CITY CENTER Milwaukee - The Affordable Health Care law (HHS Centers for Medicare and Medicaid Services) has 10 Essential Benefits for standardizing the implementation of quality health care in America.  They are:
  1. ambulatory patient services;
  2. emergency services;
  3. hospitalization;
  4. laboratory services;
  5. maternity and newborn care;
  6. mental health and substance use disorder services, including behavioral health treatment;
  7. pediatric services, including oral and vision, dental and oral care.
  8. prescription drugs;
  9. preventive and wellness services and chronic disease management; and 
  10. rehabilitative and habilitative services and devices.

Prescription drugs is one of the out-of-control drivers of high health care.  In order for there to be true evidenced-based changes that are true to URBAN POPULATION chronic care, the People will have to provide the means to the end.  They must engage in learning and communication like never before.  They must look at their role and responsibility as the steward and captain of their health care.  They must put in place monitoring groups - individuals and groups - to influence the behavior of those controlling pharmaceutical cost.

Walmart, CVS and Walgreens
Walgreens, Walmart and CVS are the top three national providers in City Center Milwaukee. There are also many sub-pharmacies in co-ops, family-owned business, health provider networks and private pharmacies that are contributing to the high cost of the chronically dependent beneficiaries at the census tract and neighborhood level.  They control the drug/pharmacy market share in City Center Milwaukee.  They are not connected in the engagement of the quality of life and economic development of City of Milwaukee.  The Mission must match in action, deeds, board structure, employment and means-testing by the census tract and neighborhood stakeholders that live, work, grow families, attend schools and build businesses in the neighborhood.  

Since drugs are addictive, you the consumer is the best means-tester, expert of what is happening to your body, your quality of life, your dependency and the cost from year-to-year.

Wake-up CALL
MPA LLC has put in place a template to address chronic dependency cost on drugs as another Action step in All Hands on Deck, WE CAN 2010-2020 Smart Growth Initiative.  It is one of the duties of the subgroups in the Census Tract and Neighborhood-vetted Commission of Milwaukee - an independent group form by MPA LLC.

Pharmaceuticals
Mega businesses in the pharmaceutical business are expected to provide reform that address the beneficiaries drug cost.

High cost of drugs is a major health and health care concern for the beneficiaries that are consumers of the pharmaceutical industry - local, national and international.   They are seniors, disabled, children with long-term illnesses and individuals with periodical health needs.  For low-income, under-employed and un-employed individuals, seniors, returning veterans, returning males and females of incarceration, children with long-term illnesses and the disabled, it is a daunting cost for Medicaid an Medicare.  Since improved heath care and cost containment are key factors for implementing the Affordable Health Care law, each one of us, if wise, will work feverishly to sign-up by March 31, 2014, monitor our health to improve the basics of AHC and tweak its shortcomings for long-term gains for health, health care and cost reduction.

Andrew Witty, Glaxo's chief executive, said the changes are part of an effort "to try and make sure we stay in step with how the world is changing."

Andrew Witty is the CEO of the British drug maker, GlaxoSmithKline, world's 4th largest pharmaceutical company. GSK has a portfolio of products for major disease areas such as:
  • asthma
  • cancer
  • virus control
  • infections
  • mental health
  • diabetes, and 
  • digestive conditions. 
It also has a large consumer healthcare division that produces oral healthcare and nutritional products, drinks and over-the-counter medicines, including Sensodyne, Boost and Horlicks.

In July 2012, GSK pleaded guilty to criminal charges in the United States, and agreed to pay $3 billion in fines, including a criminal fine of $1 billion, in what was the largest health-care fraud case to date in that country and the largest settlement by a drug company. The charges were related to the company's promotion of its anti-depressants paroxetine (marketed in the United States as Paxil) and bupropion (Wellbutrin) for unapproved uses, and its failure to report safety data about rosiglitazone (Avandia), a diabetes drug.  Part of the rest of the settlement was related to the company's sales and marketing of an asthma drug, fluticasone/salmeterol (Advair)

On December 17, 2013, GSK announced that it would cease compensating doctors for prescribing the company’s products, would stop paying professionals for speaking at medical conferences, and that it would remove prescription-related sales targets for its reps. However, according to Reuters, the drugmaker would “still pay fees to doctors carrying out company-sponsored clinical research, advisory activities and market research".  Wikipedia

Witty has been the CEO since 2008.  His company's recent decision to discontinue compensating doctors who endorsed their products through prescription is an opportunity for Milwaukee Professionals Association LLC to invite GSK CEO Witty to join us in our 3-year quest for pro forma and evidence based documentation for Urban Population Health Care and cost containment in City Center Milwaukee. 

Chronic diseases (all ages) are at the top of the list for the beneficiaries of Medicaid and Medicare as well as private insurers.  GSK provides a wide variety of medicines and vaccines for the Urban population of Milwaukee and elsewhere.  We seek partners that are interested in review, research, observation, growth, evidenced-based reporting, efficacy and partnership opportunities to monitor and tweak the effects of prescriptions - habit versus quality health improvement.


MPA LLC will look at insurance companies, pharmacokinetics, pharamacodynamics, other well-known drug companies, their interest in code of conduct - cost differences, quality of product, employment, board composition and their bottom line.
