DAY 148 - Atonement & Reparation Phase I to Phase II

City Center Milwaukee | DAY 148 | Milwaukee Professionals Association LLC has reached the one hundred and forty-eight day of Milwaukee Professionals Association LLC 4-Month Invoked Atonement & Reparation Assessment - April 7, 2014 - August 31, 2014.  It completes Phase I.

4-Month Invoked Atonement and Reparation assessment was a timeframe designated by MPA LLC AHOD/All Hands on Deck, WE CAN Initiative for Smart Growth (2010-2020) that sought the quality assurance and quality control assessment of Code of Conduct by elected-appointed-hired government representatives of the city of Milwaukee.  The primary People's Forensic focused on the Oath, statutory authority, role and responsibility of first and foremost the charter city officers.  The individuals elected to run the day-to-day business of the people at city hall, 200 E. Wells, Milwaukee, WI  53202.  The assessment includes those they appoint and hire through their department and/or administration structure. The charter officers are reviewed for civil-human-criminal review for the 19-plus years fiasco of the incomplete 4-Phase North Avenue Commerce Center (1993).

The charter officers spans 20 years.  They are:
  • Mayor Tom Barrett (Acting Mayor Marvin Pratt and Mayor John Norquist)
  • Common Council (all of the alderpersons elected 1990 - April, 2014)
  • Common Council President Michael Murphy, Willie Hines, Marvin Pratt and John Kalwitz
  • Treasurer - Spencer Coggs and Wayne Whittow
  • Comptroller - Martin Matson and Marty Morics
  • City Attorney - Grant Langley 
The 4-Month Invoked Atonement and Reparation was sparked by a review by Mary Glass, Chair/CEO, MPA LLC of People, Land Use and Resources in the Amani Neighborhood of the city of Milwaukee.  Specific attention was given to the Boldt/Irgens Development of the North Avenue Commerce Center, 2700 W. North Avenue - Census Tract 99. There are four (4) phases in the original plan that authorized taxation of the stakeholders, formation of Tax Increment District 21, eminent domain of property own by the citizenry and city, promises of jobs, business and a commerce park.

The North Avenue Commerce Center fiasco was another "people disappointment" of promised development that left the citizenry in Amani and contiguous neighborhoods in a "bait-n-switch" scenario. This is the area devastated by the Park West Freeway destruction, the Super K-Mart dropped project, Felmers Chaney Correctional Center (DOC) promised support to the economy of the neighborhood, close proxity of inmates to family; and, Highway 145 (WisDot and city of Milwaukee) loss of family-owned businesses.  The businesses that paid property tax and special taxes that allowed cabling of WE Energies and other utilities during the restoration of state Highway 145.  It was the lack of best practices, prevention of citizen participation and decision making by the city of Milwaukee in past projects .

Code of Conduct mentioned has caused DISTRUST and an increase in poverty.  The city departments being:  Department of City Development, Department of Public Works and Department of Building Inspection-Neighborhood Services.


The most recent authorization of Phase III & IV by the city of Milwaukee to Sisters of Assisi St. Ann Center, 7.5 acres of choice land on west North Avenue (census tract #99), re-zoning, non-profit status, failure to vet St. Ann's equity influence as other development, non-urban design of building, sidebar annual $300 to Business Improvement District #32 - formed illegally by Damon Dorsey - Julie Penman (now on Milwaukee Economic Develoopment Corporation Board) then DCD Commissioner, petty cash annual disbursement to city department for services, lack of community relations with citizens/stakeholders (prior to presenting plan and afterwards), plans to gentrify the neighborhood with CG Schmidt for Construction and naming the land development Bucyrus Campus, naming areas inside of the development after southern states (states known for discrimination and unpleasant civil rights violations to African Americans), and overall failure to respect the people of Amani and contiguous neighborhood rights and need for citizen participation, employment and business opportunity.

Since the project was approved, it meant that the treasurer (Spencer Coggs), comptroller (Martin Matson), city attorney (Grant Langley), common council (Ashanti Hamilton, Joe Davis, Nik Kovac, James Bohl, Robert Bauman, Milele Coggs, Robert Donovan, Willie Wade, Robert Puente, Michael Murphy, Joe Dudzik, Tony Zielinski, Jose Perez, Terry Witkowski and Willie Hines) and mayor (Tom Barrett) had their fingerprint registered.

#5 Assembly - August 16, 2014
The 4-Month Invoked Atonement and Reparation assessment revealed additional levels of unacceptable Code of Conduct and behaviors of appointed boards, commissions, authorities, that lack African American and other People of Color on the boards, show extended and lengthy stay/career positions of appointed board /commission/authorities members.

Initial contact revealed decision making bodies that appear to be out-of-touch and clueless of the needs of those they are making decisions for. 

Findings of the 4-Month Invoked Atonement and Reparation/IAR assessment will be posted in the White Page Report due out in October, 2014.

Expanded - Phase II

Phase I  was a 4-Month assessment - April 7, 2014 - August 31, 2014

Phase II is a 7-Month assessment - September 1, 2014 - February 28, 2015.

Phase II continues the assessment through the prism of Smart Growth AHOD 2020 and Vision 2050. It continues to provide awareness for stakeholders decison making with heavy emphasis on primary issues that include:
  • Commissions-Boards-Authorities (130)
  • Construction
  • Education attainment
  • Employment
  • Incarceration - War on Incarceration w/out Merit
  • Information Technology attainment
  • Legislation
  • Lifestyle
  • Transportation
  • Urban Chronic Health Care
  • Voting - Registration and laws
The fruits of labor will culminate in MPA LLC 2014 Kwanzaa Exhibits, MPA LLC 2015 February Summit and 2015 March Consumer Protection Week  (U. S. DOJ). 

The Green Paper will provide a report for the 7-Month assessment (September  1, 2014 - February 28, 2015).  The Atonement and Reparation assessment process has been added as an "annual" endeavor of AHOD 2020.

The Atonement and Reparation process is linked to AHOD 2020 (MPA LLC) and Vision 2050 (Southeastern Wisconsin Regional Planning Commission).  The 5 Public Assemblies of the People were very meaningful in awareness building, creating the political agenda in the public square and policing the narrative that affect Land Use, Resources, Lifestyle and the People.

Phase II has a 40-day Smart Growth fundraiser campaign to provide "seed funding" for the 7-Month planning and implementation of the Kwanzaa exhibits (December 2014),  2015 Smart Growth Atonement & Reparation Summit (February 2015) and coordination of the 2015 Consumer Protection Week (March 2015) in Milwaukee.

The assessment of business practices for services provided by elected-appointed-hired government representatives at the city government with accountability level at the charter officers.  They are:  mayor, each alderperson (common council), city treasurer, city comptroller and city attorney.

The assessment of Stewardship by the  People for atonement using the barometer of communication and sharing of knowledge for informed decision making as the game-changers.  


CENSUS TRACT & NEIGHBORHOOD LEVEL Issues
The past four (4) months, April 7, 2014 - August 7, 2014, allowed the lens of "taking stock", to open and capture snapshots for discovery and strategic planning for MPA LLC Smart Growth 2020.

The lens of Atonement and Reparation of the People, Land Use, Resources and Lifestyles were viewed for 123 Days (April 7, 2014 - August 7, 2014).  It is documented as Phase I with an expanded timeframe for added "due diligence".

It is an event to be held by Milwaukee Professionals LLC each year going forward.



Transition Phase I - Phase II
The transition period for Phase I is August 8, 2014 to September 30, 2014 for the completion of the White Paper - background information of Atonement and Reparation April 7, 2014 - August 7, 2014.  Phase II starts Friday, August 8, 2014 - February 28, 2015.

White Paper
The documentation and reporting of MPA LLC 4-Month Invoked Atonement and Reparation by MPA LLC is in a White Paper to give "background documentation" and "reporting" of how our local government handled the implementation and funding of the 4-Phase North Avenue Commerce Center fiasco - from Boldt Construction to Irgens Construction to the proposed Sisters of Assisi St. Ann Center -  utilizing 17.5 acres of land in the city of Milwaukee. The 19-plus years that included tax increment district 21 with authorizations by city commission, zoning committee, Redevelopment Authority, Department of City Development and other departments-commissions-authorities handling the People's business.

We see this process being viewed as an "order of precedence" (historical and functional) for removal of discriminating, disenfranchising acts of those elected-appointed-hired to conduct the People's business; shining a bright light on correcting business-as-usual oversight of Wisconsin's largest Urban city with a 1-Class status.

It will come with civil and criminal review and recommendations.

It also shows the five (5) assemblies held with Milwaukeeans each of the four months for citizen participation, citizen print, information sharing, discussion and decision making. 


Timeline:  August 8, 2014 - February 28, 2014
It also prepares the stage for the Green Paper that will follow over the next seven (7) months, August 8, 2014 - February 28, 2014, for better understanding, input of the citizenry and implementation of change.  

It is the People's discussion document to stimulate debate and encourage stewardship, ownership, leadership, entrepreneurship, apprenticeship, scholarship, mentorship, partnership, fellowship and citizenship.

Much has been learned through the Invoked Atonement and Reparation, Phase I.  Doors have been opened wider for discovery and changes for Phase II.  Emphasis is on Milwaukee Professionals Association LLC ten (10) guiding points from Phase I.  They are:
  • engaged citizenship through fellowship
  • engaged scholarship through mentorship
  • engaged entrepreneurship through apprenticeship
  • engaged ownership through partnership, and 
  • engaged "stewardship" through leadership.

Milwaukee Professionals Association LLC - Atonement & Reparation,DAY 59 - Late Edition

City Center Milwaukee | Day 59.   Milwaukee Professionals Association LLC continues to conduct outreach and Awareness for MPA LLC Invoked 4-Month Atonement , April 7, 2014 - August 7, 2014, to promote informed decision making for STEWARDSHIP, ownership, leadership and citizenship. 


The newness and excitement that is being felt by the AHOD/All Hands on Deck, WE CAN Initiative speaks to the strategic way of modeling neighborhood participation has been expanded in the new SNS/social network site, Next Door.


Next Door Amani - Ground Zero is a plus in the engagement of concerned Milwaukeeans, hidden talent and vetted businesses (Diamonds in the Rough) wanted to show the positive and creative side of the neighborhood that is  being lost.

We have exceptional neighbors that are talented and multi-racial that will and are fulfilling necessary gaps in leadership, ownership, entrepreneurship, apprenticeship, scholarship, citizenship, fellowship, partnership, mentorship and STEWARDSHIP.

Neighbors are coming to the table as analysts, coordinators, leads, speakers, beat reporters, researchers, educators, district-2-district commissioners, legal and arbitrary team leaders, and bloggers to continue outreach in awareness to those who are stakeholders/taxpayers/ citizens/Milwaukeeans and those who are given the privilege to sit in positions of trust and public service that are public servants.


19-Plus Years
On April 7, 2014, MPA LLC invoked a 4-Month Atonement and Moratorium.  The Moratorium recommended that the city officers review the 4-Phase North Avenue Commerce Center  with Boldt/Irgens Partners and Sisters of Assisi St. Ann Center fiasco, with findings to provide trust and reparation.  At the same time, the People would conduct a 4-Month Invoked Atonement to take stock of who, what, when, where, how for the People's forensic.

Atonement is the willingness to work and make-right that which is wrong - realizing that many over the last 19-plus years have paid taxes, went without and are now dead.

Atonement is the active communication for MUST-Change issues.

Atonement is calling upon charter elected city officers (mayor, common council, city treasurer, city comptroller and city attorney) appointed officers* and those who sit on Boards, Commissions and Authorities for accountability of their roles, responsibilities, decisions and lack of decisions that may have perpetrated any and all wrongdoing.  No one is exempt.

Atonement is creating an awareness that is two-, three- and however many-fold.

Atonement is to address the fraud against the People.

Atonement is the People knowing that it takes two to Tango, and they must jump-start, stroke, lead and create the avenues of STEWARDSHIP to change that which frames "White supremacy", "monopoly-oligopoly", "proxy representation"; and, perpetuated and by-design disenfranchisement in the city of Milwaukee - from blind-eye turning to outright getting away with murder.

Atonement is bearing witness and ensuring that "no one" is above the law.
Atonement helps forgive with proper and appropriate fixes of "never to forget".

Atonement is allowing healing with appropriate and just reparation - mind-set, rules-regulations set revisited, day-by-day practices of RESPECT-4-RESPECT and creating an Infrastructure that is open, accessible and granted-par for "the thought and right of catch-up" for African American, the only race of people that have been "categorized" and "demonized" as slaves in America while being officially a "citizen".  

Atonement is showing that a 14th Amendment "breach" has taken place in the 19-plus years of a broken promise to the Amanians that will not go unanswered criminally and civilly.  No one is exempt.

City Center Milwaukee | DAY 80 of Milwaukee Professionals Association LLC 4-Month Invoked Atonement and Reparation assessment.

Assembly #3 of the 4-month Atonement was held on June 21, 2014 at Wisconsin Black Historical Society and Museum, 2620 W. Center Street, Milwaukee, WI  53206.  It is in the Amani Neighborhood and in the 15th District.

The audience received state-of-the-art information regarding WISDOT/ Wisconsin Department of Transportation proposed I-94 East-West Highway study and Southeastern Wisconsin Regional Planning Commission  Vision 2050.

Goal
One of the main reasons for the 4-Month Invoked Atonement and Reparation is to help ensure that the citizenry is in-the-loop and out-in-front of what is happening in their census tract, neighborhood and city of Milwaukee.  

By being aware and knowledgeable, stakeholders can prevent mismanagement by the charter city officers - mayor, common council, treasurer, comptroller, city attorney; and, those they appoint and hire as staff in the city of Milwaukee for conducting the local government business of the People.



Stewardship
Milwaukeeans have a responsibility to do their part in stewardship to ensure that their city is ran properly by those they elect.  This starts and ends with monitoring and oversight with principle-centered leadership, ownership and where feasible, partnerships.

NACC Fiasco
The 4-Month Atonement and Reparation assessment was kicked off by major mismanagement errors of the 19-plus years of the 4-Phase North Avenue Commerce Center fiasco (17.5 acres in census tract 99) with Boldt, Irgens Development and proposed Sisters of Assisi St. Ann Center.

TRANSPORTATION and Construction
Projects coming to the city of Milwaukee should be known by the citizenry for support or non-support.

Construction brings employment in a large scale.  Innovative ways for utilizing un- and under-employed Milwaukeeans is vital to growth at the census tract and neighborhood level.

Vital to overcoming safety issues that are directly impacted by family-supporting jobs; i.e., illegal use of drugs.

Hidden trained talent in construction and vetted businesses in construction/contracting should be at the "front-of-the-line" for employment. 

MPA LLC leadership efforts will boost great and expected STEWARDS of the resources, land use and lifestyles forged by valuable foot-prints in the Construction and highway projects.  

We will vet the proposed plans - recent benefits from class-action suit and proposed I-94 E-W study relative to the city of Milwaukee.

FOND DU LAC/State Highway 145
MPA LLC aka Campaign Neighborhood Fondy-North Business Association and members of the Amani Commission were the voice for the people (residential, light industrial and commercial) on and around the highway construction during 1999-2000 - Fond du Lac Restoration Plan of Highway 145 (17th and Fond du Lac to 35th Street and Fond du Lac).

Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC reminded the audience on Saturday, June 21, 2014, of the lead work of her organization and the stakeholders to provide customer care and customer support for the commercial and residential stakeholders.  Glass spoke of the efforts of the Amani Commissioners (steering committee formed by Glass); one of the members , Amani Commissioner Myrtle Skinner, now 82 years young, was present on June 21, 2014.  She was passionately vocal about the efforts then and needed efforts now for travel to jobs in the outer areas.  

She gave a personal family employment challenge that related to her grandchild having a job in the suburb; and how the granddaughter had to be transported by car to-and-fro by the family for more than a year.
U.S. Congress Candidate and ex-Wisconsin Senator Gary George was mentioned for his efforts to assist the citizenry during the Restoration of Fon du Lac Avenue/Highway 145 - He provided $1 millions - however the city of Milwaukee managers, mayor John Norquist, Common Council and Commissioner Julie Penman gave funds to cronies.

Jason Lynch, Project Supervisor, Michael Treazise, Project Manager, and DBE Chief Michelle Carter were on hand for information sharing.

Since Transportation Chair Michael Mayo - District 7;  V. Chair John Weishan - District 16, Supervisors Patricia Jurzik - District 8 and Theodore Lipscomb Sr - District 1; FAILED to respond regarding "transit" new payment system and a fact sheet of recent lawsuit, we note their unacceptable professionalism.

Glass said, "this type of arrogance, lack of customer care, disregard of oath of office for representation - privileges and rights of Milwaukeeans by Mayo, Weishan, Jurzik and Lipscomb Sr is why when the Board of Supervisors sought the people's support in denying the recent referendum on cutting pay by half, 70% denial came back to them."

We will return to the same folk and seek another opportunity for them to act responsibly.

Milwaukee County failed to respond, we asked WISDOT to provide a Fact sheet regarding the Agreement reached on Zoo Interchange claim.

Congrats to Neighbors - MPA LLC Invoked 4-Month Atonement & Reparation

City Center Milwaukee | Day 135 | Milwaukee Professionals LLC continues to reach out, engage awareness for informed decision making and empower through "awareness", networking and social networks (Facebook, Twitter and Amani - Ground Zero.  We are pleased that through our 4-Month historic venture and adventure, we are linking LIKE-MINDS through common interest at the census tract and neighborhood level for a District-2-District intelligence.  D-2-D is a composite of leaders and strategist for linking all 15 aldermanic districts of the Urban city Milwaukee.

We know that "opportunity" and "strengths" is tied to the threats and weaknesses shown by neglect, enduring concentrated poverty, disenfranchisement, discrimination, bias, profiling and monopoly-oligopoly representation from elected-appointed-hired public servants.  We are taking the approach of turning less to more.

MPA LLC 4-Month Invoked Atonement & Reparation assemblies has completed and the transition timeframe (August 7, 2014 - September 30, 2014) has begun with the creation of ad hoc planning groups and writing of MPA LLC 4-Month Invoked Atonement & Reparation White Paper.

At the same time, it is the beginning of the 7-Month preparation of the February, 2015 summit to address Incarceration, Employment, Health Care, IT/Information Technology (internet), Transportation and Vision 2050 (Southeastern Wisconsin Regional Planning Committee).  The summit is followed by MPA LLC Consumer Protection salute in March, 2014.  

The "War on Incarceration without Merit" and key elements of Urban Milwaukee summit are to provide leadership for stewardship and Upscalability.

This 2015 summit planning and implementation along with the Consumer Protection week salute in March, 2015 will be reported on in MPA LLC Green Paper. 

Task forces and ad hoc groups are being put in place to address the six (6) issues with boldness of INNOVATION and smartness of SOLIDARITY.

It is time for Milwaukeeans, the "Core Constituents" (residential/stockholders/stakeholders) to hold the 19 elected charter officers - mayor, common council, treasurer, comptroller and city attorney  - accountable for management of their city business, especially finances and funding.  A layman's view of economic and quality of life accountability with a review of the makers end-results of the administration, operation and maintenance of  Finances of the City of Milwaukee

Who are the Core Constituents?
The city of Milwaukee has a "CORE CONSTITUENT" that is majority African American, other People of Color and the Work Challenged (Work Challenged represents un-, under-skilled; un-, under-employed; un-, under-financed neighborhood-level businesses; disabled; and re-entry. 

Re-entry represents those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement and college-certificated graduates unemployed.).

These are the folk that have historic presence from the early travelers, building city hall, creating the railways, breweries, and manufacturing companies of the city.  They migrated from parts of the south to the north, from the north to midwest, west to the midwest and southwest to the midwest seeking the American promise.  They are also from foreign countries and made Milwaukee their home.

They are inhabitants of the city of Milwaukee.  They live-in, work-in, invest property taxes in, pay assessment taxes in, raise their family (generations) in, have family reunions in, send their children to school in, open a business in, contribute to charities in, worship in and bury their family in - the largest city of Wisconsin - Milwaukee.

The charter calls for a budget from the mayor on or before September 28 of the year.  Click 18-04 (2) Proposed Budget.

It is a responsibility of the Executive and Legislative Branch, 19 members.

“I want the pace of development in Milwaukee to continue and accelerate,” Barrett said near the end of his budget speech. “I want investments in every aldermanic district - investments that add jobs and property value. I want the private sector to see Milwaukee as an ideal place to grow. I want them to recognize the potential in Milwaukee workers, and I want companies to establish their future right here.”      Business Journal - Click

There are stark denials, glaring falsehoods and contradiction here in the mayor's statements above. First of all, "pace developments to continue and accelerate", the Core Constituents are not in a pace development or accelerate mode.  Perhaps the mayor is speaking of the MEDC Board, MMAC, Milwaukee 7 or GMC group that have paralyzed the city's growth at the neighborhood and census tract level through by proxy monopoly-oligopoly control, per co-chair mayor Tom Barrett (MEDC Board and Milwaukee 7) and the common council in tow.

MMAC - Milwaukee Metropolitan Association of Commerce, Milwaukee 7 (Caucasian member formation) and GMC/Greater Milwaukee Committee do not represent the "core constituents". 

GMC, MMAC and M-7 are organizations "doing business as" with staff too often living in other parts of the state and paying property and other taxes where they live.

They are primarily Caucasian-only and/or majority membership that have a money lobby and the appearance of control of our executive and legislative branches.  We must let our elected officials know this budget cycle is where they are marked for replacement going forward to Election 2016 as well as scrutiny of behavior between now and then.

Where in the budget, with specificity is the mayor's second statement of "investment in every district"?  Does "every" mean downtown, UW-Milwaukee, Freshwater Science, Water Council, eastside, third ward, valley and Brady Street only?  Since all of the mentioned organizations have been able to grow with mega funding brought to the city by the name of Urban, low/moderate income, racial disparities, brownfield, tax credits, and other federal funding sent to change the conditions of Enduring Concentrated Poverty at the neighborhood and census tract level.

What does the mayor mean by private sector?  The African American, other People of Color and Work Challenged private sector businessses are isolated, discriminated against, disenfranchised, deprived of financial packaging and marginalized as demonstrated in the city's DWilson Disparity report and UW-Milwaukee, The State of Black-Owned Businesses in Milwaukee:  Uneven Progress, Fragile Gains.

A "disparity" condition that has not changed nor is it reflected in the 2015 budget.  

Tools for change
Where are the codes, resolutions and charter agreements to replace the disparity of underpinning entrepreneurship at the census tract and neighborhood level?  It is here that the hirees are basically 95 - 100% from the neighborhood.  This is how we begin to make enroads to change the increased risky behavior found in some of Milwaukee's neighborhoods but can be expected with the given ingredients of poverty. 

It is with innovative reform that the People can see that the light is "ON" at the end of the tunnel.  That HOPE is on the rise and TRUST is the leader.

Where are the codes, resolutions and charter agreements to address the fraud in the code setasides; i.e., DBE?  CG Schmidt, Gilbane, Mandel, Gorman, etc. go in-and-out of these makeshift intentions, with African American, other People of Color and Work Challenged talent with mega funded deals that never change the landscape of business development for the "CORE CONSTITUENTS"; i.e., prime contractors.  The men and women are troubled by the same-old bait-n-switch that comes with "do nothing" leadership.

Help with removal of institutional barriers that include discrimination and disenfranchisement, replace with incentives for capacity building, multi-level and multi-tiered financial means for hidden talent and vetted business development.  It is an automatic replacement of pitting against one another for No-Win outcomes.

We know for a fact when the Executive and/or the Legislative branches choose to be supportive of the "needed necessary parts" from the city resources and potential partnerships, they rise to the occasion with the appointed-hired members of the city cabinet necessary for success. The projects become "featured projects", with massive investment of city workers time and planning to "make the idea fit and/or conform to the statutes and funding guidelines".

The projects are delivered to the public - renderings through construction - without vetting by the Core Constituents.  The culture within city hall does not recognize or engage the inhabitants, accept for prefunctory recognition of federal regulations called setasides and the prefunctory appearance of Inclusion at this time for the budget.

Where are the commitments of growth of the economic and quality of life base, the People, that allows the "doing business as" in the city of Milwaukee means you recognize, work with and gain support by being partners with the Core Constituents.  It is a winning hand.

Our limited resources should always seek to provide scoring that automatically calls for the People's approval first and last.  Period.  It is how we score big time on the People's score card and Fitch Rating.

Our elected-appointed-hired representative must change the culture that allows the investment of resources that fails to recognize those they work for. The phony refrain of "will bring jobs" has become a "code word" for privilege outsourcing, bait-n-switch and distrust. 

It is followed by "do-nothing" engagement by city officers, the appointed and hired staff, and NEW "doing business as" visitor or re-turned visitor to the city of Milwaukee coffers for resources; i.e., TID.  A wall of "blocking"; i.e., failure to communicate, and failure to provide joint partnerships with accountability tracts of REAL employment and done-dealing encrypting in codes, resolutions and charter agreements.

City Abandonment
In fact, there has been an abandonment of leadership and stewardship for the "Core Constituents" involvement for growth of the city of Milwaukee.

The unending use of Urban in funding and engagement for funding that comes to the city of Milwaukee to grow entrepreneurship of low and moderate income Milwaukeeans fall by the wayside. Instead, it is outsourced to Caucasian-lead firms, cronies of privilege, old and new and in and out of the city.  


Commissioner Rocky Marcoux - DCD
Commissioner Rock Marcoux is known for lone ranger, backdoor politics and not working with African Americans leaders at the neighborhood level; i.e. Dollar Tree.  His "featured projects" are seen as a code word for disenfranchisement of African American businesses given his track record or Rap sheet. 

If disenfranchisement of African American businesses is Commissioner Marcoux's Rap sheet, it is also the Rap sheet of the 19 city officers that represent the executive and legislative branches of the city of Milwaukee - Mayor Tom Barrett, 15 Common Council members, Treasurer Spencer Coggs, Comptroller Martin Matson and City Attorney Grant Langley.

Commissioner Marcoux and Deputy Martha Brown need NEW marching orders for service delivery for the Core Constituents.  The Department of City Development receives big bucks from the budget every year but development-after-developments lay on the pile of "do-nothing".

Why is there a sludge in the development and Upscalability with the old A.O.Smith plant, 33rd Street Corridor, Bronzesville, Fond du Lac projects and economic tracts in the densely populated areas of the city where Core Constituents are?  How do we allow the alderpersons who are elected, especially those in the densely populated areas to remain in office?  To remain in office with arrogance, excuses, deal-making and do-nothing for Core Constituents leadership? 

Where are the Infrastructure plans?
Why not a massive infusion of funding that jumpstart and promote Entrepreneurship-Apprenticeship-Mentorship-Ownership for family wages in Employment of "hidden talent" that's tied to information technology and the present capacity of education attainment and service opportunities available at the neighborhood and census tract level for Infrastructure and self-sustainability. Capacity building that if done correctly will help remove the social ills at the neighborhood and census tract level - Enduring Concentrated Poverty by design.

What say us - The People?
It is budget time for the city of Milwaukee.  Mayor Tom Barrett submitted to the Common Council his 2015 budget on September 23, 2014.  His $1.2 billion dollar budget calls for property owners to provide $21.11 increase for a host of expenditures.  The 2014 budget asked the stakeholders to pay an estimated $18.44 increase.

What did the city officers do with the budget last year?  And, what are the "appealing" benefits of "merit" in the 2015 budget to the majority population of Milwaukee - African American, other People of Color, the Work Challenged, especially those male returnees (head of household) support for those incarcerated (Wisconsin’s Mass Incarceration of African American Males:  Workforce Challenges for 2013 ) from zip code 53206 (Page 4).

ALL residential stakeholders, renters or property owners, bring millions to the coffers of the city of Milwaukee (federal-state-local funding) for abatement of social ills and to improve the economic standards at the neighborhood and census tract level.  

Our local funding includes those property owners and relatives of property owners being ask to support a $1.2 billion budget that calls for $21.11 increase in property tax.  So, where is the money going?

Old theme without appeal
The theme of Employment and Safety are at the forefront of the needed infrastructure reform for the city of Milwaukee to engage its "long-waiting" citizenry.  It is important to note that safety is defined as free from threats - the condition of being protected from or unlikely to cause danger, risk, or injury.


What means of safety is in the budget to support prevention and intervention of day-to-day threats of gun shootings (citizen and police), environmental threats, health threats and terrorists threats (domestic and international).

Since equal distribution and participation are key issues of the ideology around safety and employment, stakeholder/core constituents support to the two (2) themes requires building blocks of HOPE, TRUST, other quality of life and economic developments for them and their coffers dollars.  

Creating the Culture
An audit of behavior and customer care for city services is needed for "ground zero" clearance.  We must rid the coffers of the cronies, spooks by the door, gatekeepers, and bait-n-switchers disrespectful to the engagement, decision making and receivership of financial packaging.

Leaders and stewards must emerge during this budget cycle that stand to honor their Oath and to raise the quality assurance of government support and management of their funds. 

Transparency and best practices for customer care should be the priority of all departments-boards-commissions-authorities-appointees and hirees of the city government working for the overall common goal of eradicating Enduring Concentrated Poverty at the neighborhood and census tract level.   

Each city employee (elected-appointed-hired-volunteered) must also "know" and "respect" the customer-client-employer of Milwaukee.  

The customer-client-EMPLOYER is each Milwaukeean, the African American, other People of Color and Work Challenged citizenry that collectively pay the freight of the city through our local, state and federal government structure and the U.S. Constitution.

Work Challenged is defined as:

For Milwaukee to flourish, its People, must flourish.  Our city officers must lead the culture of INCLUSIVE administration, knowing who they are elected to serve and articulating with specificity who they are elected to serve.  It starts with the use of the People's funds and financial wherewithal.  

A divided house will not stand and the People must expose and disengage from the office of the mayor and/or common council representatives who refuse to honor the Oath of office they serve.

A culture that understands that the elected-appointed-hired-donor-for-hire, volunteered representatives are irresponsible and have breached their role and responsibility if they fail to honor the United States Constitution, their Oath of office and do not provide the necessary services that buttress the threats, secure strengths, identify weaknesses and correct with opportunities.
