In the Public Square OF Higher Education - DISCRIMINATION WITH ARROGANCE, Part III

July 27, 2011

Milwaukee Professionals Association Open Complaint against President Reilly and the University of Wisconsin Regents
===================================

Lack of transparency and accountability is long overdue in the way the People’s business is being conducted.

The fast-talking, juggernaut advertisement and spin, smoke-n-mirrors, bait-and-switch, cronyism, conflict of interest, in-your-face fraud, disregard for Code of Ethics/Conduct/Civility (being my neighbor’s keeper) and human-civil-legal rights are seemingly stated in the public; but, not how the elected-appointed-hired-volunteered representative guard the coffers, policies, laws and public trust.

The political climate is severely damaged – for the most part, because WE the People have not CALLED FOR COMPLIANCE. Accountability Matters.

The lobbyists, large contributors to campaigns, real estate barons, philanthropic donors for favors, high rolling juggernauts, heads of tickets, greed and ME-ME-ME has taken over. It needs radical surgery for “permanent” removal – it is self-destructive in a competitive world that is global in power. The wealth of the world is not in or owned by Americans. It is by Asians, Africans, India and South American emerging markets. European countries and European wealth has deteriorated and is in further decline – Greece, Italy, Spain and the UK.

Segregation, discrimination, arbitrary and capricious acts and lack of fairness are major tools of the negative political environment in Wisconsin and the USA.

INNOVATION - Education and Technology attainment is so crucial at this time.

We are not focused on the WE agenda. It is the only way we will survive the regular “natural disasters”, “health disasters”, “oil/energy crisis’”, bank indifferences and failures, houses under water, ponzi/hedge fund schemes, lost retirement packages, uncivilized cuts in Medicare/Medicaid, Social Security and MASSIVE poverty.

Discrimination with Arrogance speaks to wantonly performing an act of disregard.

When discovered and questioned, Code of Ethics should automatically kick in with immediate corrective measures that include massive awareness of discovery. Failure to immediately address malfeasance and misfeasance, allows for further deterioration and irrevocable harm. It stunts public trust, halts growth and demeans the present and additional “pipeline” processes, programs, leaders, staffers, groups and the university systems.

Too often, by the time “due process” is confronted, as in the Open Complaint, widespread wrongdoings are galactic and costly – as in the Open Complaint against UW Regent and President Kevin Reilly. Nevertheless, reform and change must begin for growth and sustainability. This is where we see our elected-appointed-hired-volunteered representatives should step up as the back-up and Recovery Plan.

So far, we have personally contacted the leaders below. Unfortunately, they have not passed the test of expectations so far. They have not honored their OATH OF OFFICE. They have for the most part, hid.

They are:
State Attorney General JB Van Hollen – Gave “limited authority” prevented investigation and recommendation of UW System – Department of Justice represents state agencies (UW Board of Regents is a state agency).

Secretary Paul Jadin, Department of Commerce/WI Economic Development Corporation – Response after 3-months, failed to address specifics of our requests; failed to provide outreach of his NEW office for neighborhood-level business development – Open for Business claim; fail to address NEW statutes (Special Session Act 7) and statute 36.09 connections of link to UW System; failed to ask how his office could impact the iconic city of Milwaukee and its extremely high Enduring Concentrated Poverty – some census tracts as high as 50%; and, referred my office to call a staff member of the region.

For information about the NEW statutes for forming the NEW WI Department of Commerce/WEDC, go to:

Secretary Mike Huebsch, DOA – No direct response to inquiry to his office – Two (2)-month delay for request of procurement/contract information from the Department of Administration regarding University of Wisconsin Milwaukee - Senate Bill 514 and UW System Milwaukee Initiative that receives $176 million and/or $240 million.

Acting Chief Legal Counsel Gregory Murray, DOA – received “ready” email July 20, 2011 - after-the-fact, delayed and misleading response is being assessed for authenticity by office of Mary Glass relevant to what was requested. Public servant behavior that includes cover-ups, use of deceptive measures of spinning a request for information, misrepresentations of the truth, refusal to follow the law - tactics of bullying - over-kill of in-house legal counsel - mumbo-gumbo reasons for not following the statues of releasing public information, providing information to mislead, providing information that was not requested to run-up a cost factor for the information, refusal to share information claiming “to general” request, round-robin referrals that lead to nowhere and to waste time are frowned upon. And, the granddaddy of all, “refusal-to-respond” is seen as a lack of “civility” and “I am above the law”.
The People demand better and will have better/best for democracy.
