NEW DCD COMMISSIONER is African American

DCD waits for confirmation of a NEW Commissioner guard - African American, less than 50 years old, experienced in high-roller construction in Milwaukee - Northwestern Mutual Insurance, The Hop, Fiserve/Bucks, and 2020 DNC Convention, an educator, an attorney, member of a local middle-class African American entrepreneurial family firm - Prism Technical Group LLC - in Milwaukee.

Barrett said he has talked to Crump multiple times over the past month and likes his style. “He doesn’t like a lot of drama, and that’s what I’m all about,” the mayor noted.

MILWAUKEE || MILWAUKEE COUNTY - The announcement of the pending retirement of Rocky Marcoux, DCD - Department of City Development and the pending confirmation by the Common council of the nominee (appointed by Tom Barrett, mayor) for the NEW Commissioner of the Department of City Development can be a HUGE PLUS for the electorate of Milwaukee.

Rocky Marcoux detachment "by design" for 16 years to "exclude" the majority electorate of African Americans is seen with the absence of hired staff, projects, partnerships, and strategic plan development at the neighborhood level.

Marcoux DISCRIMINATED and deliberately would not respond to communication (email, telephone calls, voice mail), requests, Smart Growth charettes, in-your-face bias projects with Caucasians charettes using figure-head African Americans with unauthorized UW-Milwaukee staff, and others.

My office was located in District 15 - Amani Neighborhood, the North Avenue Commerce Center in 2004. CNI/Fondy North Business Association submitted both a Main Street and BID 32 leadership for the area and invited Rhonda Manuel, DCD BID Specialist, and Rocky Marcoux, Commissioner to discuss the improper appointment of Tom Barrett mayor signature to authorize BID 32 that was created wrongly.  Marcoux covered up the wrong and refused to provide clarity and closure.

Disregard is a common inappropriate and unacceptable behavior more and more from elected-appointed-hired-donor for hire government representatives.  

Behavior that is disrespectful fails an Oath of Office and social justice.  

MPA-LLC is a public policy firm based in Milwaukee and speaks to injustices to African Americans, other People of Color, Work Challenged, and disproportionately challenged Americans.

The manner in which Marcoux discriminated and disrespected neighborhood entrepreneurs for over a decade was shoved under the rug whether with Tom Barrett-mayor,  Ann Wilson-Hillside, Martha Brown-Deputy Commissioner, RACM-Redevelopment Authority of the City of Milwaukee, BIDS-Business Improvement District, Main Street, real estate for real estate barons like Mandel, HGA, Gorman, Lubar, Gilbane*, etc.

RACM Mission

The mission of the Redevelopment Authority is to eliminate blighting conditions that inhibit neighborhood reinvestment, to foster and promote business expansion and job creation, and to facilitate new business and housing development. Toward that end, the Redevelopment Authority:
  • Prepares and implements comprehensive redevelopment plans
  • Assembles real estate for redevelopment
  • Is empowered to borrow money, issue bonds and make loans
  • Can condemn property (eminent domain) in furtherance of redevelopment objectives
The Redevelopment Authority relies upon the Department of City Development for the professional, technical and administrative support necessary to carry out its mission. RACM's board members are appointed by the Mayor and confirmed by the Common Council. Current members are:

The Redevelopment Authority has an annual cooperation agreement with the City of Milwaukee, with operating funds provided through the City of Milwaukee for:
  • Management of financial affairs
  • Land use planning and urban design guidance
  • Real estate acquisition and disposition
  • Property management and environmental investigation
  • Housing and economic development project management
The Redevelopment Authority had assets totaling over $258.7 million as of December 31, 2017 but with an equal corresponding liability (outstanding loans, bonds and other obligations). This includes an inventory of real estate being held for development with a gross value of approximately $4.9 million.

OPPORTUNITIES  Lafayette Crump has a wonderful opportunity to masterfully make Milwaukee what it is supposed to be given the billions that African Americans, other People of Color, and Work Challenged bring to the city annually.  

The position of DCD Commissioner comes with a special component of RACM.  It is this group that has red-lined and call-to-order Caucasian projects - "sample" construction projects that were always so much less than what they were supposed to be.

We call for Lafayette Crump to do his homework.
We call for Lafayette Crump to dismantle the monopoly-oligopoly stronghold of Tim Sheehy-MEDC, Tim Sheehy-MMAC, Tim Sheehy-Milwaukee 7 and Greater Milwaukee Council, Gale Klappa-WE Energies and Milwaukee 7, Northwestern Mutual Insurance, Fiserve-Bucks, The Hop, Harley Davidson, Marquette University, the Caucasian construction union that swallows the projects - he can start with an audit of projects, TID/Tax Increment District projects, WHEDA tax credit projects, the tax assessments that have so many properties assessed very high.

COVID-N19
The Bounce-Back and other business openings using CARES Act and other federal funding should be on PAUSE until you get on board with a plan that is "mission-driven critical" that includes the creation of the Internet of Things for the electorate.

It will MOVE THE NEEDLE for EQUITY INCLUSION and STOMPING OUT RACISM.  

"We are looking for an announcement of 'what you are made of' Mr. Crump that will propel neighborhood employers, neighborhood real estate owners, entrepreneurs with the wherewithal for impacting un-employment and under-employment", said Mary Glass, Chief Visionary Officer, MPA-LLC. 

It is fair to say that we will be on board to see if Attorney Lafayette Crump literally MOVE TO MILWAUKEE and will bring forth a regime that has high standards for creating our city development that is inclusive of COLOR.  

We do not want our taxes and total funding to be MISUSED and given to high-rollers that do not live in, grow a family in, go to school in, and vote in the city of Milwaukee.  We WELCOME investments that are in our best interest and provide ROI/Return on Investment.  We expect our 19 Charter Officers to protect our coffers and make sure "benefits start at home".

He can NOT be a gatekeeper for Tom Barrett mayor or the legislators of the city of Milwaukee.  It is important to note that the Democratic National Convention (August 17-August 20) 
disrespected the Electorate by "leaving the owners-taxpayers-voters out of the Master Contract and basic courtesies".  Attorney Crump should be well-equipped in how we were LEFT OUT.

We, the People, will pay him for necessary changes in our city that is a tale of two cities with African Americans paying the toll and sent to the end of the line. NOT THIS TIME.

Many families, individuals, and organizations recognized in commemoration with visits (where available),  programs, floral designs, and flags to remember and honor our deceased veterans were held today.  One of the places in Milwaukee, Wisconson was Graceland Cemetery.

CRISES W/IN CRISIS demand transparency and accountability during the COVID-N19 Pandemic



GET IT RIGHT!
ALERT.  "PUBLIC CONFIDENCE" RISES IN GUIDELINES WHEN ROOTED IN "ACCURATE AND COMPLETE DATA".

MILWAUKEE || CITY & COUNTY COVID-N19 is the epicenter of Wisconsin data.  Therefore, a higher standard is demanded for "education" and "communication" of the POPULATION from Milwaukee County Executive David Crowley and Mayor Tom Barrett of the city of Milwaukee.

The information must be timely, accurate, and conveying "public confidence".

ACCURACY
ASHLEY SEARS, FOX6 reporting failed the "DUE DILIGENCE TEST" of WHO? WHAT? WHEN? WHERE? HOW? in her report alleging 2 Milwaukeeans failed to obey "self-quarantine" notice and Enforcement from Milwaukee Police (fee, detainment, other).

STANDARDS OF JUDGMENT
With the Milwaukee County COVID-N19 pandemic, we are called to high standards in reporting.  

Fox6 reporting seems to be driven by AN ANNOUNCEMENT by Tom Barrett, Mayor of Milwaukee during a COVID-N19 Briefing that was held in Live Streaming on Fox6, and "lacked" validation.
Milwaukee Police Enforcement - Bad Optics
It must be noted that Barrett's announcement included enforcement of the City of Milwaukee Police.  The notification was given by him without validation of his assertions.  When he was asked by media during the Q & A about specifics (not played in this article), he said that he had no specifics.  He said this at least twice.  This was/is unacceptable.

He mentioned that one of the individuals was reported to the Milwaukee Health Department.  

What was not stated, there was a reference to being out in the public square due to "EMPLOYMENT".  Our research includes the mandate of front liners (primarily African Americans, Latinos, and low-income workers) "forced"- given ultimatums regarding employment - the employees are at-risk of a rejection of unemployment payment and/or dismissal of job.

We must NOT allow these types of unvalidated instances to go unresolved with clarity.  Such is the deadly incident of Miller-Coors reported but failed to "include the glaring RACIAL issues". 

Additionally, our research shows that Domestic Violence is on the rise during the "Stay at Home" order.  Is this a case of seeking "safety" in the face of danger?

ON THE SIDE OF CAUTION
This was an opportunity for Barrett and Milwaukee Department of Health to get their act together, to take this as a teachable moment.  First of all, since Milwaukee Health Department is in the start-up stage for specific communication in Education - making Milwaukeeans aware of guidelines from Centers for Disease Control, Wisconsin Department of Health, and the "fluid" UNAWARENESS of COVID-N19, it is dangerous to make irresponsible statements.

Dr. Jeanette Kowalik, Milwaukee Commissioner has been away the last two weeks, two testing sites have come on board, and the WI Supreme Court has struck down Tony Evers Governor Order of remaining at home.  

Did we see what relevance the absence of the Commissioner and the time-sensitive veto by a 5-4 vote at the state court, and the testing at the community sites and/or the two National Guard sites?  How do we know if this person was disobeying or had a COMMUNICATION, EDUCATION, TESTING, DOMESTIC VIOLENCE, or EMPLOYMENT issue?

The Media does a grave injustice when they fail to do their homework for great reporting based on equity, accuracy, and public confidence.  "Optics" comes at a price to all of us when we have MISINFORMATION such as this.

WHERE IS THE FOLLOWUP
We expect Tom Barrett, Mayor of the city of Milwaukee to put his office in check with fair and validated information as well as we are looking for reporting by Ashley to come back to us with an update on this issue of DEEP concern.

NATIONAL GUARD SITES in Milwaukee

MILWAUKEE || MILWAUKEE COUNTY NO APPOINTMENT - FREE - WALK-UP AND DRIVE-UP TESTING.

For the past week, high numbers of individuals are continuing to show up for testing due to flexible hours - 8am-8pm, FREE, walk-up, and drive-up availability of COVID-N19 tests.  INCREASED communication about the sites at Midtown and Umos/Chase has helped make the difference.

The two (2) sites are called the National Guard sites.

  • Milwaukee County: One team tested nearly 1,000 staff and inmates at the Milwaukee County House of Corrections, and a second-team completed more than 500 tests at a local meat processing facility on April 28. A third team completed testing at a food processing facility in Milwaukee May 4 and collected more than 450 specimens. Another team collected more than 100 specimens at a meat-processing facility in Milwaukee May 8.  Additionally, one team collected over 160 specimens on May 12 at the Felmer O. Chaney and Marshall E. Sherrer Department of Corrections facilities.
