Invoked 4-Month Atonement - The People's Leadership, Ownership and Stewardship in Milwaukee

4-MONTH Atonement - The People
The Invoked 4-Month Atonement, by Milwaukee Professionals Association LLC, is to take stock, look at specific public policies around the specific citizen participation of LAND use and in land acquisition by city officers of the city of Milwaukee and the ratification of the common council and mayor of such land use and land acquisition.

We especially seek rules and regulations around Smart Growth implementations, federal funding, tax credits and other RESOURCES that can be used to PREVENT a repeat of injustice to the People, such as the 19-year 4-Phase North Avenue Commerce Center (Boldt Development, Irgens Partners and Sisters of Assisi St. Ann Center) fiasco.  Additionally, to see what violations took place during the 19-year light industrial, 21 Tax Increment District, business development and jobs development project.

We specifically will look at how the formation of funding, expectation-monitoring and oversight, lines of communication to taxpayers, notification to taxpayers, eminent domain property, state-statutes applied, city ordinances applied, zoning changes, bid district and neighborhood strategic planning area involvement, quotas, quorums, fee assessments, urban vs suburban style development,  participants, city officers involvement, commissioners-Department of City Development staff involvement, appointees by the mayor involvement, and hired contractors “behaviors” that are crippling Amanians and contiguous neighbors “joint-potentials”. 

We will look for sharp contrast of citizenship, fellowship, entrepreneurship, apprenticeship, scholarship, leadership, ownership and stewardship for to adopt best practices and transparency in co-location support. And, we will look long and hard at how the People will take legal steps for correction and remedies.  One of which is assessments for term limits in 2016.

MPA LLC has called for the four months to be April 7, 2014 – August 7, 2014.

MPA LLC has also Call for a Moratorium of the city of Milwaukee officers to conduct an in-house investigations during this timeframe to look at how they can be more “effective”, “trustworthy” and “accountable”.

Focus of Invoked Atonement
1). The 4-month Atonement is to recognize how our Missions are inextricably tied to our actions and best practices.

2). The 4-month Atonement will call attention to MPA LLC identified 3 main assets of the city of Milwaukee for the citizenry.  They are:
§  People
§  Land
§  Resources.

3).   The 4-month Atonement ask that we see that our daily actions do not contribute to “FRAGMENTATION” - a driving force that leads to discrimination, profiling, bullying, abuse, murder, homicides, safety matters, privilege seeking, unemployment, turning a blind eye to cronyism, exploitation, corporate welfare, fraud of the people’s funds, loopholes, loss of integrity, loss of hope, loss of TRUST, monopoly-oligopoly economics, public and social policies for the well-to-do, cultures-mindset that invite widespread disenfranchisement, pitting one against another, failure to share information, failure to share resources for capacity building at the census tract and neighborhood level for sustainability.  It guarantees by-design Enduring Concentrated Poverty in the city of Milwaukee.

4). The 4-Month Atonement is to recognize WHO, WHAT, WHEN, and WHERE the money and/or our resources go.

Following-the-money will help eliminate the “by-proxy authorization” of funding by elected-appointed-hired-selected federated disbursement centers, donor for hire and well-connected power brokers.

5). The 4-month Atonement forces reflection, purging and change for NEW.

The self-examination and identification of common areas of work, sharing of information, linking with partnerships, Information technology attainment, academic attainment, economic Upscalability, beautification of real estate, glamourizing services, competitive customer care, revisiting goals of Mission with citizenship, entrepreneurship, fellowship, apprenticeship, leadership, ownership, scholarship and stewardship uppermost in looking at SWOT/ strengths, weaknesses,  opportunities and threats.

6).  To create a 2014 FOUR 4- Month Atonement White Paper Report as well as note national policy centers we will work with for continuity, oversight and recommendation at their level.

To often recordkeeping of WHO, WHAT, WHEN, WHERE, HOW and HOW MUCH is left to others and not documented by the stakeholders.  For sure, African American and People of Color in Milwaukee have been left out of the annals of time in a consistent and historic way for now and coming generations to know of everyone's participation in the growth and investment of the People of Milwaukee.  This is meant to document in at least 4 places.  They are:
  • federal funding sources - U.S. Black Caucus, selected senate and house committees and selected public policy boards, foundations, think tanks and regulations councils
  • media
  • Milwaukee Professionals Association LLC libraries
  • Wisconsin Black Historical Society & Museum

We will publicize FRAGMENTATION and monopoly-oligopoly Code of Conduct.  
We will publicize GENTRIFICATION and Donor-for-Hire collaborations.
We will publicize CONFLICT of INTEREST and Failure to honor Best Practices and Accountability.
We will publicize LAND, PEOPLE, and RESOURCES.

  • Community Development Block Grant - outreach and funding
  • Community Development Financial Institution - outreach and funding
  • Hmong Wisconsin Chamber of Commerce - outreach and funding

  • Redevelopment Authority of City of Milwaukee - outreach, funding, TID

Sterling Verifies the Willie Lynch Caucasian Culture

Los Angeles  |  The poisonous head of the snake of RACISM is waving visibly in unison, in-the-media. This time, it is through the frank and vile remarks of Donald Sterling.

Who is Donald Sterling?
Donald Tokowitz Sterling (born Donald Tokowitz; April 26, 1934) is an American business magnate and former attorney. He is the owner of the Los Angeles Clippers in the National Basketball Association (NBA).  Sterling acquired the Clippers in 1981 for $12.5 million, and as of 2014, the team is valued at $575 million by Forbes magazine, ranking them eighteenth out of thirty teams.  At 33 seasons of ownership (1981 to present), Sterling has been the longest-tenured owner in the NBA since the death of Lakers majority owner Jerry Buss on February 18, 2013.  Wikipedia.

Early life and education

Donald Tokowitz (legally added Sterling as his last name as an adult) was born in 1934 in ChicagoIllinois. He and his family moved to the Boyle Heights area of Los Angeles when he was two years old. His parents, Susan and Mickey, were Jewish immigrants.  He attended Theodore Roosevelt High School in Los Angeles, where he was on the school's gymnastics team and served as class president; he graduated in 1952. He next attended California State University, Los Angeles(Class of 1956) and Southwestern University School of Law (Class of 1960) in Los Angeles.  Wikipedia.

Career

Starting in 1961, Sterling began to make his career as an injury attorney.   He built an independent practice and said that he tried 10,000 cases. His biggest ventures were in real estate, which he began when he purchased a 26-unit apartment building in Beverly Hills.  Wikipedia
Back to Racial Remarks
In a tape conversation between Sterling and his girlfriend, V. Stiviano, he makes reprehensible statements about African Americans that ask that his girlfriend (WHO is African American and Mexican - her admission) to not bring African Americans to the LA Clipper games or appear on Instagram with them.  He specifically identifies Magic Johnson.

His long conversation speaks of him speaking of the CULTURE of SOCIETY and THAT'S THE WAY IT IS.  He speaks of White Jews in Israel treating Black Jews like dogs.

He tells her it is OK for him to be with Black people not her.
He tells her the culture is one way in private and another in public.
He says she is to be a delicate White girl or Latina girl.

She reminds him of being Black and Mexican.

Let's see
DONALD STERLING speaks the tongue of so many that look like him and have acquired funds like he has in the public domain.

Yes.  There is a "CULTURE" BIG time that says let's say one thing and do another as long as we keep the "ball - power - money".  The CULTURE seeks un-ending control. The CULTURE is exploitative and discriminatory. The CULTURE speaks privately among each other one way and before the target group another way.  That is accurate.  The CULTURE invites monopoly-oligopoly CONTROL only; but, DIE IT MUST.  The CULTURE has an inherent FEAR based in wrongdoing that perpetuates more FEAR and "What if they" wrongdoing.

Dr. Martin L. King Jr. has a quote that describes this to clarity.  It is:

Individuals my age (68 years or those born pre-1970's) know it by the name of Willie Lynch.

It is entrenched in those running the boardroom, courtroom, congress, law, supreme court, jailhouse, wall street, church, business, school, you name it.  

It is pervasive.   But, being challenged, even though the laws (Affirmative Action) and privilege is at its highest.  

They are on-their-way out - Those who think like Sterling.  One reason is their children and children-children will/are marrying those he says be private with and do not be seen in public with.

He might want to check his 3 children out for counseling.

It is up to the Born Frees and Millennials as well as those of us with wisdom and appreciation for what it should be and remembering how those who have fought to get us where we are; to "drop-down" and then "stand-straight up" looking to the sky with WILL to REMOVE the thinking that beset and torment the Donald Sterlings and the People.

I see Sterling as an 80 year old man who do not know who he is.
He has/is experiencing that MONEY can NOT buy you peace-of-mind.
His parents were Jews.  He changed his name from Tokowitz to Sterling, why?  Was it so it would not give a Jewish flavor?  To change one's name sends a powerful message and says a lot about the CULTURE he spoke about.  The culture was not about Blacks, it was about Jews for him to change his name.

He spoke about White Jews and Black Jews being treated differently in Israel?  That White Jews treated Black Jews like dogs.

Did he become conflicted as to right and wrong when he saw that?  And, therefore, it was OK to "discriminate" in the housing of African American and Latino in Los Angeles.  If that was his reason for discrimination, you would questioned that immediately if only to say, you academically hold two degrees with one being a law degree which tells you that is wrong and unacceptable.

His voice holds concern when he releases the vile statements to his girlfriend in the clip.  

He sounds like a man that fears the inevitiable - 80 years old, a trouble marriage, a young girlfriend, legal issues, life ending contraints - major foibles, health issues, dysfunctional family ties and death.  He sounds like a very TROUBLED MAN that rambled-on-and-on speaking frankly of how he feels.  

Since he feels the way he feels and has a moral and public obligation to not violate, he must be dealt with by the body that represents the owners Code of Conduct, the players management group, fans; and, the public. 

Attorney Donald Sterling casted his vote to apologize to the LA Clipper coach, LA Clipper team, the fans and Public.  

The NBA commission should fine him the maximum allowed - $1 million dollars and begin Removal.  Do we have a buyer for the LA Clippers?   Sterling acquired the Clippers in 1981 for $12.5 million, and as of 2014, the team is valued at $575 million by Forbes magazine, ranking them eighteenth out of thirty teams.  

Personally, he may need counseling with his psychiatrist, visit with his Rabbi or spiritual leader and a nice long rest to RE-GROUP.

On Saturday, April 19, 2014, a NEW, HISTORICAL and SPECIAL meeting was convened to kick-off a 4-MONTH Atonement with 1-2-3 Actions to begin to put in place LIKE MINDS leadership and stewardship for Milwaukeeans, starting with the Amani area and the District 15.

The one hour and a half meeting discussion was filled with spiritual Invocation for the meeting, neighborhood and census tract overview for the meeting, Stephen Adams informative overview of requested SEWRPC consulting, questions and comments by the engaged attendees of the the group.

Adams provided take away copies of examples of helpful information that can be downloaded from the internet that provide state-of-the art data that SEWRPC has available for use.

The three (3) areas of focus for the 4-MONTH Atonement are:

  • LAND
  • RESOURCES

It is to follow the funding of government and federated dollars.

It is to analyze public polices of public officers at the city government level, especially the common council and mayor of the city of Milwaukee.

It is to look at disenfranchisement of funding and exploitation of African American, other People of Color and Work Challenged Milwaukeeans resources and the 14th Amendment.

It is to look at the civil and criminal possibilities of the 19-year fiasco 4-Phase North Avenue Commerce Center between the city of Milwaukee, Boldt Development, Irgens Development and Sisters of Assisi St. Ann Center. 

It is to look at fraud, defrauding and misrepresentation of resources sent to empower the census tract that never reach the target.

it is misrepresentation of regulations, guidelines and waivers for use of government funds by local municipalities.


It is lack of accountability and monitoring practices by local municipalities in charge of oversight of federal funds.

Be surprised by the similar things you have in common - or, do not have in common but, bring pleasant after thoughts that are inspiring; or, just make you think.

Instead of looking "in-passing" at an Asian Indian, an American Indian, an Asian, an African American, a Latino, a Latina, a Caucasian, a Pacific Islander - see a human being, your brother, sister, mother, father, uncle, aunt, grandfather, grandmother, cousins.

Creating a NEW IMAGE & DYNAMITE in the15th District in Milwaukee - Biddle or Stamper

City Center Milwaukee | In eight (8) days, the voting population of the 15th District have the opportunity of electing the next Alderman for the 15th District.

The field of candidates started off with 3 women candidates in the primary - Vera Davis, Patricia Ruiz and Monique Taylor.  We take our hats off to them for stepping in the political ring.

Some interesting shenangans transpired during the primary - some individuals really revealed themselves.

The final two candidates are young Born Free Millennial warriors and the one that emerges victor this time, could become an outstanding political leader of the 15th District in the 1st Class city of Milwaukee - could become.  

REFORM
The last 17 years have had its moments - some good and too many not where they should be due to lack of DUE DILIGENCE and "by-design" FRAGMENTATION - fraught with missteps, incomplete projects, cronyism, blocking, WAICO-Y, Walnut Way and WHEDA strongholds, 3rd-world housing conditions, downtown/DCD only granting of real estate use, self-serving appointments to boards and committees, support of Wisconsin Center District, MMAC/Milwaukee Metropolitan Association of Commerce and Milwaukee 7 agenda - one that outsources jobs and resources of Milwaukee while African American, other People of Color and Work Challenged (Work Challenged represents un-, under-skilled; un-, under-employed; un-, under-financed neighborhood-level businesses; disabled; and re-entry.

Re-entry represents those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement and college-certificated graduates unemployed) go without employment.


This is widespread, in-your-face and turn a blind eye with the title "regional" created by Gale Klappa - We Energies (monopoly utility company) and Caucasians attached to Milwaukee - no African American companies.

Reform begs to be invited to District 15 and the city government of Milwaukee for mega changes in quality of life and economic development; leadership-scholarship-entrepreneurship-citizenship-stewardship for the district guaranteed by the 14th amendment.

Coming in with half-cocked ideas that have not been vetted by sound reasoning and data is a discredit to the constituents and to the newly elected candidate.

Coming in with thinking he knows all the answers is a big mistake.  
He will need to be a quick-study for WHO-WHAT-WHEN-HOW-WHERE-HOW MUCH protocol in city governement.  He owes that to himself, his constituency and his longevity.

He will need to know his powers to call upon those who are receiving from the coffers - DAY ONE.

He must take his cues from his voters.  Yes.  He went door-to-door, I would think, and talked.  If he listened, he heard many things that would keep him busy the next decade.

As an elected official, he must distill the issues he wants and the things the PEOPLE said.
As an elected official for the 15th District, he MUST have townhall meetings from the jump to engender the buy-in support, media campaign of information and 1-2 items of success the next two (2) years.

HIS TEAM
Coming in, he must bring a top notch team that represent all the district (African American, other People of Color and Caucasian) around him that know that the people hire and will fire them by firing you.  Individuals that come with "serve" and "customer service as their bible".  That their hours of 8:00am - 4:45pm is filled with learning and serving the office they are hired to.

That RESPECT is the trump card for his administration.

Therefore, availability of services through his office becomes his No. 1 priority.  To do - you must know and/or willing to find out.

DEADLY
Some deadly term-limit behaviors have already surfaced that have no place in the 15th District election.  They are:
  • CRONYISM ENDORSEMENTS FOR FAVORS.
  • WE DO IT THIS WAY, ONLY.
  • WE DO NOT COME TO YOUR CANDIDATES' FORUM.
  • WE DO NOT RETURN CALLS.

City Center Milwaukee | The President of the United States has a known term limit that is automatic per described in the 22nd Amendment.
SECTION 1.
No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this article shall not apply to any person holding the office of President when this article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this article becomes operative from holding the office of President or acting as President during the remainder of such term. 22nd Amendment U.S. Constitution
Therefore, after 8 years, whether want to OR not, that is it.

We, do not have that as a "written-in" option in Milwaukee, the voters of the city of Milwaukee can decide to remove an officer and should if they are not honoring their Constitutional Oath and basic role and responsibility for office per charter, state law or court.  The top city officers consist of 16 employees.  They are the mayor and 15 alderpersons.  They are up for re-hiring every 4 years  and if elected, take an Oath of office to honor the U.S. Constitution for service to the Milwaukee population (over half-million people).
This time is rapidly approaching - 2 years, Spring, 2016.

Then, there is the "proxy-authority" of the Milwaukee 7 and MMAC/Milwaukee Metropolitan Association of Commerce - monopoly/oligopoly take-over of resources of the city of Milwaukee, without the expressed desire or vote of the people.  Recently, M-7 brought in an African American face.  However, putting an African American face next to Gale Klappa and Tom Barrett says nothing about the infrastructure created by Tom and Gale and the team since 2005.  Nor, what is being done now.   It's probably great for John - accolades, prominence in later career, at Quarles, legal arena, etc. 

Perhaps this is part of the new review given by their ex-Brookings consultant.  An African American face is already seen as one the highest level of hypocracy going for scam with African American and People of Color.  The real deal is:  What do you see in the Meetings?  Who is leading the Meetings?  Who is at the Meetings?  What/Whom are the Meetings about?  What has been the results in hidden talent and vetted business development in the city of Milwaukee that looks like JOHN DANIELS.

There seem to be, and is a shortage of Caucasian-endorsed African Americans such as Attorney John Daniels; therefore, he is running double - at the GMC/Greater Milwaukee Committee and M-7 - all self-serving.  Do not equate for one minute that John Daniel is leveraging city of Milwaukee due process for hidden talent and vetted businesses that look like him.  He could.  He could start.  Will he?  We will see.

Mayor Tom Barrett has nothing to show the half-million "live-in" Milwaukee taxpayers and stakeholders he has done with this organization that has amounted to benefits that have impacted the head-of-household economics, quality of life and Enduring Concentrated Poverty at the census tract and neighborhood level.  Parents and adults need family supporting employment and there have been repeated-after-repeated opportunities for leadership that have been "outsourced" to the 6 other counties, parts of Wisconsin, Illinois and you name it.

The glaring failures to oversee the People' s business call for NEW management.  This includes:

No officer is "Exempt".  
The (s)pin-the-tail on the donkey style government and lock-step status quo = You are FIRED!  


Or, if our 4-Month Atonement to 2-year investigation finds favor, you will be brought up on charges - civil and/or criminal.  No one is exempt.

It also means, OPPORTUNITY FOR NEW BLOOD.  Those of you, Born Frees and Millennials, who think you can do a much better job, get cracking now.
