Call for Audit by NEW Chief Finance Officers - Treasurer and Comptroller


MILWAUKEE - Another cycle begins, unless someone is recalled or removed due to expected and unexpected investigations regarding the use of funding requested and used on behalf of Milwaukeeans. Our two (2) city government chief financial positions for keeping records and disbursing the People's money are NEW officers. They are:
-- Spencer Coggs, Treasurer
-- Martin Matson, Comptroller

Milwaukee Professionals Association and the quest to end Enduring Concentrated Poverty in Milwaukee as well as to re-define, re-brand and un-trap Milwaukeeans, will focus on:

1. Milwaukee city and county decision makers - individually, by committee and full delegation making decisions regarding the disbursement of the People's funds.

2. Resolutions-acts-initiatives and expenditure of funds to-from our city coffers.

3. Audit of performance and finances of city agencies.
4. Make recommendations regarding proposed contracts with short and long-term life.
5. State of the city economy - marketing and selling municipal bonds, managing city debt.
6. Managing trustee of the public employees pensions funds.

7. Provide periodic reports during the year of the TIF/Tax Increment Financing recipients.
8. Provide Open for Business opportunities for Milwaukeeans to participate in the JOBS/Jumpstart our Business Startups signed by President Obama April 5, 2012.

Deficit of Trust

To help rectify the "deficit of trust" that is looming large with the unlawful "take-over" of Milwaukee 7, Milwaukee Metropolitan Association of Commerce, Milwaukee Economic Development Corporation and Greater Milwaukee Committee.

The eight (8) year "by design" exclusion by Mayor Tom Barrett and the Milwaukee Common Council has placed the City of Milwaukee in the public square fish bowl and one of the items for Milwaukee Professionals Association "Call for Investigation by the U.S. Office of Justice/U.S. Attorney General Eric Holder".

Mary Glass, Chair/CEO, Milwaukee Professionals Association said, "We feel that the two NEW fiscal officers can be part of the solution or come in and be added to the investigation as part of the problem that perpetuates the long-term, by-design DISCRIMINATION/discrimination using $$$millions earmarked for recovery of African American, other People of Color and the Work Challenged (un-, under-employed; un-, under-degreed and certificated; un-, under-financed neighborhood-level business; disabled; and re-entry - especially those returning from WAR, INCARCERATION, BOOMERANG EMPLOYMENT, BOOMERANG RETIREMENT and DEGREED students without employment)."

"Too often we see every Tom, Dick, Jane and Harry from nearby and not so nearby townships come and rape the coffers and leave Milwaukeeans without employment, without business development funding at the neighborhood level, without neighborhood focus for real safety intervention, safety prevention, beautification, and basic infrastructure framework like public transit to jobs that make a neighborhood and city grow - attract revenue - attract tourism in the neighborhoods and promote energy conservation. It is an All Hands on Deck solution."

Treasurer
So, we start with Congratulations to Senator Spencer Coggs and the position of Treasurer remaining as a city of Milwaukee position for the voters. We look forward to innovations articulated during the campaign trail by Sen. Coggs for the Office of Treasurer. We look forward to "independent" leadership in the office, excellent management of the People's coffers and NEW state-of-the-office approaches that will serve both his office and the iconic city of Milwaukee well. As a long-term state representative, he is knowledgeable and current with how laws can benefit our iconic city for Milwaukeeans as an URBAN gateway city.

Comptroller
Congratulations to Martin Matson and his NEW position of Comptroller. The city of Milwaukee could use some innovation at this level as well. We need MORE transparency of "where our funds" are being spent. We need to know in advance of spending funds what the mayor, common council, all city departments are spending our funds for. As a knowledgeable representative in the public pension funds, we look for innovative recommendations that is of benefit to the city as well as employees that serve our city.

We need a regular posting of TIF/tax increment funding recipients and suggestions of how best our funds can be spent. We also look at the questionable and appearance of bias spending of the MEDC/Milwaukee Economic Development Corporation - of which the city comptroller has a seat on the executive and audit committees. We need an audit of the city of Milwaukee with a special focus on MEDC, Community Development Block Grant, Departments of City Development, HUD Housing Authority, Neighborhood Services and Public Works for starters.

Hidden Talent Pipeline
We support All Hands on Deck, WE, Not Me Initiative for growth and sustainability of our urban city. We know that as the people grow, so will our city. We also know that we are allowing "hidden talent" to erode, flounder, mold for lack of exposure, training and day-to-day involvement with their citizenship.

Therefore, we recommend that both offices promote year-round "Internship" that utilizes our three public schools - secondary, technical and higher education.
