City of Milwaukee - Changing of the Guard - Common Council President and Alderperson

An Opportunity for Smart Urban Upscalability OR Status Quo Cronyism guaranteeing by-design Enduring Concentrated Poverty for Majority Milwaukeeans – African American, People of Color and Work Challenged

WILLIE HINES - Associate Director, HACM 
City of Milwaukee – On Friday, January 31, 2014, the City of Milwaukee accepted the resignation of city officer Willie Hines Jr.  His resignation opens four (4) top seats that he held.  They are:
       Alderman 15th District
       Common Council President
       Chairman of the Housing Authority of City of Milwaukee
_   Wisconsin Center District

The resignation was effective the next day, Saturday, February 1, 2014.
Ex-Alderman, Chairman Common Council and Chairman Housing Authority City of Milwaukee Willie Hines was resigning and taking the position of Associate Director of HACM as of Monday, February 3, 2014.

A New Day
First of all, there's a strange weed-or-two in this garden.

Are Milwaukeeans poised for another scandal?  It has been 10 years since Milwaukeeans were served up with a Mayor John Norquist scandal – Norquist was forced through a sex scandal over 2 years to resign and to leave town.   He landed on his feet in Chicago.  He has recently surfaced in Milwaukee with speeches.

Those who “cut-the-deal” with the fast-exist of city officer Willie Hines left a stench that has a later scandal in it.   Ex-Alderman Willie Hines Resignation Alert highlighted lack of due diligence in  our city codes that covers a district with the resignation of the alderperson.  The 39,117 population of the 15th District1 are left without interim support of leadership and accountability specificity while the position of alderperson is vacant. The next voting time-frames are:  April 1, April 29, August 12 or November 4, 2014.  It opens the door to WHY?   Why so sudden by ex-Alderman Hines?  Why no interim leadership for the People?

Office Replacement
According to the Clerk’s office, the duration of “wait” for  constituents of District 15 could be as short as the election this spring OR as long as the fall election.  Given no actual rule/law to say otherwise; the timetable, unless the new Common Council President so choose, 2 it will be the fall election given the election formalities.   It is believed that order of importance will dictate expediency for the constituents of the 15 district.  In other words, candidates will run in the spring election. 

Thus, the beginning of “Change of Guard” for the north end of the second floor of 200 E. Wells, City Hall – offices of elected alderpersons for the city of Milwaukee. 

Milwaukee has a 15-member Common Council. 
Fourteen elected alderpersons will elect the next head of the City of Milwaukee Common Council on Tuesday, February 11, 2014. 

No. 1 - Can we count on these 14 representatives to do what is best for the city or can we count on them to conduct horse-trading and cronyism that allows business as usual and less than needed city leadership in an Urban environment with the majority of its population African American and other People of Color disconnected from business resources of the city.  A population with a monopoly-oligopoly strangle-hold that provides for the haves and demonizes the have nots.

An environment that has decades of Enduring Concentrated Poverty supported by research after research and report after report.  Even the city’s 2010 DISPARITY REPORT by DWilson (a wake-up call with NO RESULTS and procurement not reaching Milwaukeeans – African American, other People of Color and Work Challenged).

No. 2 - Can we count on these 14 representatives to do what is best for ALL of the city residential and commercial stakeholders or can we count on them to continue to provide resources earmarked for Milwaukeeans go to Caucasian (men and women) at huge and disproportionate rates while African American and other People of Color entrepreneurs flounder for engagement and are denied "due process".   Can we see a difference in the disparity since 2010 (DWilson) or is it the same or worse.  All of the 14 alderpersons were elected at that time.

Qualities
According to Jeramey Jannene, EYES ON MILWAUKEE, Urban Milwaukee, Betting on the Common Council – a blow-by-blow assessment is given of each of the 14 alderpersons and Jannene's bet of each becoming the Common Council President on February 11, 2014.  He also gives some potentials for the 15th District.  Jannene’s bet-favorite is the alderman with the longest tenure, who presently is the Chair of the Finance and Personnel Committee, Alderman Michael Murphy.  His bet is based on givens that do not necessarily rise to the level of bold and innovative leadership that is needed for our city and its ills.  

It does not mean he cannot rise to the occasion, the point is, he has been in the position almost 25 years and the fire and energy has not been his long-suit.  One such opportunity was shown in his broad-brush comments, August 5, 2011, disruption of youth at the County Fair.  He did not provide the insight of his investigation of why the event erupted or steps to call leaders and seek resolution with his office and the common council.  Instead, it said the alderman with the longest tenure in the Common Council was clueless and saw the fix to be "force by Milwaukee Police Department and neighboring law enforcement".

I do like his recent push for the citizen evaluation survey of law enforcement services. This is the type of hands-on leadership that must be 365/7/24 for the economic and social changes needed for Milwaukee.  Now, let's see if it is followed thru.  According to information from the Fire and Police Commission office, February 10, 2014, it is only for those with intersection with the police and no real efforts have been put in place.  The survey is scheduled for this spring (2014).  Why not more outreach in the survey?

Other candidates
The person (s) stepping up for to represent the 15th District should not expect to be elected simply because his father is a judge and a new career started recently at the county level.  Again, we need someone to join the Common Council that would be BOLD and progressive and willing to introduce his/her hidden talent and vetted businesses at the census tract and neighborhood levels.

Likewise, a Common Council president should not be dictated by assumed prestige of a family's name.  The decision weight should be based on the "merit".

No. 3 - Can we count on these 14 Oath of Office representatives to do what is best for the city or can we count on them to refuse to take needed steps to send a message that Community Relation must be a long-suit in Milwaukee's law enforcement. That brutality and killing of African American and other People of Color creates a NO WIN climate that equal negatives for our city.  The motto:  Respect and working together must be given to get.


Calber of leadership
We need a person who:
     leads with a gravitas that demand Oath of Office due diligence.
   exercise a preface of fiscal soundness in empowering the residential and commercial base of the City of Milwaukee.  This is exercised in each VOTE that affects all districts.
 Immediate stoppage of Milwaukee Police line-up call in African American Neighborhoods - sends the wrong IMAGE signals to our youth, seniors, adults, elders and visitors. Unless, the same is in District 10, District 3, Old Third World, downtown, far South side - you get it.  It is tantamount to throwing the baby out with the bath water.
 can create a dynamism of solidarity in the 15 districts that embrace "fiscal smartness" of empowerment of the "weakest" link neighborhoods.
    lead 14 representatives in REFORM of the infrastructure for economic due diligence in urban population revitalization.
  will immediately lead in "revisiting" the department that services procurement and small business, especially the DISPARITY of People of Color.
  has a vision of removal  of Enduring Concentrated Poverty in Milwaukee and supporting a rising tide to empower hidden talent and vetted businesses at the census tract and neighborhood level.  This is how we cut the disparity between Mequon or any city.
      is a savvy public servant rather than a little chieftain who operates at the behest of cronies (many who live outside of Milwaukee).
    is willing to invest in emerging markets at the census tract and neighborhood level in-the-city of Milwaukee for increased GDP growth at the city level.
      is willing to put in check and remove waste and corruption in our city departments. 
    is someone with a code of ethics and conduct that will select transparency, best practices, accountability and upscalability for ALL Milwaukeeans.
       is one who will appoint a committee head not on the basis of friendship and what's in it for me but on the merit of best fit for democracy and conducting the people’s business.
   will not justify officers searching private cavities, allowing suffocation and shooting African Americans. 
       promotes the banner of RESPECT will breed respect.
      supports enforcement of the law does not mean we will turn a blind eye to murder of the citizenry and officers being paid suspension and a return to business as usual.  This status quo should be part of the NEW spring survey and ongoing monitoring of the Fire and Police Commission. 
       lead with full diplomacy and due diligence with the office of Mayor Tom Barrett so that the mayor is cognizant that there are two bodies of government that the people have elected, one is the Common Council and the other is the Mayor.
      who call to his office, members of the Common Council, the mayor, other elected offices and of city of Milwaukee departments for better government that is inclusive before-during-long term planning.
     is mindful of the importance of the Affordable Health Care law and how it should be supported for improved urban population health care and cost containment.
       is willing to poll and evaluate at least every six months the services of the Common Council in service delivery as he/she assign cases to the standing committees.
     interject excitement and stewardship by ensuring that "people" from the census tract and neighborhood are "appointed" to committees that service the city; this includes an overhaul and resolution to ensure "NEW BLOOD" that is knwledgeable about the office appointed to - this include the many, many overdue seemingly "life time" appointments by the mayor.
    willing to engage the Neighborhood Strategic Planning offices, CDBG funding, for what it was originally intended - at the neighborhood engagement.
  willing to engage the BID/Business Improvement District in serious economic engagement at the neighborhood level that work side-by-side with the procurement and small business arm of the city.
  willing to evaluate the size, authority, bandwidth and reform of the City of Development and public works for better customer outreach and services.
     willing to work with and ensure that the taxpayers, stakeholders that live, work, go to school, raise families, grow businesses and worship in their 97 square miles of Milwaukee are given the best customer care possible.
   willing to champion the constituents of urban Milwaukee to an economy that is grounded in ownership, scholarship, citizenship, leadership and stewardship.
      willing to ensure that Information Technology is available to each of the 15 districts.
    knows and work daily to provide quality of  life and economic development for the 170 neighborhoods/15 districts is not mutually exclusive from fiscal responsibility. Instead, it is what will make Milwaukee create a "financial profile" for its constituents. Take care of home first.

1 and 2 Recommend an update in city codes that covers resignation and interruption of city officer services of an alderperson and an alderperson that serves as Common Council President.  An update in the city codes that reference "women" and "men".
