OPEN LETTER – Director Ronald Davis, U. S. Department of Justice
                                                COPS-Community Oriented Policing Services

TO:                  RONALD DAVIS, Director
U.S.  Department of Justice

                        Milwaukee Professionals Association LLC

RE:   18-Month Collaborative Probe of the City of Milwaukee
                           PEOPLES’ TRIBUNAL IN MILWAUKEE

Greetings Director Davis!

This Formal WELCOME is sent from the office of Milwaukee Professionals Association LLC – a Milwaukee-based public policy group.

We are excited and looking forward to the opportunities and challenges of the 18-month Research of the “patterns and practices” of Milwaukee Police Department of which your team will provide in concert with us, the citizenry of Milwaukee, Wisconsin as well as the Milwaukee Police Department.

We bring the expectations of INCLUSION, TRANSPARENCY, STORYTELLING, BACKGROUND, HOPE, and RESPECT for starters to help create a report that is “On-the-Merits”.

MPA LLC is in the process of launching the PEOPLES’ Tribunal in Milwaukee to run concurrent with the work your government professionals will conduct.

The Peoples’ Tribunal is Going-on-the-Road in the neighborhoods and county of Milwaukee to gain input for change and Reform.  We want the People to be at the table and “engaged” in every step of the SWOT – strengths, weaknesses, Opportunities and threats of your data gathering.

I was inspired by your Press Conference on December 17, 2015 in the city of Milwaukee.
We will “hold” you to your comments.
We especially like the candor of what to expect and to expect true Citizen Engagement.

George Fancher
I have called your office and had the opportunity of speaking to GEORGE FANCHER, the Lead for this project.  I look forward to MEETING, receiving particulars of contact and pertinent information from Mr. Fancher – so there is always contact during this 18-month timeframe.  And, I look forward to meeting and introducing him to CORE CONSTITUENTS to work with Mr. Fancher and the US DOJ COPS team.

We, the People have for many years experienced tale after tale of patterns and practices that are inappropriate, race-focused, arbitrary and capricious, acts of misuse of power, discriminatory, brutal and use of deadly force WITHOUT address by those elected, appointed, hired and donor-for-hire government representatives.  This cannot be another ‘false pretense”, waste of taxpayers’ dollars and “cover-up”.

The research must go to the ROOT.  That includes individuals, groups and departments of the executive, legislative and municipal actors.  No one EXEMPT.

Attachment
Attached is a 13-page report sent to 8th District U.S. James Santelle, July 31, 2015, his last day as 8th District US Attorney General.  I did not hear back confirmation.  So, I submit the report as part of the input for the U.S. Department of Justice Community Oriented Policing data recruitment.

I will submit later a copy of a report sent to Wisconsin Attorney General JB Van Hollen and then to US DOJ Eric Holder.

Let me know that you received this Open Letter.  I am available for clarity.

Respectfully,
