 ‘Moving Milwaukee Forward’ public health and safety order. 

The meeting was called as a result of Tom Barrett, mayor,  and Kirsten Johnson, Commissioner of Health announced the June 1 change of "wearing a Mask" in the COVID-19 pandemic in Milwaukee, Wisconsin.
 
The decision was made without consulting the common council and putting the city of Milwaukee   - African Americans with 20% of the population vaccinated - the standard is 60% and above.

First of all, Tom Barrett, mayor, failed to honor his Oath of office to protect Milwaukeeans with his arbitrary decision.  

He failed to notify the Common Council (legislators) of an abrupt decision he made that threatened the health of 3/4 of Milwaukeeans - African Americans and other People of Color that represents 20% vaccinated.  

He added injury to his arbitrary decision, he failed to show up with dignity for such a breach of protocol by his office.  Instead, he sent 2 members of his administration, Aaron Szopinski, Policy Director and Kirsten Johnson, Commissioner Health Department.

Secondly, Aaron Szopinski's apology - took the blame for not notifying the council - was perfunctory and sought to reprimand the council for not supporting Kirsten Johnson and the health department.

His words and tone of voice were unbelievable, disrespectful - very disappointing.

Thirdly, Szopinski's arrogance and ill-preparedness seeped through more with his lack of data and questionable use of words like "amazing efforts" to describe the performance of Kirsten Johnson.

Szopinski referenced the city attorney but had no commitment of his policy office in the "rescinding" of the COVID-19 Mask order.

Evidently, diplomacy between the executive and legislative branches was of NO consequence when Tom Barrett, the mayor announced without consultation with the common council of the city 15 districts of Milwaukee.

Fourthly, Kirsten Johnson was dismally ill-prepared.  Specifically:
  1. Reason for NO notice to Common Council.
  2. without appropriate data - accurate vaccination counts, disease burden
  3. making the statement "she was not concerned with disease spread" for whatever reason was super insensitive and lacking judgment.
  4. gave questionable and misleading data - microcosm data left out.
  5. gave one size fits all, when 20% data speaks of a most vulnerable population - African Americans
  6. fail to have metric planning plan and decision-making going forward.
  7. used backup, "she could bring back health order if needed".
  8. Using "trusted messengers" - i.e., Medical college statements to address the HESITANCY issue and appeared to have dismissed the non-vaccinators under the guise of the CDC announcement. 
  9. gave 20-30-year-olds greatest risk but no specific zip codes, race, the accuracy of data, and goal for recovery.
  10. Both Johnson and Szopinski, appointed administrators, were disappointing.

Chair Dimitrijevic was in leadership form with order, agenda, and protocol.  Her concerns centered around the messages sent regarding those not vaccinated, census data, 80% unvaccinated, vaccination provided by large employers, and all working together for the safety of the citizenry.  

She was tolerant when she spoke in defense of inappropriate statements by Szopinski - he questioned the behavior of council members providing support to Commissioner Johnson and the health department. 

Vice-Chair Taylor asked about "lack of communication" with the common council - the News Release and a letter from the mayor not received.

She spoke to the need to focus ON those in the 20% population and the possibility of a surge-spike in COVID cases. 
Another question was regarding "incentives" for those in Hesitancy - fallacies in the public square, and "spread".

Member Spiker chimed in with Chair Dimitrijevic regarding push back on Szopinski comments for more support by the common council - the need to outreach for vaccination of the citizenry with 20%, and his concern of one size fits all.


JoCasta Zamarripa, Alderwoman, District 8 requested data on zip codes 53204 and 53205.  She was given 40% rather than 20%.  Given the reports, it is advisable that Alderwoman Zamarripa request a datasheet to get accurate vaccination data since she voiced problematic data when she was elected.

Russell Stamper II, Alderman, District 15 requested if data caused the Mask mandate to be lifted and was given an affirmative.  He asked for data reflecting deaths and hospital capacity for which the mandate was based - it was not available.

Milele Coggs, Alderwoman, District 6 spoke of concerns for:
  • data facts - 20% and census data related to race/age/gender
  • not enough done to increase vaccination - fear "flood gates"
  • requested specific contact date for implementation and assistance of vaccinations at Juneteenth
  • 12-15-year-olds and ages below for vaccinations
  • determinates for reinstituting Mask order
  • enforcement of Mask rule in settings where Mask are mandated - businesses-employers-event holders
  • request legal ruling
JOSE PEREZ, Alderman District 12, in addition to vaccination for 12 and 15-year-olds, social media being one of the trending sites for communication, and ensuring truth in communication.  He posed the question about the recent scare of the possible hesitancy of parents giving OK to vaccination of 12-15-year-old due to the "Heart scare" rumor.  

It was clear that Johnson and Szopinski were not prepared - Szopinski no response and Johnson had to pop out.  Marlaina Jackson, Deputy Commissioner (popped in) with lacking talking points.  

Committee Chair Dimitrijevic stated that she would draft the lead form that is to be presented to the city attorney to satisfy the request by Alderwoman Coggs for legal advice.  Coggs request was about enforcement if someone chooses to disobey the mandate in a BUSINESS or at an EVENT.  She asked for it before June 1, 2021.
  

The Public Safety and Health Committee is concerned with issues brought forth from the fire, police, health, and neighborhood services departments as well as traffic control, emergency medical services, and parking. It also licenses alarm businesses and public passenger vehicles and drivers.

I am most concerned about the Health Crisis we find ourselves in.  It is clear that the common council of Milwaukee, WI needs to exercise more AUTHORITY here and call for STOPPAGE.  It is also clear the efforts of those in charge do NOT have a clue of the specifics of the residential and commercial stakeholders that are within the 96.8 square miles.

The historic meeting referenced in this article points to how state-of-the-art facts are NOT known and the SAFETY FACTOR is slipping.  Sadly to say, it is an accident on its way to CATASTROPHE - COVID-19 SPREAD.

CITY OF MILWAUKEE || 96.8 SQUARE MILES is being threatened with BAIT N SWITCH  by Tom Barrett, mayor for June 1, 2021.

His intent will soar doubt - more doubt in the COVID-19 Pandemic of the city of Milwaukee.

Mix Messenging


BROADBAND

First of all, the "infrastructure" for communication lacks priority focus and implementation of city-wide BROADBAND to best meet residents where they are and show the seriousness of commitment and best use of Recovery funding.

Secondly, the Barrett administration has a "by-design" history of engaging in discrimination with Milwaukee 7, MMAC, and Greater Milwaukee Committee for the last 17 years. CLICK

Thirdly, Barrett does not have a clue about "Weathering" - STRESS & DISCRIMINATION - and how powerful it is to the decision-making of Milwaukeeans facing trials and tribulations of the COVID-19 Pandemic.

Fourthly, there are committed followers - African Americans and others - engaged in a conflict of interest and getting a piece of the action - appointed to committees/boards/for hire positions - recognition (who's who, over-under 40, etc.) - annual budgets, top-notch introduction to the "federal trough" for funding, introduction to monopoly oligopoly power corporations/outliers who have used the city of Milwaukee coffers as their private ATM.


So when you hear mayor Tom Barrett use the "He has followed and will continue to follow the Science" - he speaks with "FORKED TONGUE".  

Listen to how Barrett speaks about the LOW vaccination rate of African Americans and other People of Color,  It sounds like they "do not count"

We all have a role to play in keeping our city safe and healthy long term, and getting residents vaccinated is a key part of that process. 

The BIDEN/HARRIS Administration has sent the first installment of funding for Infrastructure.  You, the People, are mandated to step up and speak out BIG time for the removal of impediments/barriers - to fill the GAP with systemic changes that empower the quality of life issues, economic development issues, and builds wealth.

CITY OF MILWAUKEE - 96.8 SQUARE MILES || WE, the People, UNDER NEW MANAGEMENT call for Milwaukeeans - core constituents - to be ALERT. 

On today, 9:00am, there is a scheduled meeting called by the city of Milwaukee Common Council after being told of the Health announcement without consultation on May 20, 2021.

Health Maintenance
Tom Barrett, the mayor, continues to avoid and discount the HESITANCY factor driven by:
  • DISTRUST.
  • Lack of Participation of People of Color.
    • clinicians, temporary workers for testing, tracking, vaccinations, drive-thru, clinics, etc.
    • training and use of PPE-personal protective equipment.
  • Lack of "awareness" and widespread misinformation at the census tract household level.
  • Media of Color and social media was not disseminating ALERT information as a partner,
  • Why People of Color media was NOT part of the Tuesday and Thursday Briefing on Fox6.conlive by the city of Milwaukee and Milwaukee county- David Crowley, County Executive and Tom Barrett, mayor.
  • Failed continuity of state-of-the-art access and communication.
  • Milwaukee Health Department in disarray - leadership.
Indifference
In addition to the above points, the scare of the Johnson & Johnson vaccine revealed use being given specifically to the "incarcerated" and "homeless" Milwaukeeans. 


Weathering data - STRESS and DISCRIMINATION - must be taken religiously.  It must be shared and deemed important.  It includes outcomes due to poverty-economic, quality of life, social, and political disparities.  It includes dangerous lies like, "African Americans can not get COVID-19". 
 
Lastly, "Weathering Health data" for African Americans and Latinos play an essential role in reluctance and fear.

We, the People UNDER NEW MANAGEMENT recognize the wrongful delivery of federal-regional-state-county-local funding to MONOPOLY-OLIGOPOLY corporations that are outliers fortified in other areas outside 96.8 square miles.  These millions-billions are taken from the core constituents of the city of Milwaukee that is majority African American, other People of Color, and Work Challenged Milwaukeeans.

We put on Notice all Charter officers of the City of Milwaukee through this CEASE AND DESIST WARNING to Jim Owczarski, City Clerk, Friday, May 21, 2021, that We, the People recognize massive misuse of funds earmarked for Milwaukeeans within the 96.8 square miles are being gratuitously given to outliers and/or Caucasian individuals/corporations that have formed power broker entities to use various funding sources, i.e., EB-5 Visa investments.

For the next 2 years, the Recovery Funds are to be specifically used to OVERCOME Enduring Concentrated Poverty.

CITY OF MILWAUKEE - 96.8 SQUARE MILES || WE, the People, UNDER NEW MANAGEMENT call for Milwaukeeans to be ALERT. To select your media of TRUST for consistent and reliable information at least twice per day.  Make sure that you compare media outlets for state-of-the-art information. 
  
Secondly, we ask organizations that are receiving funding for health care of any kind public and private - medical, physical, mental, emotional, gender, training, and age-sensitive to step forward to television, radio, and social media with consistent up-to-date "messages" and timely gold standard services for social responsibility of COVID-19 Health Care within the 15 districts of Milwaukee.

To ensure that special attention is given to those in shelters, the homeless, and those with transportation challenges.

Thirdly, we appeal to physicians of care, pharmacies, insurance companies, and vaccine companies 
to make their outreach information/services available for sharing at places of frequency by the public in the neighborhood. 

Fourthly, both the executive and legislative branches are devoted to immediate and ongoing "warnings" and outreach care.

Warning
On May 20, 2021, during a Milwaukee County COVID-19 briefing on Fox6.com live, Tom Barrett, the mayor announced his official decision regarding "removal/wearing of the mask" for June 1, 2021, in Milwaukee.  

Barrett's decision was absent of Kirsten Johnson, Health Commissioner, surprising and questionable since the vaccine level known is less than 40% and the safety level is 60% or more. 

Barrett is seen too often speaking for/on behalf of Johnson and those we pay for transparency and oversight of health authority guidelines and implementation of health practices.  Why?

The majority population of the city of Milwaukee is African American and Latino - they are also the most vulnerable in the COVID-19 data.  Additionally, there is a "HESITANCY" factor due to misinformation and by-design misuse of services given by public health physicians and scientists to African Americans.

It appears that Barrett is only concern with outliers coming to events for the Bucks and Brewers games, downtown tourism, downtown Caucasian businesses, and construction of the skyscrapers he has help fund.

In an E-notify joint-council member press release - released by Marina Dimitrijevic, Chair of the Safety and Health Committee and Cavalier Johnson, Common Council President, they had not been consulted.
A special public Safety and Health Committee meeting is scheduled for 9 am on May 26 for the mayor of Milwaukee and Kirsten Johnson, Commissioner of Health Department for Milwaukee to account for this "abrupt" and insensitive announcement.

We, the People, Under New Management want immediate answers.

Where are Bob Bauman, Michael Murphy and Nicholas Kovak during Joint Virtual Meetings?

MILWAUKEE || 96.8 SQUARE MILES - $394 Million dollars is the amount allowed for the population who live, work, raise a family, go to school, pay taxes, and pursue a quality of life and economic development within 96.8 square miles called the city of Milwaukee - 15 districts.
We, the People, must LEAD as core constituents to "deploy" elected-appointed-hired-donor for hire government representatives to come together as ONE to REMOVE poverty "by design" through discrimination and to enforce "equity inclusion" of African Americans, other People of Color, and Work Challenged Milwaukeeans.

Patterns and practices have upset the city's immune system and perpetuate the virus of Enduring Concentrated Poverty and TWO CITIES of BIGOTRY-RACISM.  It is now the time to expose ALL creators with immediate removal.

Bauman-Murphy-Kovak
Aldermen from districts 3, 4, and 10 are missing from two (2) joint Virtual Meetings for input from the citizenry.  WHY?
They are:
Bauman, Murphy, and Kovak in recent years have shown questionable behavior depicting unwillingness "to provide BEST INTEREST" for We, the People in total.  Their bossy, elitist, "because I said so", and take-over behaviors show a conflict of interest and matter of legislation discrimination.

Bob Bauman's partnering with Tom Barrett and monopoly-oligopoly companies have been outrageous - Cheaper to Keep Them, The HOP, BID 10 massive projects [Marquette, Miller-Coors, Harley-Davidson, Potawatomi], downtown megaprojects, Blatz complex, and the recent CREATION OF THE CAUCASIAN Harbor BID 51 District with Latino faces.  

The Harbor District was created with Bauman and DCD - I.E. David Misky and Rocky Marcoux.  Can you believe David Misky is on the Board of Directors?

Bauman, Tom Barrett, and his cabinet members took our assets and created, introduced, launched. and instituted Brownsville, WI Michels construction corporation in the city of Milwaukee at 316 N Milwaukee St Suite 400, Milwaukee, WI 53202 - A NEW $100 million building called River1. The Board Chair lives in Mequon and is an outlier with MEGA development at the expense of People of Color and Work Challenged Milwaukeeans.  

By the way, I remember Michels coming into the inner city neighborhood of Amani by way of We Energies 20 years ago when my firm wrote the Amani Neighborhood Strategic Plan authorized by HUD/Housing and Urban Development for CDBG/Community Development Block Grant funding.  They were working underground at 27th & Fond du Lac Avenue, said Mary Glass, Chair, CNI/Fondy North Business Association.

For comparison, where is the needed empowerment for the thousands of constituents of Bob Bauman that are in desperate need of quality of life and economic development in BID 10 led by Keith Stanley. 
 
"I remember Bob Bauman when my organization and others fought and launched a class-action suit for jobs-family supporting wages at Union 998 transit drivers.  Also, when Bauman thought it was correct to attend Saturday COMMUNITY BRAINSTORMING. We must have the feds look at this wrongdoing", said Mary Glass, Chief Visionary Officer, MPA-LLC. 

I remember Michael Murphy's commandeering the funding and creation of a Caucasian drug committee.  His first meeting brought in Caucasian outliers and failed to collaborate with the many working with drug dependency in the city of Milwaukee.  From what is seen, it is the same today.  Then, it was Murphy's playground/park effort that again has sought outliers.

His monopoly of process and procedure of the Art Committee needs review and pathways to census tract neighborhoods of Color and changes for the overall involvement of People of Color and Work Challenged Milwaukeeans.

Lastly, Nik/Nicholas Kovak is becoming more and more a disappointment as a member of the common council.  He came in with the great promise of change.  His committee tasks and coalescing with power brokers, Tom Barrett, Michael Murphy, Bob Bauman have allowed decisions NOT in the BEST INTEREST of We, the People of the city of Milwaukee

People of Color make up the majority population (58.8% - 2000 census) of Milwaukee. People of Color and the Working Poor bring to the city coffers the bulk of federal dollars; and, sizable residential and commercial property taxes. From time to time, they are mandated to pay “special taxes”. Yet, they are the brunt of chronic poor ratings in studies, lack of quality of life issues; and, economic development opportunities. They are not valued in “decision making”, best practices, and quality customer care. In fact, most often are the last to be informed, if at all informed.
There is something inherently discriminatory and wrong here.
