REILLY Speaks of UW-Milwaukee Cuts/Caps on Upfront - Glass suggests INNOVATIVE administration that is Inclusive provides Missing links

MILWAUKEE - Kevin Reilly, President of the UW System appeared on Upfront w/Mike Gousha, Channel 12 - Web Extra: Impact Of Budget Cuts On UWM, updated January 23, 2012.

He spoke of possible cuts and caps in the future of UW System. It would appear that he, WI Board of Regents and Chancellor Michael Lovell, UW-Milwaukee are engaging in a media blitz that fail to INCLUDE Milwaukeeans (the primary stakeholders).

They are engaging in an addiction that supports only elite and privileged access-literacy-fluency for the 21st Century. NO-CAN-DO. NO-CAN-DO.That is the status quo way of segregation and racism used in the 1960s that have allowed a strangle-hold on Milwaukeeans and plunged a half-million population in "default" poverty - Enduring Concentrated Poverty.

The NEW and INNOVATIVE approach going forward for requesting and use of public funding must first maximize funding, use funds to raise the access-literacy-fluency for global competitiveness and economic survival, in this case, Milwaukeeans - African American, other People of Color and the Work Challenged (un-, under-employed; un-, under-degreed and certificated; un-, under-financed neighborhood-level business; disabled; and re-entry - especially those returning from WAR, INCARCERATION, BOOMERANG EMPLOYMENT, BOOMERANG RETIREMENT and DEGREED students without employment). It is the law. It is State Statute 36.01(2).

So, whatever NEW schools, colleges, classes, research park, regeneration Union, public health building, partnerships, research, recruitment, faculty, staff, administration, etc. must focus first on the bandwidth of Milwaukee, the home ground.

Milwaukee Professional Association supports INNOVATIVE infrastructural changes that use State Statute 36.01(2) and link funding and opportunities through the collaborative efforts of our Wisconsin Public School Trifecta - Milwaukee Public Schools, Milwaukee Area Technical College and UW-Milwaukee Urban University. It is the infrastructure reform that is needed that will force Reilly, UW Board of Regents, and other public school administrators to use our tax coffers wisely.

Structural polarization is one of the infrastructural by-products of unethical conduct by elected-appointed-hired-volunteered-donor for hire representatives. It is a by-design fundamental flaw. The ME-ME-ME must be replaced with WE-WE-WE.

We simply can not afford Reilly, UW Regents and Chancellor Michael Lovell's divisiveness and out-of-touch administration and operation of our Urban university of Milwaukee (largest in the southern section of Wisconsin) to continue to separate the "haves" from the "have-nots".

President Reilly mentioned the focus of legislators to train the "Welders". Yes. That's appropriate and corresponds with the to date READINESS, NEEDS and deficits.
His lack of "being-in-touch" was given through his immediate desire to class-difference and separate the technical/vocational public entity from UW-Milwaukee.
He failed to see the connect of the need-of-the-people; and, how the university is suppose to step in and help prepare the population. And, since Milwaukee is the largest city, urban or otherwise; the only first class city; the place where everyone comes to get the resources; the fertile area for addressing the Mission and showing REAL productivity; he did not see/speak of the opportunity.

That speaks volumes as to his effectiveness and academic leadership.

It is where UW-Milwaukee should be focused according to the Mission.
It is "linking" created opportunities with the welders, other hidden talents and other neighborhood businesses, to create certificated and degreed talent, engineers, scientists, researchers. Thereby, creating economic engines from our core base as well as refinements and discoveries.

It is NOT either-or, it is BOTH.

It is both with Milwaukeeans, African American, other People of Color and the Work Challenged (un-, under-employed; un-, under-degreed and certificated; un-, under-financed neighborhood-level business; disabled; and re-entry - especially those returning from WAR, INCARCERATION, BOOMERANG EMPLOYMENT, BOOMERANG RETIREMENT and DEGREED students without employment). This is the year of re-defining, re-branding and un-trapping Milwaukeeans infrastructurally and systemically.

Gousha, host of Upfront, asked about the ambitious projects on the table for UW-Milwaukee - School of Freshwater Sciences, Public Health building and Innovation Park (Wauwautosa).

Reilly spoke of the 'good news' being his support, the UW Regents and unidentified folk around the state of the 8th Chancellor, Michael Lovell; and, their plans to make UW-Milwaukee a Research university.

International spin
He spoke of the international search for the Founding Dean (Australia).
Question:
Did we exhaust the USA academic stars in Freshwater Sciences?

Were African American and People of Color in the Search? So far, my research reveals no such inclusion.

Based on the 100% EXCLUSION of African American and People of Color in the School of Freshwater Sciences activities on the main campus or Greenfield Avenue as well as little to no inclusion of the $540 million promised by Governor Jim Doyle in 2010 (spoken by Reilly to underwrite the projects), we are opposing this exclusion in our Open Complaint of Discrimination to our national government oversight groups. Reilly and company are out-of-touch and violating our human-civil-legal rights.

Additionally, the recent 6506 miles to China by University Chancellor Michael Lovell and Johannes Britz, Interim Provost and Vice Chancellor for Academic Affairs (from South Africa) for Chinese students fall 2012; but, refusal to embrace/link African American, other People of Color and the Work Challenged just 2.1 miles away from the Union building of UW Milwaukee, again speaks of divisiveness, discrimination, disrespect and a host of adjectives that call for federal oversight and court intervention.

Johnson Control
As for as UW-Milwaukee's NEW relationship with Johnson Control, mentioned by Reilly, we are anxious to get Stephen Roell, Johnson Controls chairman and CEO, to share how their support/spearheading of research that exclude African American and other People of Color (the majority of the population of Milwaukee) in "discrimination", "divisiveness" and "failure to support" the growth of hidden talent for employment and business development for global competitiveness and sustainable growth will help them continue to enjoy continued gains in the marketplace such as what he reported recently for the first quarter of 2012.

We will show and remind him of today's recent study by UW-Milwaukee - CLICK JsOnline fro report.

"No metro area has witnessed more precipitous erosion in the labor market for black males over the past 40 years than has Milwaukee," according to the report, which echoed findings in recent years by the Journal Sentinel. "The 2010 data, however, revealed a new nadir for black male employment in Milwaukee."

Again, why President Reilly, 18-member WI Board of Regents, UW-Milwaukee Chancellor Michael Lovell and cronies are "out-of-touch", and must be re-directed.

How many of the folk mentioned in the interview with Gousha by Reilly are:
-- Milwaukeeans, African American, People of Color and the Work-Challenged?

How many of the folk mentioned above by Reilly are:
-- Neighborhood-level business owners alone, in partnership and/or with our local large businesses for to maximize resources, expose "hidden talent", "created a bottom up economy" and begin to dissolve Enduring Concentrated Poverty in the iconic city with a continuous deficit of low ratings due to high unemployment, lack of economic development at the neighborhood level, lack of education attainment-technology attainment, research and from-the-jump inclusiveness for employment and economic development?

Facts 1-2:
The "unethical" and 'discriminatory" way that Chancellor Michael Lovell was selected over the other finalists/candidates showed:

-- a biased WI board of regents

-- refusal by board of regents and chancellor search committees to share information

-- regents chancellor search committee: Danae Davis, Judith Crain, Tony Evers, Michael Spector and Jose Vasquez failed to represent the University of WI System per role and responsibilities

-- UW-Milwaukee search committee (included: committee of Mark Schwartz - UW Professor and chair, Sheldon Lubar, Founder and Chairman Lubar and Company (UW-Milwaukee Lubar School of Business), Art Smith, President/CEO, Keystone American Express Travel Agencies (UW Foundation), Jacquelyn Fredrick, President/CEO - Blood Center (UW-Milwaukee Research Foundation (past chairman), Tom Luljak, Vice Chancellor University Relations and Communications, Ellen Gilligan -Greater Milwaukee Foundation failed to represent the university per role responsibilities and allowed Conflict of Interest.

The problem with the enthusiasm that Reilly spoke of in Gousha's interview is that there is the appearance of Conflict of Interest between Lovell and Reilly - of which he failed to provide clarity.

This includes the use of search firm Storbeck/Pimentel & Associates - Ms. Leslie Boyd and Mr. Charles Bunting.

"What President Reilly continues to do is show the "disconnect" and "out-of-touch" leadership of his office and the regents in representing our state. This is January 2012. Does he think Milwaukeeans will continue to allow the cronies seen in our research the last few years, especially the last two years, to use the stakeholders resources and they not be at the planning, decision making and implementation tables, said Mary Glass, Chair/CEO, Milwaukee Professionals Association.
