MILWAUKEE COUNTY || On August 12, 2021, Milwaukee County assembled six (6) appointees to the American Rescue Plan Task Force.
Milwaukee County Board file 21-555: “A resolution to create a Task Force to review and recommend funding allocations to the Milwaukee County Board of Supervisors for monies received by the County in the Federal American Rescue Plan Act of 2021”.
The 3 hours and 47 minutes was the time of the first meeting - a virtual meeting and introduced 6 personalities willing to tackle a number of needs that could impact the "gaps" of debt short and long-term.
They came with backgrounds that could bring substance to the people of Milwaukee County using the guidelines (allowable use) from the U.S. Treasury for spending the $184M.
It was clear that "business as usual" and "cut to the chase" dollar-spending was present in the first meeting.
There was a lack of inclusion and the community evaluation and therefore would NOT meet the guidelines of the American Rescue Plan or the Board of Supervisors demands.
Ineligible uses include deposits to a pension fund, funding debt service, legal settlements or judgments, deposits to rainy day funds or financial reserves.
Other guidelines for spending by U. S. Treasury.
Points of Discussion were:
- Aggressive decision-making - showing that some vote/action had been completed in the first meeting.
- Automatic adding of housing.
- No prerequisite of guidelines for spending. i.e. models.
- Community evaluation for approval.
- Working together as a whole - all 6.
- The discussion revealed "eyeopeners", "preconditions" brought to the table, "precautions prior to voting", and the newness of purpose by a rising star of equity, goodwill, strategic change, setting the anchoring process for RESTRUCTURING a framework for creating democracy when spending the ARF Act funding.
- Scott Manske, Milwaukee County Comptroller recognizing and providing documentation for both Ashley Adjit and Ricardo Diaz as well as Jeff Roman for strategic planning.
- A "Stamp of Approval" by the People of Milwaukee County.

Observation of Favoritism
A Caucasian group was on the agenda prematurely asking for millions and seemingly given an advantage due to their relationship with United Way and a limited employment program with a club on the corner of Water and Michigan in Milwaukee. As a matter of fact, Ricardo Diaz called for a much-in-haste vote. NOT GOOD Ricardo. We have seen too much of that in federal funding - discrimination.
We also see too many lines to folks - committees, boards, housing power brokers, etc. to you.
