes on to predict continuing and emerging trends to monitor for the 2012 legislative season, as well as identify a number of “states to watch” based on trend evidence. Further, to lift up activists’ tremendous work, it highlights four state case studies where immigrant rights organizers built strong multi-racial/ethnic coalitions that drove, and in most cases, defeated harmful anti-immigrant bills in 2011, serving as models for other states facing similar battles in 2012. Finally, based on the trend analysis and case studies, it shares concrete tips for organizers as they face difficult but beatable challenges in the year ahead.
