The City of Milwaukee's Department of City Development (DCD) and Milwaukee Downtown, BID #21 are engaging in an "illegal takeover" of MEGA FUNDING, real estate, resources unique to Milwaukee and WITHOUT first gaining approval of process thru State Statute 66.1001(4)(a) and any other court attached ruling.

The DISCRIMINATION is a continuous process seen in all the COMPREHENSIVE PLANS led by the Department of City development requiring African Americans, other People of Color, and Work Challenged census tract neighborhoods.  The ideas-plans come PREORDAINED/pre-OK'D.  BUT DO NOT HAVE THE STAMP OF THE ELECTORATE.

MPA-LLC, an independent public policy VOICE that has launched RSVP,  a 2021-2025 timeframe to HELP PROFECT PROFESSIONAL engagement of "CONTENT & CONTEXT of public administration of the 3-part funding of American Rescue Plan, infrastructure plan, and Build Back Better plan.  We also will provide an E-Specific protocol of the investment of the CARES and other federal funds to see that the five stages of the policy process are taken seriously in the use of the funds through (1) agenda setting, (2) formulation, (3) adoption, (4) implementation and administration, and (5) evaluation.
