NON-Compliance by City Departments and Partners - Fiduciary Rule - PART II

CITY-WIDE MILWAUKEE || Our findings of Misuse of PowerDISCRIMINATIONDisenfranchisement, Conflict of Interest, Misuse of Funds Failure to Cooperate, Lack of due Process and Obstruction is increasingly threatening DEMOCRACY of Milwaukeeans, CORE CONSTITUENTS.

CORE CONSTITUENTS makeup the population of the city of Milwaukee.  They are majority African American, other People of Color and ALL the Underserved.

Background
In 2017, Milwaukee Professionals Association LLC was able to view/review the behavior of branches of government under the leadership of Tom Barrett, the mayor that NEEDS CHANGE.

Directors, Deputies, Commissioners and co-staff members have become FACTOTUM for assuring that projects have taken on the following unlawful behaviors:

  1. Using African American, other People of Color and the Underserved to mislead and disenfranchise the "Core Constituents".   This includes "pitting one against the other", "paid to play" and "Intimidated".
  2. Obtaining MEGA federal funding in the name of the city of Milwaukee population - African American, American Indian, Asian, Latino and ALL the Underserved that are mired in poverty and stripped of the authority and enforcement that comes with the rules and regulations that include transparency and accountability to the population.
  3. Career government workers with those elected-appointed-hired and donor for-hire government representatives are mercenaries rather than patriots.  Therefore, the Fiduciary Rule has been kicked to the curb. Milwaukee Professionals Association LLC and Like-minds say WHOA by all means necessary.
  4. Obtaining Initial funding from the city of Milwaukee coffers is the automatic "passport" for ongoing "pet" projects; heavy-lifting monopoly-oligopoly Milwaukee 7-MMAC Corporations; Bublr BikeUW-Milwaukee and Marquette plus Miller-Coors, Potawatomi, Harley Davidson, Ambassador, Downtown Association corporations as well as questionable partnerships of Bader Philanthropies, Milwaukee Foundation, and Zilber Family Foundations; LISC, Walnut Way BID 32, Ken Little's DCD BIDS, Steve Mahan's CDBG and WWBIC/WI Women Business Initiative Corporation, donor takeover projects and Non-Profit conglomerate partnerships.
  5. Obtaining "pre-clearance" (myriad of appointed but unchecked committees by Tom Barrett, the mayor, Tom Barrett conflict of Interest on the UNITED MKE committee, the mayor and RACM-Redevelopment Authority of the city of Milwaukee) with "in-house rubber stamping" within departments of cronies that are individual and group-organized; i.e, Milwaukee Economic Renovation Initiative (Martha Brown- DSD and Preston Cole - DNS) and the Equitable Growth Study - TOD/Transportation Oriented Development - Moving Milwaukee Forward. Brown and Cole deliberately obstruct information and say one thing and do another. 
  6. Department of Public Works Commissioner Ghassan Korban failed due diligence because he is hard to reach and his co-staff member Jeff Polenske - City Engineer sits on the board of Bublr Bike.
  7. Obtaining endorsement from Milwaukee Common Council that fails the "Fiduciary Rule" (act in the best interest of the population) - File #160954
  8.  Staff members acting as "Moles" to create success in a Non-Profit start-up Milwaukee Food Council that has beginnings within the Department of Administration - Sharon Robinson, Erick Shambarger, and Tim McCollow inappropriate behavior with Milwaukee Food Council-UWM CIUAN, misrepresented and un-inclusiveness of the neighborhood stakeholders projects for awards - Harvard's Kennedy School of Government Ash Center, Carolyn Esswein of UWM CDS, Bryan Simon of Simon Landscaping/Energy Exchange and Jeremy Davis of Walnut Way's Blue Skies Landscaping, Ezekiel Gillespie Park and Fondy Park  - LISC, BID 32, Department Neighborhood Services and Walnut Way. 
  9. Department of City Development and other departments pilot projects that enter into formal contracts to prove their thesis without citizen participation authorization and fingerprint by using hundreds of thousand dollars from federal transportation funding using national corporation and local non-profits as "paid endorsers", i.e., Harbor District Inc., the Historic King Drive BID, Walker’s Point Association, Halyard Park Association, Historic Brewers Hill Association, Southside Organizing Committee, and Westcare Wisconsin.  DCD/City of Milwaukee has entered into contracts with HR&A Advisors and Skidmore, Owings, & Merrill, sub-consultants, including local DBE-certified firms - P3 Development Group, Abrazo Marketing, and Lockly Valuation.
  10. MILWAUKEE PUBLIC LIBRARY has entered into massive Real Estate developments and do not have a Smart Growth Citizen Panel at the neighborhood level to guide the use of taxpayers and joint funding for Smart Growth in Milwaukee neighborhoods; input of the library staff and Library Trustee Board is minus the People and therefore fails the Fiduciary Rule; Paula Kiely- City Librarian, Joan Johnson - Deputy Librarian, and Sam McGovern-Rowen Project Manager are clearly obstructing information sharing when it is obvious that discrimination and un-inclusiveness is pervasive in the use of developers and construction partners, construction projects, design of the libraries for the People's Milwaukee Public Library and use of staff below Administration.
  11. Questionable Milwaukee Public Library donations from Herb Kohl, Northwestern Mutual Insurance, and Community Advocates  use.
  12. Milwaukee Public Library website for "survey" reserved for crony "UNITED MKE" but denied TINN - TEAM Internet-Net Neutrality Broadband Initiative for the Underserved was denied.  According to Joan Johnson, Deputy Librarian, United MKE was city-sanctioned.  Johnson condoned "a discrimination and Conflict of Interest platform" and identified Tom Barrett, the mayor who sits on United MKE Committee as the reason for city-sanctioned approval and therefore the TINN Broadband Initiative for the Underserved was forbidden use.
  13.  Milwaukee Public Library website and makers space at Mitchell Street Library,  partnerships with Gorman for more than one project, the design of libraries, Broadband concerns of each library (new and existing) and failure to provide information repeatedly by Paula Kiely, Joan Johnson and Sam McGovern-Rowen fail the Fiduciary Rule.

UNITED MKE is another effort on behalf of the Greater Milwaukee Committee, MMAC/Milwaukee Metropolitan Association of Commerce and Milwaukee 7 to Gentrify, ANNEX and takeover.  

These are the folks that have the monopoly-oligopoly Downtown Milwaukee Renaissance takeover in mind.  They are tired of having to recognize the People of Color census population of Milwaukee in the 96.83 square miles for this or that.  They are taking federal funding and partnering for takeover.  They are presently engaging in a massive takeover with "MKE UNITED" while implementing BOGUS projects like Milwaukee Street Car and the Walker's Point/Bronzeville Expansion - pitting the true stakeholders - African American, People of Color and ALL Underserved against each other to successful Involuntary Servitude (13th Amendment).

MKE UNITED EXECUTIVE COMMITTEE
Look at the following:
MKE United is led by an Executive Committee that includes representation from the Greater Milwaukee Committee, the City of Milwaukee, the Milwaukee Urban League and the Greater Milwaukee Foundation. The Executive Committee will be advised by a Steering Committee representing a diverse cross section of Milwaukee leaders from government, community, nonprofit, philanthropy, business and institutional sectors.

EVA HALL, new President of the Urban League, and member of MKE United, does not - does NOT represent African Americans, other People of Color and the Underserved.

TOM BARRETT has NO credibility to the Fiduciary Rule of the 96.83 square miles of the city of Milwaukee.

He has breached the Fiduciary Rule since 2004 and he has continued over the last 12 years.  

He started out saying one thing and his action of teaming up and placing our city at a disadvantage with his Co-City partnership with Million dollar man Gale Glappa, We- Energies and the ALL Caucasian organization of Milwaukee 7.  He further provides a conflict of interest and monopoly-oligopoly control with the ongoing Co-City partnership of the MEDC Board where Tim Sheehy, Chairman of the MEDC Board is the President of MMAC/Milwaukee Metropolitan Association of Commerce (the coordinating body for theoperation of Milwaukee 7).

JULIA TAYLOR burned her bridges as a member for the People of Milwaukee in the late 1990's  during the John Norquist and AFDC/Aid to Families with Dependent Children trying times  She left the YWCA on MLKing Drive and went to the GRC/Greater Milwaukee Committee.  I do not believe she has the Fiduciary Rule aimed at African American, other People of Color and the Underserved of the 96.83 square miles.  Her aim is after the "GREATER" annexing.  Not this time Julia.  We see what Gale Klappa, Tim Sheehy, Tom Barrett, and the Downtown Caucasian gang are trying to do.

ELLEN GILLIGAN
In 2015, Ellen Gilligan was Invited to MPA LLC Saturday Talk in the Amani Neighborhood to share the Mission and outreach services of Milwaukee Foundation. Aileen Rogers-Assistant, did not follow-up as she said.  I gave another date. 
We are all busy with heavy itineraries, therefore, we welcome another representative of the Greater Milwaukee Foundation as long as he/she is a decision maker for the philanthropic organization, transparent and accountable.

Gilligan declined to come and declined to send a representative.

Judging from the lackadaisical response of Aileen Rogers, her assistant, there was NO interest in attending.

Ellen Gilligan, President, Milwaukee Foundation was also asked to explain a questionable funding from Milwaukee Foundation to fund a project for the city of Milwaukee.  She refused to respond and was dismissive with chatter that was certainly her chose to use, however, not being transparent, she failed due diligence and the Fiduciary Rule and did not rise with the appropriate acumens here.
