Milwaukee Mayor and Common Council Failed "Fiduciary Rule" for CORE CONSTITUENTS - PART I

2018 Demand for "FIDUCIARY RULE" by the Elected Charter Officers


JANUARY 3, 2018

CITY-WIDE MILWAUKEE - 15 Districts || This is the State of Milwaukee Fiduciary Rule public policy comments for the Opening of year 2018 for immediate changes in how the elected charter officers conduct the quality of life and economic development business for the population (595,047 - 2016).

FIDUCIARY RULE
The Fiduciary Rule is your Oath of Office.
The Fiduciary Rule is for you to "act in the best interest of the CORE CONSTITUENTS that make up the population within the 96.83 square miles".

Over the next 362 days of 2018, this Fiduciary Rule mandate calls for immediate actions on behalf of the wholistic benefit of the 15 districts that make up the 96.83 square miles of Milwaukee.

This Fiduciary Rule speaks on behalf of those who live, work, create families, pay taxes, attempt entrepreneurship, worship, go to school, build neighborhoods, provide history, provide leadership, create wealth-building, and morn the death of their relatives and neighbors.  They are Milwaukeeans, primarily African American, other People of Color and work challenged Milwaukeeans of ALL cultures and age groups.  

This Fiduciary Rule speaks to the executive and legislative branches of the city of Milwaukee government.  The ones that OK funding and resources from/through the city of Milwaukee.

BACKGROUND
Each year the NET value for the CORE CONSTITUENTS is more and more disparing and underserved, even though the dollars come in the MILLIONS, plus multi-millions.  2017 was no different - in fact it was worse.

We see real estate wannabes turn into giant developers through our city budget starter grants - CDBG, discretionary funding, TID/Tax Increment District, huge transportation funding; they quickly graduate to mega federal funding on the backs of Milwaukeeans.  The same folks get Letters of Recommendation from the city of Milwaukee city hall and branches of city hall to partner with various foundations and approved government spending.  They become ghost partners because the CORE CONSTITUENTS do not authorize Tom Barrett mayor and members of the common council to authorize the decade-after decade Involuntary Servitude.

We see so many committees, boards, authority groups (i.e., RACM) appointed by you Tom Barrett with absolutely NO transparency and accountability.  The board-committee members are not prepared.  One or two leads of the group, lead the decision-making.  Their dates expire and they are automatically forwarded on.  The members are not evaluated.  The members are allowed to camp out for year-after-year cronyism that has created "monopoly-oligopoly" arrogance and gangster take-over of what is illegal but made to appear legal.  This includes the Ethics Committee.  This includes elected charter officers and government officers that fail to attend meetings or habitually late to meetings.

We see take-take and then take-take MORE.  They include:
  • NBA Milwaukee Bucks Arena
  • Moderne-Couture (Rick Barrett - Barrett Lo Visionary and  Rinka Chung Architecture Inc.)
  • Pabst closed city with BID privilege/Dan McCarty
  • BID 21 projects
  • Streetcar Phase I $128 million
    • Walker's Point and Bronzeville/King Drive
    • Lake Front
  • East-West BRT
  • Bublr Bike
  • Lake Front Plan
  • Miller/Coors-Potawatomi-Marquette-Harley Davidson-Ambassador -Claude Krawczyk-Westown Association- Stephen Chernoff-WAM DC
  • Barry Mandel
  • Northwestern Mutual
  • Gorman and other EB-5 Visa developers
  • CG Schmidt, Mortenson and on and on.
We see UNACCEPTABLE company workers from villages/towns brandishing a gun and showing Caucasian supremacy on a cooler.  This is followed by disrespectful hate comments and the company owner failing to take responsibility when called upon.

We see these folks (the above two groups) as predators because we see NO real returns in the deals, contracts, partnering, career employment, employment with benefits, long-term employment, 21st employment, bidding, approvals, reports, etc.

We also have noticed that those who have - have more and CORE CONSTITUENTS are left with Enduring Concentrated Poverty
We also see the cars coming into the city in the morning and traffic jams leaving the city after 4:30pm.  This is seen as TAX REVENUE going to nearby and not so nearby villages.

So, what is our ROI/Return on Investment?
You were elected to provide Fiduciary Rule for the population of Milwaukee.  You continue to fail.  Why?

The owners of the City of Milwaukee resources.  They are the stakeholders - the all types tax payers.  They are the beneficiaries of the coffers for the city of Milwaukee.   You have made some GIANT errors.  It appears, that We the People have not been good Stewards in the enforcement of accountability.

This is your January 3, 2018 Fiduciary Rule Notice.
We will speak to you monthly.
We will want more than Resolutions that are airless - no follow-thru and NO funding; i.e., AAAO.

We will make sure that we post you on Facebook, blog, twitter, Nextdoor and TEXT your performance as individuals, standing committees and common council monthly meetings.

When Milwaukee Professionals Association LLC calls upon your leadership, Alderman Jose G. Perez, District 12, Alderwoman Milele Coggs - District 6, Alderman Khalif Rainey - District 7 and Mayor Tom Barrett, we are always working on public policy for City-Wide Milwaukee; I expect your followup communication to state that you got my requests and how quickly it can be handled by your office.  We are ALL BUSY.  Therefore, it is important to have communication that is professional, timely and accurate.

In 2017, Milwaukee Professionals Association LLC was able to view the behavior of branches of government under the leadership of Tom Barrett, mayor that NEED CHANGE.

Below are the branches - Department of Administration, Department of City Development, Department of Neighborhood Services, Department of Public Works and Milwaukee Public Library.
