MURPHY & SPIKER use personal biases to highjack Finance & Personnel budget meeting w/City Attorney

MILWAUKEE, WI || FINANCE & PERSONNEL BUDGET COMMITTEE was the place of behavior in keeping with good taste and propriety was breached by chair Michael Murphy and vice-chair Scott Spiker of the F/P Committee.  They engaged in inappropriate double-teaming of personal BIASES and duplicitous questioning of the city attorney of the city of Milwaukee with no regard to the responsibility of why they were allowed by the Milwaukeeans to be there. 

This was "by design" bullying and embarrassment as to the conduct of the way members of the city of Milwaukee legislative body conducted themselves during a budget hearing with City Attorney Tearman Spencer and Attorney Celia Jackson. 

The agenda was highjacked by the inappropriate staging of the chair and vice-chair.


Murphy and Spiker checked their ethics and appropriate behavior in the toilet given their unprepared agenda, wrongful venue, and unacceptable questioning of City Attorney Tearman Spencer and a fellow staff member present to take their chance to discuss the city attorney budget said Mary Glass, a public policy advocate. 

Murphy and Spiker violated the decorum rules of their position as the top two leaders of the Finance and Personnel Committee for the city of Milwaukee.  

Where were the other 3 members (Coggs, Kovac, and Zamarripa) of the Finance and Personnel Committee?  Is this how they conduct our business in planning?

Where was the parliamentarian, city clerk, sergeant at arms, or appointed individual for reminding members when they go off like Murphy and Spiker?

The Finance and Personnel Committee considers appropriations, finances, taxation, revenues, labor relations, personnel, pensions and other benefits, insurance, audits, and the city budget.  The members of the F/P Committee are:

  • Milele Coggs - District 6
  • Nicholas Kovac - District 3
  • Michael Murphy - District 10, Chair
  • Scott Spiker - District 13 - Vice Chair
  • Jocasta Zamarripa - 8th District

City Attorney's Budget
Given the FULL-ACCOMPANIMENT of staff has been missing since Day 1, inheriting a backlog of files from the previous administration, normal budget changes that come with new administrations, and staff changes, City Attorney Spencer and Celia Jackson, his fellow city attorney staff member had assembled to discuss the budget of the office of the city attorney - NOT an impromptu disgruntled - I gotcha Resignation Letter of  CHRISTIAN THOMAS.


In spite of the misbehavior of our Finance Committee, City Attorney Tearman Spencer continued to "caution" and "caution" of venue and privacy concerns in a calm manner.  

Unfortunately, Murphy and Spiker failed in the leadership of the Finance & Personnel Committee and the People.  Is this the way they have disregarded legal advice during the high-cost decisions the city attorney has advised the lock-step council?

Their behavior must be addressed by Cavalier Johnson, Common Council President, Ald. 2, and the entire Common Council.

We also draw your attention further DOWN THE PAGE to the BACK-N-FORTH dialog of  Ald. Zamarripa, 8th District - Member, Financial & Personnel Committee AND Ald. Dodd, 5th District. 
It is important to NOTE that JoCasta Zamarripa, Ald. District 8 and member of the Finance & Personnel Committee failed to chime in earlier to provide appropriate legislators behavior for Murphy and Spiker for the Finance & Personnel Committee.  

She tries to provide cover and diffusion in her outcry that is deceitful by talking about the RAW RACIAL overtones brought to the floor by Nikiya Dodd, Ald. District 5.

Zamarripa's comments are added to the highjacking of this budget meeting.  

We remind Ald. Zamarripa that she is "of Color" and her district is badly in need of our city legislators in this committee to be "respectful".  No one is exempt Ald. Zamarripa.  Our Preamble and decorum call for Respect.
