When “Diversity” means everything but African American, other People of Color and Workforce Challenged


MILWAUKEE | Today, Milwaukee Professionals Association LLC announced it NEWEST discovery and greed suspicion of “oligopoly-based” organizations.  They are popping up with NEW boards, committees; and, they are re-configuring points of the Affordable Health Care law.  They are primarily OR only ran by Caucasians.   Some present identifiers by MPA LLC are:
  • ·         Appointed hierarchy by Governor Scott Walker  
  • ·         Large health care organizations of practitioners (Health Management Organization and Accountable Care Organization - HMO, ACO and . . . )
  • ·         Large health care providers – hospitals conglomerates
  • ·         Large health care providers with selected Ancillary and Allied professionals
  • ·         Public Education Higher Education
  • ·         Public Health Department with takeover of university and conglomerate
  • ·         Hospitals - receive special budget funding 
  • ·         Research Teams (???????)
The organizations are public-private for the most part.  
They are mostly business-identified as non-profit conglomerates with $$$$$ claiming care, claiming authority of residential and commercial consumers without being “vetted” - many people do not know they exist even though they pay them.

Greed Raiders
Since the organizations fail to communicate and build TRUST with the beneficiaries for REFORM of areas for sustainability for all, they are called:  Greed Raiders.

Some of these greed raiders act as “MOLES” - they are underwritten, hired, consultants, do research, write peer-to-peer papers with funds from the 'low income and under-served' funds, medical training with 'low income and under-served' and all of a sudden appear as experts attached to a known organization in medicine; i.e. Aurora and the University of Wisconsin Public Health program or University of WI Water Research OR Columbia St. Mary's - Froedtert and Medical College of Wisconsin).

These are organizations with one or no African American board member at the Census Tract and Neighborhood level.

These are organizations that have tons of  well-equipped grant writers and positioned for millions and billions.

Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC said, “We have identified those exercising greed and takeover, Oligopoly and unauthorized raiders for Enduring Concentrated Poverty.  

They come as new and old groups lobbying elected officials for-hire, hiring name-recognition and race-recognition gatekeepers, spending millions for market share and forging agendas to control those they identify as low income and under-served (HHS funding beneficiaries).  

The greed raiders have been around for sometime and are ubiquitous.  Therefore, they protect their turf and do not share requested information, even if it is requested through public information.  Also, they will try to prevent collaboration while shutting down communication (even if they are elected-hired or appointed representatives of government).  

They blacklist whistle blowers and intimidate those from within with dismissal and de-funding. 

My question is:  "what residential and commercial consumers made these raiders legitimate"?  When did the People select them and authorized their existence?   

What are these power-grabbers doing to ensure that Affordable Health Care is INCLUSIVE?  Where are the fingerprints of Preparedness and design from residential and commercial consumer?  Where is the blueprint or BUY-IN from the residential and commercial Affordable Health Care consumers?  

Where are the tools and wellness benchmarks for a healthier population in Urban Milwaukee?  Where is the top-of-the-line valued health care that will help “drive-down” mounting cost (reported 11 billion – 2011, projected 23 billion in 2023)?  

Milwaukee Professionals Association LLC vows NEW DAY changes.  
It starts with exposing these acts of take-over, misuse of funding, DISCRIMINATION, conflict of interest, fraud and GREED. 

We will offer REFORM.  I cannot and will not be, business as usual”.

National Governors Association Health Advisory Board
In times of complex navigation of health care implementation, the advisory board was created to bring both a broader and deeper perspective to the existing health care assistance NGA provides to governors. The board comprises prominent experts rich in both political and policy experience.
“States are at the center of major changes to their health care marketplaces,” said NGA Executive Director Dan Crippen. “The members of this board will provide expert counsel on NGA’s health agenda and various other topics over the coming years as we continue to serve the nation’s governors.”

MILWAUKEE | The 2013 Affordable Health Care FAIR/Summit will kick-off with 3 of Milwaukee's progressive elected officials who are stepping forward to provide needed leadership at the state and county level.  They are:
  • Supervisor Deanne Alexander - 18th District
  • Supervisor David Bowen - 10th District
  • State Representative Jon Richards - 19th District
Alexander, Bowen and Richards will provide the lead for discussion by the residential and commercial consumers of Milwaukee and neighboring census tracts.  Their focus is framing the introduction of the INFRASTRUCTURE dialog per what is the Wisconsin Federally-Assisted Exchange.  The Exchange will provide leadership and authorization of both IN-EXCHANGE payers and OUT-EXCHANGE payers (private, pay as you go and high deductible payers).

Wisconsin is a Federally Assisted Exchange since Governor Scott Walker chose to not participate in the Affordable Health Care law.  He also chose to not extend the Expansion of Medicare.

Wisconsin has over 5 million folk.
Milwaukee is the largest city with over a half-million folk and growing.
Milwaukee has a significant population that are recipients of health care via Medicare and Medicaid - federal payer.  

With the GDP/Gross Domestic Product yielding numbers that reach 2 trillion in 2011, the population is getting older, as we get older we incur more and more longer-term illnesses that are costly; with pension plans going-up-in-smoke with cronyism - late night and disregard voting of our elected officials, well-off and wealthy investors and lobbyists buying rights away; it is BUYER beware.  It is RESIDENTIAL and COMMERCIAL consumer engage yourself in PREPAREDNESS.  

UPROAR - Uncertainty - Derailed
Most of Milwaukeeans have little to NO insurance - full or co-pay, public or private.  
They have had to go without the necessary health and care management that help drive down cost. Therefore, when residential and commercial stakeholders became "sick", they mostly chose the high-end payment care through the "Emergency" unit of local hospitals.  Their primary payer was the government.  The same Health and Human Service Department that paid for that health care is overseeing the implementation of the Affordable Health Care law, October 1, 2013 and January 1, 2014.

In 2011, Governor Walker put on the table and the Republican assembly in Madison authorized with a majority vote, an overthrow of 55 years of public employee pension and health contributions with Wisconsin Act 10.   This decisions has eroded the thinking of what is considered "certainty".

On July 18, 2013, Detroit, Michigan went into Bankruptcy - the first cry was from public/city pensioners. They fear that they will not have retirement coming. 

Whether Detroit or Milwaukee, the points the same, health care is a giant concern.  And, no matter if there is a pension or insurance plan, YOU need to know what the options are suppose to look like and what the federal government has on the table for evaluating plans.  It is not enough to exercise "brand" endorsement or "brand loyalty", if it does not fit you and your family's needs.  

THUS, the Affordable Health Care Preparedness FAIR/SUMMIT.

State Representative Jon Richards - 19th District
Representative Richards spearheaded this year's ONLY Milwaukee engagement of the Wisconsin Joint Finance State Budget Hearing .  He is one of three (3) members of the Milwaukee Delegation that occupy a seat on Wisconsin State Joint Finance Committee.

Representative Richards is a state representative for the East Side,  Bay View and Downtown area of Milwaukee.  He is an attorney, homeowner in the Brady Street Neighborhood, lives with wife, Andrea and son, Alex.  Before entering law school, he was an English teacher in Japan, volunteered with Mother Tereasa in Calcutta, India and worked as a reporter for business newspapers in Milwaukee and "San Francisco.  

Graduate of Waukesha North H.S.; B.A. Lawrence U., J.D. UW-Madison (Law Review); attended Keio University (Tokyo).

Chair of the Assembly committee on Health and Healthcare Reform (2009-2011), led the effort in the  legislature to reduce health care costs, cover every Wisconsinite with health insurance and promote wellness ban.  Member of Joint Finance committee, ranking member on the Assembly Health Committee and serves on the Assembly Financial Institutions Committee and the Joint Legislative Committee on Audit.

Milwaukee County Supervisor David F. Bowen - 10th District
Supervisor Bowen is an outspoken county administrator about public policy issues and often speak out about injustices that face Milwaukee' Urban population.

He is a home-grown talent from the city of Milwaukee.  He was born and raised on Milwaukee's North Side and an honors graduate of Bradley Tech High School  His parents, Jamaican immigrants, came to Milwaukee to pursue a better life for their family.

His leadership background was shaped as a teen and young adult leader while pursuing his undergraduate degree at University of WI - Milwaukee.  His public policy training and experiences in the community with groups like Urban Underground, Americorp program - Public Allies includes a Legacy Foundation Youth Activism Fellowship.  He is a nationally recognized trainer for intergenerational community improvement strategies.  He has served on the Medical College of Wisconsin;s Violence Prevention Initiative Steering committee and is currently a member of the city of Milwaukee's Homicide Review Commission.  He is a National Americorps Service Alum.

April, 2012, Supervisor Bowen became the representative of the 10th District.  He is recognized as the youngest member of the Board and one of the youngest elected officials in Milwaukee's history.  He currently serves on 3 County Board standing committees;  Health and Human Needs, Transportation and Public Works, and as Vice Chair of Economic and Community Development.

Milwaukee County Supervisor Deanna Alexander - 18th District
Supervisor Alexander was elected April 3, 2012 as the supervisor of the 18th District.  She represents approximately 52,000 residents in Milwaukee's northwestern corner.

Supervisor Alexander grew up in southeastern Wisconsin and graduated with a Bachelor of Science degree in Business Management – Accounting and a Certificate in Conflict Resolution from the University of Wisconsin-Parkside.

In the year following 9/11/01, Supervisor Alexander enlisted in the Wisconsin Army National Guard with Milwaukee’s 57th Field Artillery Brigade where she learned the values of duty and selfless service.

Prior to her election to the Board, Supervisor Alexander gained professional expertise in public accounting, auditing, municipal treasury, research, and training.  Supervisor Alexander previously worked in the Fiscal Department of the Behavioral Health Division and has the distinction of being one of the few Milwaukee County employees to be elected to the County Board.

Supervisor Alexander currently serves on the Intergovernmental Relations Committee, the Transportation & Public Works Committee, and the Parks, Energy, & Environment Committee.  She is also the Chairwoman of the Emergency Medical Services (EMS) Council.  In addition to her County Board commitments, Supervisor Alexander is nearing completion of a Master’s degree in Public Administration from Regent University.

Supervisor Alexander and her husband, Philip, own a home in the Nash Park neighborhood and are the proud parents of two daughters.

It's a NEW Day - Affordable Health Care Implementation Leadership by MPA LLC

MILWAUKEE | Mary Glass, Chair/CEO, Milwaukee Professionals Association released the NEW attitude her office will advance to the marketplace in Preparedness leadership for Affordable Health Care implementation by Milwaukee Professionals Association LLC.

"I have selected Patti LaBelle - It's a NEW DAY as the tempo of my commitment, those who work for and with me and those who come to the table for NEW engineering  around the table - I am excited - I'm pushing ahead - every door that closes a window opens, it starts from within - letting go of the past - loving what's inside - pushing ahead the goal is nearer - spreading our wings - it's gonna be alright - it's a new day, said Glass.

It is the paradigm shift and positive concept of a NEW Day in the Code of Conduct in the Health Care Marketplace that brings to the table of blueprinting, residential and commercial consumers at the Census Tract and Neighborhood level empowerment. It is looking at the 2011 figures of 18% health cost of the Gross Domestic Product/GDP, that comes out to be about 2 trillion dollars; and say we can change this.  Also, since it is said that 5% of the consumer base brings 55% of  the cost; and, since it is known that at least 55% of the same population has had a "LACK of - NO health care", it stands for reason that there would be extreme concentration of high poverty and need for their input for change.

Affordable Health Care Change - March 23, 2010
On October 1, 2013 through March 31, 2014, everybody is allowed to parse out their own-selected heath carrier.  That's the good news.  The not-so-good news and can be disastrous, the residential and commercial consumer for health care are not PREPARED to navigate the choices or options that are being put in place by others; and, are available in and out of the exchange.  The "IN" exchange for Wisconsinites is the Federally-Assisted Exchange.  It was a default application put in place in case states decided to not participate in the Affordable Health Care process. 

Such is the case for Wisconsin, since Governor Scott Walker, Ted Nickel, his Insurance Commissioner, Secretary Dennis Smith, Health & Human Services (replacement in February, 2013 - Secretary Kitty Rhoades and interim Secretary Kevin Moore) and Secretary Reggie Newsom, Workforce Development, chose to not provide necessary benchmarks and other pre-requisites for Wisconsinites preparation.  

Governor Walker was counting on a "defeat" of President-Candidate Barack Obama and did not plan for his constituents.  Since this did not happen, there were little to NO plans put in place for People.  For those with health care plans they, seemingly did not care for the most part.  However, for those who had little to NO insurance were left further disadvantaged without the support from our state government.  This condition was further exhausted by Governor Walker's rejection of the Expanded Medicare provisions.

With this type of headwind, Wisconsinites, especially Milwaukeeans need to know the following about the Affordable Health Care law-plan:
  • What are the approved insurance carriers?
  • What's the difference of having an IN Exchange insurance carrier vs an OUT-of Exchange insurance carrier?
  • What's promised.  
  • What's delivered?  
  • What's understood vs What should be understood?  
  • What it cost?


NEW DAY
It is this concept/context that MPA LLC provides Preparedness leadership.
It is this concept/context that MPA LLC is spearheading the 2013 Affordable Health Care Summit and Fair, August 2-4, 2013.
It is this concept/context that MPA LLC declares it is a buyers market.  A market that calls for a seller-payer-provider to work with public and private consumers at the Census Tract and Neighborhood level for re-engineered engagement for better/best health care health management and cost containment with value-choices.

It is this concept/context that MPA LLC reminds the marketers that they must be at the Census Tract and Neighborhood engagement, pathway building and re-engineering of participation of those who traditionally have been left out of the blueprinting, decision making process for leadership management, board advisory, steering committees, partners, employees, procurement, ancillary collaborations, networking, joint venturing, health practitioner staffing (doctor-nurse-specialist).  Not this time - It is a NEW DAY.

To sit at the table, framing and creating the re-engineered Health Care system for Wisconsin Urban Population Health Care.  To recognize and address chronic illness and day-to-day environmental and economic strains on health care and health cost. To provide measurement, implementation, inclusion, commitment, education and technology attainment tools for successful input and BUY-IN by those who have had little to NO health care and are at a disadvantage when it comes to navigating the complex and not fully defined Federally-Assisted Exchange process.

Holistic but Core
The Code of Conduct for success for the NEW DAY demands "Core presence" of the census tract and neighborhood population.  It is for-profit, non-profit, public, private, joint ventures, philanthropic and individual inclusion. It is those small businesses that at 1-20 employees - first timers primarily to seek insurance for employees.  It is the individual consumer that will purchase insurance.  It is the individual and/or senior w/pre-existing conditions.  It is the church w/school employment.  It is the independent contractor, temporary and part-time employee.  It is the 30 hour a week vs 40 hour per week employee.  It is investing in INCENTIVES that promotes engagement of the consumer.  It is the individual and family members taking on a more healthier lifestyle through use of electronic medical records, mobile device monitoring, fitness clubs and plans, on-the-spot and on-going education.  It is call centers at the census tract and neighborhood level promoting state-of-the-art information and promoting employment.

It is leadership from the Core Presence to drive down health care cost and promote cost containment.  It is leadership with a prospective reform angle that includes nuances in health care management that includes "cost bundling for cost containment", especially in long-term and cancer-type health care.

It is the Core Presence that identifies and reject corporate exploitation and Cost Shifting.

It calls for dedicated input by residential and commercial consumers with private and public payers, health care providers (hospital-clinic-home care facilities-ancillaries of care) with private and public staffing, health practitioners (doctor-nurse-specialists) that are publicly and privately paid, pharmaceuticals (drug companies and pharmacies), suppliers (companies representing and lobbying for companies), schools (public and private), trade associations and health purchasers.

MILWAUKEE - (MPA-PPR) - The UNCF - United Negro College Fund had its 29th Annual Education Walk-Run on Saturday, July 20, 2013 in Milwaukee, Wisconsin at Veterans Park.

Milwaukee Professionals Association LLC announced today that it will seek to fill a void in health care, quality of Life and Economic Development with its plans to link the UNCF colleges with hidden talent and vetted businesses using "deaneries" as the concept for engagement.

"It is part of our commitment to innovation, research, education and technology attainment to link/connect the dots for scalable and meaningful engagement at the census tract and neighborhood level.  Using the concept 'deanery', establishing census tract and neighborhood heads, is another avenue within Co-location programming of the All Hands on Deck,WE CAN Initiative - MPA LLC Signature Initiative for empowerment of the people especially African American, other People of Color and the Work Challenged," said Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC.

UNCF
The United Negro College Fund, or UNCF, is an American philanthropic organization that funds scholarships for black students and general scholarship funds for 39 private historically black colleges and universities. The UNCF was incorporated on April 25, 1944 by Frederick D. Patterson(then president of what is now Tuskegee University), Mary McLeod Bethune, and others. The UNCF is headquartered at 1805 7th Street, NW in Washington, DC [1] In 2005, the UNCF supported approximately 65,000 students at over 900 colleges and universities with approximately $113 million in grants and scholarships. About 60% of these students are the first in their families to attend college, and 62% have annual family incomes of less than $25,000. UNCF also administers over 450 named scholarships. Milwaukee Professionals Association LLC is a supporter of the UNCF.  Mary Glass Chair/CEO is an alumni of Lane College, Jackson, TN - UNCF College.  It is through the liberal arts, medical and business fields that the Affordable Health Care Act will be pushed. 

LANE COLLEGE
Lane College, located in Jackson, Tennessee on approximately 55 acres, is a small, private, co-educational, church-related institution that provides a liberal arts curriculum leading to baccalaureate degrees in the Arts and Sciences. The College admits persons regardless of color, sex, religion or national origin. 

The future of Lane is intimately tied to its historic past. The College was founded by individuals who were committed to assuring that newly freed slaves would be able to "read, write, and speak correctly." The vocational goals of the first students to enroll at the College were in the areas of teaching and preaching. It was the view of the founders that neither group would be able to influence the more learned individuals in society unless they had academic, spiritual, cultural, and economic qualifications that were equal to their counterparts. 

It will also galvanize students, alumni presence and revenue streams for UNCF sites such as Lane College.

To advance the MPA LLC Affordable Health Care PREPAREDNESS Campaign, the UNCF bank of Colleges is part of the NEW Deanery focus of Milwaukee Professionals Association LLC for re-defining, re-branding and un-trapping URBAN hidden talent and vetted businesses.

Affordable Health Care Neighborhood Demonstration includes Brewers' Hill

Today, Milwaukee Professionals Association LLC added Brewers' Hill as the 8th neighborhood in the first Demo area for Affordable Health Care.

Brewers' Hill is a small, diverse neighborhood north of downtown on the Milwaukee River. The neighborhood is bordered by North Avenue to the north, Holton Ave to the east, the Milwaukee River and Pleasant Street on the south, and Martin Luther King Drive on the west.  Wikipedia.

DEMONSTRATION
MPA LLC Demonstration period is June 1, 2013 – March 31, 2014 (305 days).  The target groups are in the 8 neighborhoods (Amani, Brewers' Hill, Halyard, Harambee, Hillside, Midtown, Riverwest, WAICO/YMCA), approximately 44,000 residential and commercial beneficiaries in Milwaukee.   It takes a look at:
  •         population health care and wellness
  •     chronic conditions
  •     businesses and employment
  •     practices of health care providers
  •         hospitals-clinics-home care and health practitioners
  •         doctors-nurses-specialists
  •         suppliers

Stocks seek rebound after Tuesday drop

The major U.S. stock averages come off their first across-the-board losses in two weeks, although the drops for the Dow, S&P 500, and Nasdaq were modest. Nonetheless, the Tuesdays declines ended 8-session win streaks for the S&P 500 and the Nasdaq Composite, as investors anticipate more earnings and two Congressional appearances this week by Fed chairman Ben Bernanke. 

Bernanke's Congressional testimony begins today as he appears before the House Financial Services Committee at 10am.  However, the Street will get an early look at his prepared remarks, which are scheduled for release at 8:30am. 

Treasury Secretary Jack Lew is also on Wall Street's radar, as he kicks off CNBC's Delivering Alpha event with a speech at a 8:25am.   Other notable guests during the event include interviews with investors John Paulson and Nelson Peltz. 

Banks highlight this morning's earnings calendar, led by Dow component Bank of America (BAC). We'll also get the latest numbers from Bank of NY Mellon (BK), M&T Bank (MTB), Northern Trust (NTRS), PNC Bank (PNC), and U.S. Bancorp (USB). Non-banks set to report this morning include Abbott Labs (ABT), Mattel (MAT), St. Jude Medical (STJ), and Textron (TXT). Dow components Intel (INTC), IBM (IBM), and American Express (AXP) lead today's after-the-bell earnings list, with eBay (EBAY), SanDisk (SNDK), and Xilinx (XLNX) also scheduled to report.

Yahoo (YHOO) leads our list of stocks to watch, with the company reporting second quarter profit of $0.35 per share, excluding certain items, five cents above estimates. Revenues, however, were slightly short of consensus, and Yahoo's third quarter revenue outlook also fell short, with prices paid per display ad down 12 percent from a year ago. 

CSX (CSX) reported second quarter profit of $0.52 per share, five cents above estimates, with revenues also registering a beat. The rail operator saw increases in merchandise and intermodal shipments, helping to offset a drop in coal shipments. 

United Rentals (URI) earned $1.12 per share for its second quarter, 11 cents above estimates. Revenues of $1.21 billion were a bit shy of Street forecasts, though the company is benefitting from a trend towards rentals rather than purchases of industrial and construction equipment. 

Realogy (RLGY) predicts its second quarter earnings will beat expectations as the real estate market recovers. The real estate services firm also said Apollo Global Management (APO) is selling its remaining 25.1 million share stake in the company, currently valued at about $1.24 billion. 

Dell (DELL) has issued yet another letter to shareholders from its Special Committee, the latest volley in a back-and-forth with investor Carl Icahn. The letter urges shareholders to vote for the current buyout offer of $13.65 per share from founder Michael Dell and Silver Lake Partners. A special meeting to vote on the offer is set for tomorrow, though CNBC's David Faber has reported that the meeting may be postponed if it appears the offer will be voted down. 

Visa (V) and MasterCard (MA) could be under pressure today, with the Financial Times reporting that a European Union proposal would cap fees collected to process transactions. 

Boeing (BA) will be sued by a Chicago law firm in connection with the Asiana Airlines flight that crashed in San Francisco on July 6. Ribbeck Law said the crash may have been caused by a malfunction of the auto-throttle. 

Barclays (BCS) plans to fight a U.S. fine of $453 million for alleged manipulation of electricity prices between 2006 and 2008. 

McGraw-Hill Financial (MHPI) unit Standard and Poor's will have to face a $5 billion civil fraud lawsuit by the U.S. government over its credit ratings. A judge in California dismissed S&P's motion to throw out the suit. 

Novartis (NVS) has raised its full year outlook, after generic competition to the company's best-selling blood pressure pill was delayed into 2014. 

We'll get a fresh read on the housing market this morning at 8:30am ET, when the government releases June housing starts, expected to rise 3.9 percent for June after a 6.8 percent jump in May. Investors will also get a look at the Fed's latest Beige Book, the region-by-region assessment of the nation's economy, at 2pm ET.

Today, Milwaukee Professionals Association LLC advanced its commitment with the tool of "Rhetoric Skin-in-the-Game".  It is making the VALUE argument with friend, significant other, associates, and strangers to bolster Preparedness in the implementation of the Affordable Health Care act for NEW, not-so-new and seasoned beneficiaries in Milwaukee.  It is taking the time to learn more about what is in the health care insurance market and why it would be best for you or  those you represent for coverage.  It is creating "chats" online, Facebook, Linkedin and Twitter moments.  It is reading advertisements and making comparisons.  To make comparisons, the consumer must be knowledgeable - to be knowledgeable they must receive information - facts for exploring.

Small business employers, employees, heads of household, young adults and seniors are expected to select an insurance plan with at least 10 Health Essential Benefits from the Medicare Advantage Exchange, per their state selection exchange plan (state-assisted, partner-assisted or federally-assisted).  
 
Since purchasing plans can be both expensive and lack "value", MPA LLC is committed to 'valuing" Education and Technology Attainment to ensure that the narrative is the same whether you are  purchasing as an employer of a small business, an individual, a college student, a single parent, a senior living at home-in assisted living-living with an offspring or a disabled consumer receiving dual eligible benefits and want to be sure the market is providing you engagement.

Wisconsin Exchange
Governor Scott Walker refused to participate in the pre-preparation for the PPACA.  The Patient and Protection Health Care Act has a default for states that do not select either a state-assisted or partner-assisted plan.   It is a federally-assisted plan.  Given the refusal by Governor Walker, Wisconsin is a Federally-Assisted Exchange and the implementation for October 1, 2013 and January 1, 2014 will come from the United States Health and Human Services Department headed by Kathleen Serebelius.  Director David Cohen is the head of the Center for Consumer Information and Insurance Oversight (CCIIO).  The department is charged with helping implement many provisions of the Affordable Care Act, the historic health reform bill that was signed into law March 23, 2010. CCIIO oversees the implementation of the provisions related to private health insurance.

ALL HANDS on DECK, We Can Reporting Alert

MILWAUKEE - (MPA-PPR) -- Today, Milwaukee Professionals Association LLC put in place "Reporting" to the Senate Finance Committee on Wisconsin's progress or lack of progress in the Medicare Advantage plan and the Federally-Assisted Exchange.  We are excited about our 10-month DEMONSTRATION (June 1, 2013-March 31, 2013) with 7 neighborhoods (Amani, Halyard, Harambee, Hillside, Midtown, Riverwest and WAICO/YMCA).  The centerpiece family-friendly neighborhood is Halyard Park. 

The bi-monthly analysis Reporting is created and published with the assistance of MPA LLC Consumer Protection Group and the Affordable Health Care Consortium.  The first reporting will take place October 15, 2013.

We simply must put in place best practice standards that will help us reform health care through preparedness and hold everyone accountable for best practices that will improve health care, health of Americans and health care cost for sustainability.  We must start now and be passionate with our commitment.  It is an All Hands on Deck, WE CAN proposition, said Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC.

Senator Max Backus is Chairman and Senator Orin Hatch is the Co-Chairman.

Senator Backus is using his post to reform the nation's health care system, cut taxes for hard-working Montanans and Americans, protect Social Security from being privatized and open new markets for trade.

Creating the Quilt of Continuity

MILWAUKEE (MPA-PPR) – Creating the QUILT of Continuity” requires communication practices that are regular, respectful, engaging, recruiting, decision making, educational, innovative, hands-on, principle-centered, transparent and accountable for compliance at the census tract and neighborhood level.  It is part of the All Hands on Deck, WE CAN initiative that demands re-defining, re-branding and un-trapping hidden talent and vetted businesses in the city for improved quality of life and economic development.

MPA LLC’s best practices compliance include being Culturally-Sensitive.  No one is Exempt.

Our metric system for vetting progress, insurance plans, public policies, health practitioners, health providers, health suppliers, pharmaceuticals, schools and government services in the marketplace is determined by neighborhood peer-to-peer evaluation over coffee-tea-beverages, shooting pool, bowling, sport events, family dinners, fundraisers, church meetings, trustee meetings, fraternal and sorority gatherings, block club-neighborhood strategic planning-bid district meetings, fitness centers, barber and cosmetology salons, grocery stores, funerals, fairs, bus stops, transit rides, neighborhood meetings, small business agendas, and conferences.  Since a measuring system is required to validate improvement as well as measure progress; Milwaukee Professionals Association LLC will look at baseline and start-up measures for Preparedness implementation of the Affordable Health Care system.


Tier Planning
The Health Insurance Portability and Accountability Act (HIPAA) of 1996 (P.L.104-191) [HIPAA] was enacted by the U.S. Congress in 1996.  Wellness requirements were issued December, 2006 as a non-discrimination rule.  The rule prohibits group health plans from discriminating against individuals based on their health status.

Since the “start-up” of implementing the Affordable Health Care includes so many individuals who heretofore have not had a primary care or prescribed health practitioner, preventive health care plan, access to electronic health records, personal coaching monitoring, and an insurance plan w/co-pay;  we must integrate our NEW beneficiaries with those who have and have had private insurance plans with health options – employer-based, self-pay or otherwise.  Additionally, review of beneficiaries who have had an insurance plan but have NEW options for WELLNESS need to also be surveyed.  This would include incentivizing and rewards for all beneficiaries.  This would indicate a “difference” in overall knowledge of insurance carriers and insurance benefits.  Therefore, a “One-size” fit all model is not acceptable.

GROUND ZERO
MPA LLC is looking at “Ground Zero” models in and out of the health care industry with mixed service delivery customers of implementation for metric review and unit of analysis in other fields to help ensure a positive launching for preparedness of the People Protection and Affordable Care Act (PPACA), October 1, 2013 and January 1, 2014.

DEMONSTRATION
MPA LLC Demonstration period is June 1, 2013 – March 31, 2014 (305 days).  The target groups are in the 7 neighborhoods (Amani, Halyard, Harambee, Hillside, Midtown, Riverwest, WAICO/YMCA), approximately 44,000 residential and commercial beneficiaries in Milwaukee.   It also includes:
  •         practices of health care providers
  •         hospitals-clinics-home care and health practitioners
  •         doctors-nurses-specialists
  •         suppliers
  •         pharmaceutical organizations and insurance payers (private and public).
The draft framework of the 10 month Affordable Health Care DEMONSTRATION will be shared during MPA LLC press conference and during SMALL BUSINESS Day at the 2013 Affordable Health Care SUMMIT, August 2-4, 2013.
