Therefore, as a leader and strategic planner at the neighborhood-level, we were compelled to offer our expertise, provide input, expectations, resources, partnerships and referrals for ensuring that African American, other People of Color and the Work-Challenged were represented.

Part II of the 5-part series, In the Public Square OF Higher Education - DISCRIMINATION WITH ARROGANCE is on Wisconsin’s “governance”.

Our higher public education system is part of a 3-part system that Wisconsin statutes authorize for Wisconsinites to receive services that are human-civil-legal from Wisconsin state agencies.

EDUCATION is one of the state keys provided for Wisconsinites to seek truth and open vistas in the mind and opportunities in the public domain. The basic laws of governance for rights and privileges of Education are explained in Chapter 36 of Wisconsin Statutes. We share the first three (3) for your perusal – 36.01(2)(3).

36.01 Statement of purpose and mission. (1) The legislature finds it in the public interest to provide a system of higher education which enables students of all ages, backgrounds and levels of income to participate in the search for knowledge and individual development; which stresses undergraduate teaching as its main priority; which offers selected professional graduate and research programs with emphasis on state and national needs; which fosters diversity of educational opportunity; which promotes service to the public; which makes effective and efficient use of human and physical resources; which functions cooperatively with other educational institutions and systems; and which promotes internal coordination and the wisest possible use of resources.

(2) The mission of the system is to develop human resources, to discover and disseminate knowledge, to extend knowledge and its application beyond the boundaries of its campuses and to serve and stimulate society by developing in students heightened intellectual, cultural and humane sensitivities, scientific, professional and technological expertise and a sense of purpose. Inherent in this broad mission are methods of instruction, research, extended training and public service designed to educate people and improve the human condition. Basic to every purpose of the system is the search for truth.
History: 1973 c. 335.

36.03 System. There is created in this state a system of institutions of learning to be known as the University of Wisconsin System. The principal office and one university of the system.

The above three statutes provide the framework for guidance for customer care, transparency, best practices, TRUST, and accountability that the Open Complaint against UW Regents call for. The statutes and Select Mission gives specifics that UW Regents Board, UW System President, search committees and UW Chancellors fail to honor.

In addition to Chapter 36, Code of Ethics policies were provided for governance of UW-Committee (Conflict of Interest) - They were violated.

We have added below, the “Select Mission” of University of Wisconsin – Milwaukee.

UW-Select Mission
To fulfill its mission as a major urban doctoral university and to meet the diverse needs of Wisconsin's largest metropolitan area, the University of Wisconsin-Milwaukee must provide a wide array of degree programs, a balanced program of applied and basic research, and a faculty who are active in public service. Fulfilling this mission requires the pursuit of these mutually reinforcing academic goals:

a. To develop and maintain high quality undergraduate, graduate and continuing education programs appropriate to a major urban doctoral university.
b. To engage in a sustained research effort which will enhance and fulfill the University's role as a doctoral institution of academic and professional excellence.
c. To continue development of a balanced array of high quality doctoral programs in basic disciplines and professional areas.
d. To attract highly qualified students who demonstrate the potential for intellectual development, innovation and leadership for their communities.
e. To further academic and professional opportunities at all levels for women, minority, part-time, and financially or educationally disadvantaged students.
f. To establish and maintain productive relationships with appropriate public and private organizations at the local, regional, state, national and international levels.
g. To promote public service and research efforts directed toward meeting the social, economic and cultural needs of the State of Wisconsin and its metropolitan areas.
h. To encourage others from institutions in the University of Wisconsin System and from other educational institutions and agencies to seek benefit from the University's research and educational resources such as libraries, special collections, archives, museums, research facilities and academic programs.
i. To provide educational leadership in meeting future social, cultural and technological challenges.

There were three (3) search committees in the Search and Selection process. They were:

Chair – Regents Danae Davis, Milwaukee, Regent Judith Crain of Green Bay, Regent Tony Evers of Madison, Regent Michael Spector of Milwaukee, and Regent José Vásquez of Milwaukee.

Finalists
There were five (5) finalists. They were:
 Dr. James Muyskens
 Dr. David Belcher
 Dr. David Miller
 Dr. Michael Lovell
 Dr. Lisa Rossbacher


Mary Glass, Chair/CEO represented Milwaukee Professionals Association at each of the Finalist sessions; and, asked the finalist questions. Mary Glass and other members of the neighborhood were not invited to the special meet and greets and other meetings with the candidates. This sent the wrong signal to the campus faculty, staff, students, visitors and neighborhood at-large.

Dr. David Belcher withdrew before final voting.
Milwaukee Professionals Association contacted UW Regents (Regents Danae Davis, Regents Special Chancellor Committee and the FULL regents and ask that they extend the timeframe for additional voting, especially since some had voted.

They did not respond to "urgent request". Nor did they extend the time.

Milwaukee Professional Association endorsed Dr. James Muyskens.
