Who is Running Milwaukee? Who authorized Sheehy and Klappa as Co-Mayors or Deputy Mayors?



MILWAUKEE – Milwaukee voters every 4 years have the opportunity of selecting a MAYOR and 15 members of the COMMON COUNCIL to run their city government.

However, there seem to be appointed or self-appointed “Deputy Mayors” pulling and implementing strings behind the scene that violates the letter and spirit of our laws. They are all Caucasian, well-connected, and of financial means - for many the financial means have come on the backs of Milwaukeeans, especially African American, other People of Color and the Work Challenged.

They are connected and interconnected through a cronyism structure that creates an "oligopoly" - the market condition that exists when there are few sellers, as a result of which they can greatly influence price and other market factors.

Their behavior is out-of-control and defies ethical Code of Conduct for human-legal-civil rights. Their behavior has engaged in outright discrimination of People of Color, using privilege, conflict of interest and unfair advantage to lobby passing of laws and deny-delay-take away medical, educational, technological, environmental, employment (Department of Labor HIRED)and business venturing at the neighborhood-level rights.

The main two are:
TIM SHEEHY – President, Milwaukee Metropolitan Association of Commerce/MMAC

Sheehy, a resident of Whitefish Bay (according to file) has unprecedented and questionable decision making for the City of Milwaukee.

He sits on economic committees that are Caucasian-based and corporate corporations - private industry focused, with decision making powers (without authority from the People of Milwaukee).

His organization, MMAC, receives funds from the government pool that should be directed to neighborhood level businesses OR businesses of the the neighborhood who have chosen to partner with MMAC.

This is seen long-term (17 years - 1994 to now) on the Milwaukee Economic Development Corporation. He is identified as: a community organization dedicated to economic development. Yet, we at the neighborhood/community level have not seen direct interaction, creating financial hubs, research parks, incubators, entrepreneurial partnerships and relevant "stimuli" from the corporate structure. Just a lot of exclusion, demonizing, running the "education-drug" scam, demonizing, scapegoating and stealing of mega government funds for outsourcing and cronyism.

Sheehy is flagged on the Board of MEDC as a member of the Executive Committee. He is along side:

-- Common Council President Willie Hines (Alderman 15th District)
-- Alderman Joe Davis
-- Martin Morics, City Comptroller
-- David Clark, Northwestern Mutual
-- Fred Lubar, Super Steel Products
-- James Boomberg, Pyra Max Bank
-- Jean McKey, McKey Perforating Company
-- Tom O'Neill, M&I Bank

He is on special committees, international junkets, panels and special-formed committees that systematically and institutionally make decisions about how Milwaukee government funds are channeled. This is one of the examples seen in the Smart Growth Signature Plan (2005-2010) observation by Mary Glass, Chair/CEO, Milwaukee Professionals Association.

He and his organization, MMAC, are the operation driving force of Milwaukee 7. He is for some reason the lone ranger authority of privilege and “unfair advantage” using the resources for Milwaukeeans, especially African American and other People of Color business groups.

GALE KLAPPA - Chairman of the Board, President and Chief Executive Officer of the Company, Wisconsin Electric and Wisconsin Energy Corporation, Milwaukee , WI.

In addition to the chairman-president-ceo of the monopoly utility company in Milwaukee/Wisconsin, he is the "permanent" co-chair of the Milwaukee 7 (in addition to Mayor Tom Barrett).

Klappa has remain permanent in the position while others have moved on, i.e., Edward Zore – retired chairman, Northwestern Mutual Insurance, Michael Grebe – president & ceo, Lynne and Harry Bradley Foundation.

Klappa has maintained a superior and autocratic spot with his initial investment of $1 million for the formation status – the second highest was $500,000 given by the Bradley Foundation and $500,000 given by WI Department of Commerce (the People's funds).

It is clear that the unprecedented post of “CO-CHAIR” has bought WE Energies mega privileges and amenities not sanctioned by the People. They include:

-- WE Energies strategic planning
-- hands-on access to federal-state-county-city government
-- garnered favorable delays in environmental pollution problems that go without change
-- cronyism in oversight commission at the state level for compliance issues
-- complicit behavior also in lack of compliance at the Department of Public Works level and with other agencies such as Warner Cable
-- not to mention the underwriting and support of Michels Corporation past and present mega contracts with the city of Milwaukee.

The growing "at-large" group of members of Milwaukee 7 is a Who's Who of Caucasians - Attorney Cory Nettles is suspect at best since he is too often "absent" from business development that affectuate "critical mass" of People of Color rather than one or two - he, Carla Cross and associates.

This is another example referenced in the 5-year Smart Growth Signature Plan (2005-2010) observation by Mary Glass that revealed the ongoing wrongdoings of elected-appointed-hired-volunteered-donor for hire.
