Milwaukee Professionals Association LLC has just completed one hundred and twenty-three days (123) of engagement of assessment in its 4-Month Invoked Atonement & Reparation period for 2014.

The assessment of business practices for services provided by elected-appointed-hired government representatives at the city government with accountability level at the charter officers.  They are:  mayor, each alderperson (common council), city treasurer, city comptroller and city attorney.

The assessment of Stewardship by the  People for atonement using the barometer of communication and sharing of knowledge for informed decision making as the game-changers.  

CENSUS TRACT & NEIGHBORHOOD LEVEL Issues

The past four (4) months, April 7, 2014 - August 7, 2014, allowed the lens of "taking stock", to open and capture snapshots for discovery and strategic planning for MPA LLC Smart Growth 2020.

The lens of Atonement and Reparation of the People, Land Use, Resources and Lifestyles were viewed for 123 Days (April 7, 2014 - August 7, 2014).  It is documented as Phase I with an expanded timeframe for added "due diligence".

It is an event to be held by Milwaukee Professionals LLC each year going forward.

Transition Phase I - Phase II
The transition period for Phase I is August 8, 2014 to September 30, 2014 for the completion of the White Paper - background information of Atonement and Reparation April 7, 2014 - August 7, 2014.  Phase II starts Friday, August 8, 2014 - February 28, 2015.

White Paper
The documentation and reporting of MPA LLC 4-Month Invoked Atonement and Reparation by MPA LLC is in a White Paper to give "background documentation" and "reporting" of how our local government handled the implementation and funding of the 4-Phase North Avenue Commerce Center fiasco - from Boldt Construction to Irgens Construction to the proposed Sisters of Assisi St. Ann Center -  utilizing 17.5 acres of land in the city of Milwaukee. The 19-plus years that included tax increment district 21 with authorizations by city commission, zoning committee, Redevelopment Authority, Department of City Development and other departments-commissions-authorities handling the People's business.

We see this process being viewed as an "order of precedence" (historical and functional) for removal of discriminating, disenfranchising acts of those elected-appointed-hired to conduct the People's business; shining a bright light on correcting business-as-usual oversight of Wisconsin's largest Urban city with a 1-Class status.

It will come with civil and criminal review and recommendations.

It also shows the five (5) assemblies held with Milwaukeeans each of the four months for citizen participation, citizen print, information sharing, discussion and decision making. 

Timeline:  August 8, 2014 - February 28, 2014

It also prepares the stage for the Green Paper that will follow over the next seven (7) months, August 8, 2014 - February 28, 2014, for better understanding, input of the citizenry and implementation of change.  

It is the People's discussion document to stimulate debate and encourage stewardship, ownership, leadership, entrepreneurship, apprenticeship, scholarship, mentorship, partnership, fellowship and citizenship.

Much has been learned through the Invoked Atonement and Reparation, Phase I.  Doors have been opened wider for discovery and changes for Phase II.  Emphasis is on Milwaukee Professionals Association LLC ten (10) guiding points from Phase I.  They are:

• engaged citizenship through fellowship
• engaged scholarship through mentorship
• engaged entrepreneurship through apprenticeship
• engaged ownership through partnership, and 
• engaged "stewardship" through leadership.
