New attorney leaves Milwaukee City Attorney's Office saying he was asked to write retaliatory memo

CITY OF MILWAUKEE || CHRISTIAN THOMAS, 8-WEEK Ex-employee of the City Attorney’s office has a “genuineness” problem with his cry wolf grievance against City Attorney TEARMAN SPENCER.
His alleged MEDIA complaint to Hillary Mintz, Investigative Reporter, WISN Channel 12 - an ABC-affiliated television station licensed to Milwaukee, Wisconsin, United States, seeks immediate actions of appropriateness given the temerity of his Integrity claim.
There is more than meets the eye here. Judging the immediacy of the behavior of this NEW employee, he has acted with insubordination for starters followed by a conflict of interest rooted in arbitrary and capricious acts - Black's Law Dictionary defines “arbitrary and capricious” as “[a] willful and unreasonable action without consideration or in disregard of facts or law.” Thomas also gives the possibility of a "plant" - given the irregularities here.

Christian Thomas is an 8-week NEW employee of the city of Milwaukee, assigned to the City Attorney’s office. Given the online background found, Thomas has experience in the United States armed services and member of the Wisconsin Public Defender’s Office. Therefore, he should know protocol and proper behavior in sensitive matters such as this. OR, to immediately seek legal address for appropriateness.
Did Thomas obey directives from City Attorney Tearman Spencer? Did Thomas seek satisfaction from discussions with City Attorney
Tearman Spencer?
He is a NEW employee, so did he seek guidance from Makda Fessahaye, Director of Employee Relations? Was he advised to go public with wild assertions and inflammatory terms like “retaliatory” to cast personal bias?
As a member of
the Wisconsin Public Defender’s office, he would have practical experience of
how NOT to conduct himself inappropriately representing both the client and
Public Defender’s office. Thomas is not a rookie and should have known as an 8-week member of the City Attorney’s
office, he was breaking formal rules.
Likewise, his academic and practicum training as a member of a
team in past/present employment of intelligence would dictate higher respect and
knowledge of the parliamentarian procedure, i.e., the United States Army. An overall forgotten process and procedures,
protocol, respect for office, leadership, and discipline were breached here.

representative Christian Thomas forgot or intentionally took it upon himself to be attorney-JUDGE-JURY for NAOMI GEHLING, why he thought it was appropriate to disregard the orders of the City Attorney and failed to seek resolve with his superior.
