CITY-WIDE MILWAUKEE || The population of the City of Milwaukee is 595,047 (2016). Milwaukee is the ONLY 1-Class city in Wisconsin - Over 100,000 people. People of Color makeup over 60% (2010).
The positions of Mayor and Alderman/Common Council President are elected Charter Officer positions in the city of Milwaukee.
The Mayor represents the top Executive Branch position and Alderman/Common Council President represents the top Legislative Branch position. Both are first and foremost Charter Officers elected by the individuals who live in the city of Milwaukee.
3-01. Mayor. The mayor shall take care that the laws of the state and the ordinances of the city are duly observed and enforced; and that all officers of the city discharge their respective duties.

The Alderman/Common Council President is first elected by the People and then elected by his/her peers, Alderman pool - his/her fellow elected Alderpersons within the 15 districts.
3-02. Council President. 1. The common council shall, at the first meeting for organization after the general city election, choose by ballot from their number a president, who shall preside over their meetings for the term of office to which members of the common council were elected.
2. In case of a vacancy in the office of mayor, the president of the common council and by a direct line of succession and in the order herein set forth the persons elected or appointed to the following offices or positions shall have and exercise all the powers and discharge all the duties of the mayor, until such time as his successor shall be elected as hereinafter provided.

WHEREAS, Mayor Tom Barrett has an ongoing (since 2004) bad mark due to his 110 percent of "by-design" polarizing with monopoly-oligopoly policy making and "take-over" of Caucasian groups, Greater Milwaukee Committee (Julie Taylor), Milwaukee 7 (Gale Klappa - WE Energies), MKE United (w/Julie Taylor), MMAC (w/Tim Sheehy), and Milwaukee Economic Development Corporation (w/Tim Sheehy).
WHEREAS, Mayor Tom Barrett has an ongoing (since 2004) bad mark due to his 110 percent of "by-design" polarizing with monopoly-oligopoly policy making and "take-over" of Caucasian groups, Greater Milwaukee Committee (Julie Taylor), Milwaukee 7 (Gale Klappa - WE Energies), MKE United (w/Julie Taylor), MMAC (w/Tim Sheehy), and Milwaukee Economic Development Corporation (w/Tim Sheehy).
WHEREAS, Tom Barrett, Mayor of Milwaukee, has continuously failed to respond to transparency inquiries regarding behavior of obstruction, discrimination, cronyism, and use of federal funding by Paula Kiley, Milwaukee Public Librarian, Joan Johnson, Deputy Librarian, Sam McGovern Rowen and the Milwaukee Public Library Board Trustees; and their by-design failure to engage in communication for informed decision-making and "due diligence" of the Broadband Initiative called MPA LLC TINN BROADBAND Initiative", I, Mary Glass, Milwaukeean and USA citizen do publicly notify and submit for review for the citizenry of Milwaukee this violation to the People and register a Grade of F - Failure to Communicate.
WHEREAS, Alderman/Common Council President Ashanti Hamilton has hit the radar off-and-on regarding lack of follow-thru in communications, his present faux pas is due to his Failure to Communicate in a timely manner regarding "Citizen Participation" (only Alderman Jose G. Perez District 12) for the selection/confirmation of KEISHA BUTLER, Chair-Fire & Police Commission - appointed by Mayor Tom Barrett.
I, Mary Glass, Milwaukeean and USA citizen do hereby publicly notify and submit for review for the citizenry of this violation to the People and register a Grade of F - Failure to Communicate.
