CITY-WIDE MILWAUKEE || This October 2, 2017, Due Diligence Call-out for immediate change by Tom Barrett mayor and the city of Milwaukee Common Council to get City Hall in order - budget to the day-to-day administration for first-hand INCLUSION and benefits of the Core Constituents of Milwaukee.
The Core Constituents are the folks who live in the city of Milwaukee and make up its population (Population: 595,047 (2016)). They are African American, other People of Color, the Work Challenged and Caucasians.
More and more we see real estate being developed by varying conglomerates that have found a "SHORTCUT" to Milwaukeeans city coffers through the side door offices of Tom Barrett - mayor, Ashanti Hamilton - Common Council President and the 14 other common council members for "pet projects". The millions - billions continuously leave Core Constituents mired in Enduring Concentrated Poverty.
Milwaukee Professionals Association LLC works on public policy for Smart Growth and enhancement of the 98.63 square miles.
The following hired 6 individuals that make-up the cabinet of Tom Barrett is out of control as evident by their arbitrary and capricious bypass of thorough Citizen Participation.

The City of Milwaukee provides the kick-start funding and Letter of Support to cronies for state and federal government funding. They are automatically shopped for resources through Rocky Marcoux, Martha Brown, Ghassan Korban, Jeff Polenske, Preston Cole, and Sharon Robinson departments.
The growing numbers of cronies are "unknown to well-known" developers with operations in real estate development, construction, environment, and property management that are primarily Caucasian and cronies of MAYOR Barrett and his 6 cabinet heads.
Common Council members are not doing their job to represent the Milwaukee population. Viewing Channel 25 shows too often the Common Council members' lack of participation during meetings, playing with a gadget-tablet, and lack of knowledge of what is before them at the standing committee level - yet they vote in favor.
Tom Barrett like Donald Trump speaks with forked-tongue and cannot be TRUSTED. And like Donald John Trump administration, Barrett's administration is arrogant and wedded to the will of Milwaukee 7, MEDC board, MMAC, Greater Milwaukee Committee, World Festival, Milwaukee Bucks, Bublr Bike, United Way, Milwaukee Street Car, and the real estate barons.
Barrett, Barrett's Administration, and the Common Council seek to "hide" information, lack African American and other People of Color in ranks, misrepresent the truth and have conflict of interest - lacks transparency and accountability. Barrett's appointments to various committees, boards and districts lack African American, People of Color, and Work Challenged Milwaukeeans. Too many of Barrett's appointments have been there since he came into office - they too have signed on to a lifetime appointment, with non-compliance and arrogance. Must change.

Non-Milwaukeeans Governing
You need only look at Tom Barrett, Mayor of Milwaukee, 12-year behavior when dealing with the creation and collaboration of the Milwaukee 7 through the rooting of Tim Sheehy and Milwaukee Metropolitan Association of Commerce and Greater Milwaukee Committee.
These folks created a Caucasian group - Milwaukee 7 - to implement take-over with the commitment and engagement of Tom Barrett, mayor of Milwaukee. Tom Barrett, Gale Klappa and Ted Kellner are at the helm now. However, Gale Klappa - We Energies runs the group. Tom is a figurehead that allows these folks to come in/out of the city of Milwaukee administration, laws and strategic planning with benefits for their cronies. Many of whom have come to the coffers with the takeaway of long-term finances, tax credits, tax increment districts and high-rent district real estate; i.e., Northwestern Mutual Insurance. - lack of resources of neighborhoods versus downtown - the tale of two cities
- demonizing the under-served
- pitting the haves against the have-nots
- robbing the city coffer resources for pet projects
- creating smoke-screen budgets
- partnering with members of Milwaukee 7 and MEDC/Milwaukee Economic Development Corporation, Chris Abele, Milwaukee County Executive and Scott Walker, WI Governor, to create decades of Involuntary Servitude in projects like the Milwaukee Bucks 30-year underwriting, Milwaukee Street Car initiative and making appointments to committees, boards, departments and districts to perpetuate his solidarity of wrongdoing.

MILWAUKEEANS, Core Constituents - African American, other People of Color and Work Challenged citizenry - are being disenfranchised by those put in place through election to do the People's business.
Disenfranchisement includes African American and Latino elected officials, as well as others on the Common Council, voting on resolutions and projects that first and foremost do not have the majority fingerprint of Milwaukeeans (98.63 square miles) on it and specifically, address a direct tie to the removal of Enduring Concentrated Poverty. For example:
Developments by African Americans and new age developers are taking a page from the previous "misbehavers". They have sought side-door entry and fail to be INCLUSIVE.
They too have brought to the table cronies, failed to thoroughly address citizen participation for seeking the hand/footprint that will secure BUY-IN and overall growth for dollars spent.
We must have large capacity building projects to gain traction and momentum. We are lacking the connectivity to the PEOPLE. For example, Sherman Park BMO, the two 4th Street projects - school, housing, and Black Holocaust, Pete's Fruit Market, King Library, Lutheran housing, Lutheran schools, Bader Philanthropies and Moving Milwaukee Forward. Each one of the developments failed to gain the necessary pre-planning, introduction, support that is layered for Smart Growth, synergy, HOPE and INCLUSIVENESS.
It is not enough to hire-on Black faces or Latino faces yet fail to reach out appropriately beyond favoritism and cronyism. - fail to give the neighborhood HOPE, leadership, stewardship, investment for their tax dollars, real estate wealth, lifestyle and family growth.
Additionally, GENTRIFICATION by outside agencies, organizations - non-profit, philanthropic, public, is forbidden. However, intersectionality with the desires of the neighborhood to rid itself of mired Enduring Concentrated Poverty is a MUST. It is smart.
Smart Growth along each street, vacant lot, and alleyway require a "seamless" collaboration of the neighborhoods and their resources. The people must BUY-IN.
This is where the city of Milwaukee can begin to do its job by bringing expertise to the table for the end-users. Working with the neighborhood stakeholders - residential and commercial - by enabling the Neighborhood Strategic Plan and BID district to be "in sync" with the voted desires of the neighborhood stakeholders. By assisting approved decision-making by the neighborhood strategic planning and BID groups. DCD must STOP the highjacking now.
