Cabinet-Level Complaint

The video is part of a Cabinet-Level Complaint to help ensure that Public and Private Health Care is at the census-tract level of quality of life and economic development with the help of federal and state-level transparency, accountability, and enforcement on a 365 year/52 weeks/7 days/24 hours timeframe focus on Equity Inclusion.  

The NEW Complaint is an approach that calls for the hit-the-floor-running BIDEN/HARRIS administration team to help ensure that African American, other People of Color, and Work Challenged folks are systematically at the forefront.

About Mary Glass

  MARY GLASS - Called “Southern Belle of Democracy”

Principal - Milwaukee Professionals Association LLC – Oversees MPA LLC brand.

Her razor-focus on public policy, civil rights, history/legacy of African Americans fight for freedom and against RACISM has gained her the honorable title of "Southern Belle of Democracy".  Mary was born in the state of Tennessee and attended undergraduate academics at HBCU Lane College.  It is during her enrollment, she participated in the Jackson, TN Woolworth lunch counter-protest.  Her interest grew and started in earnest in 1968 working as a board member of a non-profit organization in Milwaukee, WI.

Her advocacy started in college and remains today for equal rights for African Americans 53 years later.

SATURDAY TALK is a city-wide monthly session to informed Milwaukeeans.
This SATURDAY, March 21, 2015 will complete the first 3-months of:  FOLLOWING THE MONEY.

The city of Milwaukee gets $MILLIONS-$MILLIONS of dollars every year to remove the POVERTY and DISPARITY of its citizenry. The funds not only comes through "federal support", it first and foremost comes from YOU the taxpayer. However, the funds are not making an appreciatIVE change. In fact, NO CHANGE.

Also, some of you are paying 1 or MORE assessments of taxes annually to the City of Milwaukee.

The January 31, 2015 meeting was a kick-off to this year's engagement for INFORMED constituents for informed decision making and sharing of knowledge at your neighborhood groups, planning meetings, board meetings, newsletters, outreach and an individual personal knowledge level.

The TALKERS were "all", but the facilitators were:

Anderson's task is to raise our level of what is being planned and recommended for the neighborhoods in the 7-county area. Members of the Milwaukee area are behind in knowing the Guiding points that will IMPACT quality of life and economic development going forward. It is an initiative called Vision 2050.

Kliesmet and Peterson were present to explain the Petition for Direct Legislation. They were interested in ensuring that:

Prior to the start of any physical construction of any municipally financed (in whole or in part) rail transit system requiring a capital expenditure of $20 milllion or more in municipal funds.

SOCIAL RESPONSIBILITY

Jacob Gatlin announced his candidacy for 2016 - Alderman for the 7th District and received a round of applause. We support Mr. Gatlin

Business Update
MC COLE, Hammer's Den, 1810-1821 W. Fond du Lac was present and is in FULL pursuit of legal means to obtain his Class B license after FULL compliance and waiting since July, 2014. We are confident that Mr. Cole will get his license and due process.

Dawn Powell and Richard Kauper were present to represent the partnership of DMZ Gardens and Milwaukee Professionals Association LLC in Urban Gardening in Milwaukee.

Auriea Mosley, Outreach Specialist, Westcare was present and part of the hospitality for the meeting. Ms. Mosley is one of the recipients of the 4-Month Invoked Atonement and Reparation 2014 initiative of Milwaukee Professionals Association LLC.

Shirleen Williams was the scribe for the day.

“Today, I am calling for more open government in Milwaukee. Minimal information was given to the public today regarding when and where a meeting will be held by the Joint Review Board on the Tax Incremental District funding for the downtown streetcar. “

“Extensive publicity should be given for meetings on this important and highly debated issue beyond a simple notice in the Daily Reporter, especially as voters have yet to be heard. To call a meeting with minimal notice is not in keeping with the spirit of open, public meetings.”

“On Tuesday, I voted against the streetcar, and I remain committed to development downtown and throughout the city. However, more has to be done to ensure appropriate and responsible development for all residents citywide.”

“I wrote a letter today (attached) notifying DCD Commissioner Rocky Marcoux and City Attorney Grant Langley that they need to make sure that the people are heard. Additionally, I feel there needs to be a review of the Joint Review Board’s actions today and in the future.”

First of all, I would wholeheartedly agree with the “Call-by-Alderman Joe Davis” regarding the Joint Review Board (Mark Nicolini, Chair, Teig Whaley-Smith (county), Gerald Pace (MPS), Al Shoreibah (MATC) and Robert Rondini (citizen). However, it should not stop there. This committee and all of city of Milwaukee committees-boards-authorities must be transparent for the enforcement of law and due process of the People.

Milwaukee Professionals Association LL C discovered in its research last year during the 4-Month 2014 Invoked Atonement and Reparation Exposé that revealed the “resistance to sharing public information” as well as refusal to respond was prevalent in departments and commission-board-authorities, i.e., Mark Nicolini of the Department of Administration (budget), Milwaukee Ethics Board and Milwaukee Fire and Police Commission. Nicolini is the Chair of this Joint Review Committee. When those in position appear to disrespect those they represent, it is seen as arrogance, unlawful and unacceptable.

There is a city of Milwaukee climate that is pervasive, arrogant and unlawful that ignore public TRUST and seek to force confrontation with the city attorney’s office with COST for legal correctness – litigation. Why? Why such a distructive tactic by those in positions of trust, that are paid by the electorate?

It is time for an overhaul of the role, responsibilities and reporting of all “commissions-boards- appointment) and infer the appearance of Conflict of Interest. There is also a huge gap in “citizen participation” and public information authorities” that represent the city government of the City of Milwaukee and Joint Review Committee.

CORE CONSTITUENTS are represented by all five (5) members, especially Robert Rodini taking the lead for the People.
We must also remember the politics around these folk appointments – who appointed them.

Oversight and monitoring should include a process known by the public square for “information sharing” that is forthcoming, posted in MORE THAN the Daily Reporter (for the most part, unknown and unseen by the CORE CONSTITUENTS of the city of Milwaukee). New regs should ensure that requested information has due process in mind and It must be timely.

Individuals and boards-commissions-authorities obstructing should be immediately investigated with quick turnaround and posting for public review and documentation. It should also include legal consequences brought upon those who are “obstructionists”.

Further, since failed transparency and “back-room” dealing has promoted and promotes INSTITUTIONAL RACISM, segregation, discrimination, failed due process, bias spending of the People’s funds and disenfranchisement of the CORE CONSTITUENTS of Milwaukee, it should have review of the Government Accountability Board as an enhancer. We also have a U.S. Justice Department, let’s use it. No one is Exempt.

No one is “Exempt”, especially those elected-appointed-hired and volunteer to represent the people. We have to rid the system constantly of cancers to delay and distroy “due process” for CORE CONSTITUENTS.

Evidentiary Hearing for Core Constituents on the Couture project - When were they held in the neighbors?

CITY CENTER MILWAUKEE | DAY 118 -  Invoked Atonement & Reparation, Phase II (2014) | The Core Constituents are the ones that must have information to justify the Vegas Downtown co-projects of The Couture and Streetcar, 2-4-one investment - so it is being presented.

Rick Barrett, developer and ex-baseball player, is seeking to build a NEW development in the Milwaukee County Transit center on Michigan in Milwaukee.  He wishes to use his development of The Moderne as a springboard for The Couture and the Streetcar projects to embellish and foundate his next $$$million dollar project.  He seems to have spoken to everyone but the owners of the city coffers - Milwaukeeans, Core Constituents at the top of the city of Milwaukee Organization chart.  

Enduring Concentrated Poverty

This is the way that business in Milwaukee must change.  It ensures the status quo.  It disrespects the owners.  It fails to provide a model that will create the environment that brings the Core Constituents to the table with their DNA in all INFRASTRUCTURE business modeling in their city.

Therefore, Milwaukee Professionals Association LLC will extend opportunities for this developer to "do the right thing" while attempting to sell his development idea for support.

As is, we are against the sale of the Milwaukee County Transit center and the streetcar project.  We respect and support Supervisor Michael Mayor responses in a recent article in Urban Milwaukee because he remembered why he was around the table of leadership as a Milwaukee County Supervisor and his Oath of Office to his constituents.

Says Proposals Amount to “Fire Sale” by County

“It’s not a good deal and Milwaukee County is not better off for it,” Mayo said. “The choo-choo train is nothing but a tourist trap. It will not benefit my constituents, and it will not benefit most residents of Milwaukee County. We should be spending money on the Milwaukee County Transit System, not a choo-choo train that goes nowhere and benefits no one.

“How is any of this a win-win for Milwaukee County? We need to come up with another plan for the Downtown Transit Center, one that benefits everyone in Milwaukee County, not just a developer and streetcar supporters. And we need to negotiate a new deal at O’Donnell Park.”

Two thousand seventy-four jobs (1,120 in construction) - What does this translate into that this project will provide market wages and is a guarantee for Milwaukeeans - Core Constituents?

What is the distribution of the Restaurant & Retail Space?  What has the Common Council, mayor and the developer Barrett put together to remove the Disparity label (DWilson report).  Opportunities that allows hidden talent and vetted businesses to become emerging entrepreneurs that does not require a Certification barrier?   

What is the parking space - 570 (147 public spaces)?  

What is the difference between 150 permanent jobs and 2,074 jobs?

What is the $68,158,864 new tax revenue, explain?

What is 30 years for public infrastructure?

What are the "other public investments"?

Where are the 600 NEW residents coming from?

1 million annual visitors - based on what?

Where are the Core Constituents' DNA in this project for legacy, historic presence and strategic partners?

Hello Everybody!

As we close out 2014, my office is outreaching to those of you that we had the honor and privilege of conversation with action over the last 11 months.

We WELCOME our new friends, partners and neighbors.

Our efforts of stewardship-citizenship-ownership-mentorship-apprenticeship-scholarship-partnership-entrepreneurship-fellowship-leadership for engagement are part of our domestic agenda for upgrade at the census tract and neighborhood level.  We work for the people, Core Constituents, especially hidden talent and vetted businesses at the neighborhood level.

The family of Milwaukee Professionals Association LLC thanks you for your individual and group commitment in justice for all and speaking out against the status quo of complacency.

This year, All Hands on Deck, WE CAN offered many NEW ideas and actions for growth.  Three (3) of which are:

1. MPA LLC Invoked Atonement and Reparation – an assessment project.
2. MPA LLC Body of Work – an assessment of you about us for the moment, year and years.
3. MPA LLC War on Incarceration – A case study for change.

We have added them as part of our regular agenda for 2015.

We know that the world, our country, our state and our local public policies are in dire need of our address in unity.  MPA LLC speak-out in the public square for the right of human-civil-legal rights that are guaranteed through our Amendments of the U. S. Constitution.

We see racial justice as a cornerstone to a better world in which we live.

We have much to do and MPA LLC is about the business of leadership in this arena of differences – privileges – disparity – inequity – arrogance and a huge gap in human potential.

No matter what the city government is embarking on, 2015 budget, NEW featured projects, safety, interventions, technology, economic development and quality of life issues, when the executive and legislative bodies fail to acknowledge the infrastructure of its CORE CONSTITUENTS, they are whistling in the dark.   Mary Glass, MPA LLC

Jim Crow

The Jim Crow laws were racial segregation laws enacted after the Reconstruction period in Southern United States, at state and local levels, and which continued in force until 1965, which mandated de jure racial segregation in all public facilities in Southern states of the formerConfederacy, with, starting in 1890, a "separate but equal" status for African Americans. The separation in practice led to conditions for African Americans that were inferior to those provided for white Americans, systematizing a number of economic, educational and social disadvantages.De jure segregation mainly applied to the Southern United States, while Northern segregation was generally de facto — patterns of segregation in housing enforced by covenants, bank lending practices and job discrimination, including discriminatory union practices for decades.

Jim Crow laws mandated the segregation of public schools, public places and public transportation, and the segregation of restrooms, restaurants and drinking fountains for whites and blacks. The U.S. military was also segregated, as were federal workplaces, initiated in 1913 under President Woodrow Wilson, the first Southern president since 1856. His administration practiced overt racial discrimination in hiring, requiring candidates to submit photos.

We are faced with an endless loop of Jim Crow caused in part by lack of inclusion, purpose awareness, state-of-the-art communication, political leadership and political will of the 19 city officers, mayor, common council members, treasurer, comptroller, and city attorney. Some glaring points include:

• City officers' "failure to recognize the CORE CONSTITUENTS".
• City officers' "status quo and business as usual approaches" of the management of Milwaukeeans $$$dollars and resources have exacerbated the problem. 

• City officers' failure to audit antiquated laws and idealogies that perpetuate disenfranchisement of the Core Constituents.
• City officers' negative messenging to Core Constituents - i.e., special services,  projects and processes forming collaboratives in the downtown, the valley, third ward, UW-Milwaukee, UW-Milwaukee projects and Brady Street.

• City officers' premier support of UW-Milwaukee when they fail their state statute for being - in massive discrimination and disenfranchisement of African American and other People of Color in education attainment, construction of projects, employment, and uses of federal funds because it is a "public university" in an Urban area - largest city in Wisconsin - only 1st Class city in Wisconsin.

• City officers' raving of the NEWLY implemented School of Freshwater Science who have from Day 1 to now "excluded" African Americans.  This is also seen in other mega public funded programs at UW-Milwaukee that go back to ex-governor Jim Doyle signing of $176 million, 2009 Wisconsin Bill 514. 
• City officers' underwriting "surveys" by groups that do not have African Americans in the DNA of the projects and/or programs.  Yet Africans help fund the projects.  Not OK.  Can someone explain how UW-M was able to purchase the US Cellular center?  Who owns the place and what do the Core Constituents receive - I am certain they rode in on the "public revenue" bandwagon.

• City officers' massive “outsourcing” of resources bleeds dry city of Milwaukee coffers that are suppose to provide for CORE CONSTITUENTS, first and foremost.
• The set-asides have become a disgracefuil SHAM.  Programs such as DBE/Disadvantage Business Enterprise is seen as a fraud and not given serious consideration - since Caucasian women and well-connected non-profit cronies are the major recipients. 
• City officers' approved annual "fraud/scam" of street maintenance (pot holes, drains and building repairs).
• Contracts through various city departments (i.e., DCD, DPW, PUBLIC LIBRARY).
• City officers' approved slush funds - i.e., parking tickets, parking tows, raid on drivers' licenses and BID/business improvement district assessments.  

• City officers' that are Common Council Standing Committee chairs and vice chairs fail to caucus out a plan of leadership and stewardhip to grow the Infrastructure of Milwaukee, District-to-District, with the "core constituents" in mind.
• City officers' failure to put-in-check mayor,Tom Barrett, when he and Tim Sheehy (and friends) used city website, took over assets, and created a by-proxy government – i.e., Milwaukee 7, MMAC and Greater Milwaukee Committee.

Therefore, the “private sector” at the neighborhood and census tract becomes a pivotal focus for investments and all the resources the city can bear.  Where is the money - budgeting here?

This year we must have leadership spending that will not allow the hemorrhaging to continue.  We expect and will hold accountable now and in 2016. 

They year 2016 will come soon than one thinks.  
The collective team of the legislative and executive branch is sorely lacking in credible leadership for the Urban city of Milwaukee - a 1st class population and gateway city for all of the cities of Wisconsin but leading in Enduring Concentrated Poverty.  

The lock-step agreements of the alderpersons who represent dense populations in need of quality of life and economic development must change to show that they are not "rubber stamping" projects and failing to bring substance leadership to their districts.  

It is also time to give notice to Alderman Joe Davis, Alderman Ashanti Hamilton, Alderwoman Milele Coggs, Alderman Willie Wade and Alderman Russell Stamper II that they are in the "fish bowl" and there's no hiding place. 

It is a NEW Day.
