America is at a crucial decision point for transportation.  The nation’s transportation trust fund is facing a crisis.  The gas tax that has sustained the federal transportation program since the middle of the last century is no longer keeping up with investment needs.  Starting this fall, every dollar of gas tax revenues collected will be needed to cover the federal share of projects already promised to states, regions, and transit agencies, according to the Congressional Budget Office.

Unless Congress adds new revenue to the trust fund, the federal government will be unable to commit to funding new projects, depriving states and localities of resources critical to maintaining and improving the infrastructure that makes our economy possible.

At the same time, Congress has an opportunity to save and reinvigorate our most important infrastructure program in order to boost today’s economy and ensure future prosperity. The federal law that sets national transportation policy and investment levels – known as MAP-21 –expires on October 1. As Congress reconsiders this vital program, business and elected leaders across the country are calling on the representatives not only to save the transportation trust fund, but also to refocus federal transportation policy on locally-driven, innovative transportation solutions.

This report examines the impact of Congressional inaction on the transportation needs of each state and metropolitan area, a potential loss of nearly $47 billion that would jeopardize the nation’s future economic growth. What do people do?

Parents’ Day is celebrated on the fourth Sunday each year. Citizens, organizations, and federal, state, and local governmental and legislative entities are encouraged to recognize Parents’ Day through proclamations, activities, and educational efforts to recognize, uplift and support the role of parents in bringing up their children.
The Parents’ Day Council plays an active role in celebrating and promoting Parents’ Day through a range of events and activities.  For example, the council honors “Parents of the Year” at local, state and national levels. Those who have been nominated or selected are people who exemplify the standard and ideal of positive parenthood. Exemplary parents from each state are nominated for “National Parents of the Year”.
Parents’ Day is a popular time for people to send cards and gifts, including flowers, cakes and food hampers, to those who play an important role as a positive parental figure in their lives. It is also a time for families to come together for lunches or dinners. Special tributes to parental figures who are seen as role models are made through local announcements, at church services, or at local community events. Parents’ Day proclamations and rallies have been held in recent times and involved organizations such as the United Civil Rights Councils of America.

Public life

Parents’ Day is a national observance but it is not a public holiday in the United States.

Background

Parents’ Day promotes the message that the role of the parent is important in human development, which requires investment, focus, and commitment. In 1994 President Bill Clinton signed into law a resolution adopted by the US Congress to establish the fourth Sunday of every July as Parents' Day. This day is similar to Mother's Day and Father's Day. According to the Congressional Resolution, Parents’ Day is established for “recognizing, uplifting, and supporting the role of parents in the rearing of children” (cited in the National Parents' Day Council website).

Amazing Architecture & Great Gardens by Dawn & Richard - Healing & Fruit Garden

CITY CENTER MILWAUKEE - Dawn Powell, President - DMZ Community Gardens and Richard Kauper, Consultant Architect are two special citizens in the Borchert Community working to ensure that "Amazing Architecture and Great Gardens" are in the neighborhood.

They are gifting the neighborhood with beauty, nature's gifts and the influence of "Raised Bed" and "Fruit" Gardens.

They are working to ensure that their work on the corner of 8th & Concordia and 9th & Concordia are beautiful gifts to the neighborhood.

Want to get involved?
The Healing Garden end-results is to have a "WOW factor" when it is completed.  Next week is the kickoff of a NEW facelift development.  They expect 25 volunteers to help "re-arrange" their 8th Street and Concordia site.  It is beginning its next phase of construction.

The Healing Garden centerpiece is a retangle design that has a "Tranquility Pathway" and "Peaceful Walkway" with trellis seating and rose bushes.  In the center of the pathway and walkway square is the Serenity Place.

A special tribute is given to Cancer patients in the Healing Garden - those in treatment and those in remission.

Around the outer areas are "raised beds" with vegetables for the enjoyment of the neighbors.

The garden is meant to provide a place for neighborhood sharing - getting vegetables,  and also a place to sit and chat with neighbors while watching the world go by on I-43.

Fruit Garden
The Fruit Garden is "In Progress" with apple and cherry trees - with cherries and apples beginning to show.

The Fruit Garden is located on the corner of 9th & Concordia.  Over the next two weeks, additional trees will be planted.

Both Dawn and Richard live in the Borchert Neighborhood.  Dawn is a Board member of Borchert C.A.R.E.S.

Milwaukee Professionals Association LLC review Vision 2050


SOUTHEASTERN WISCONSIN REGIONAL PLANNING COMMISSION is the strategic planning czar and traffic cop for implementation of growth planning in the state of Wisconsin.  It was put in place 1960 by Governor Gaylord Nelson.

Taking stock
If Milwaukeeans are to "climb-out" of the malaise of poverty and its burdens, it must be an intricate part of Vision 2050.

Milwaukee is the gateway, largest city and the only 1st Class city (population based) for the state of Wisconsin.

The status  is based on population, census count, growth, non-growth, stagnation patterns and not-included areas of the city of Milwaukee in strategic plannning and Smart Growth implementation.  So, why is Milwaukee mired in Enduring Concentrated Poverty?


Atonement & Assessment
Milwaukee Professionals Association LLC continues to review public policies that are in the past-present-interim and future that creates solutions in the Infrastructure that will have Milwaukeeans out of poverty - enduring concentrated poverty, such as seen in the city of Milwaukee.  

MPA LLC created in 2010 the initiative of AHOD - All Hands on Deck, You Not me.  It was changed to:  All Hands on Deck, WE CAN in late 2011.

The AHOD Initiative calls for re-defining, re-branding and UN-trapping Milwaukeeans, especially African American, other People of Color and the Work Challenged.

The 2050 Vision needs components for UPscaling the three (3) populations above in the city of Milwaukee.  Milwaukee County, the county seat is located in the city of Milwaukee - one of the counties it is responsible for.

MPA LLC has adopted twelve of the present 15 guidelines given by Southeastern Wisconsin Regional Planning Commission. 

During the second phase of MPA LLC Atonement and Reparation, MPA LLC will continue its work on People, Land Use, Resources and Lifesyles; with key points of penetration on the issues of:

  • INCARCERATION
  • Employment
  • Construction
  • Transit 
This calls for dialog, research and support of issues that address the "need for" population quality of life concerns, barriers for employment, distance to employment, special issues of incarceration and re-entry and convenience of travel in and out of the city to employment sites.

This is in reference to the governmental responsibility of the federal dollars for state, county and local roadways for the travel and convenience of those who live in the city of Milwaukee with "needs for" travel to wherever the jobs are in the city and outside of the city.

We start with the following:
-  Smart Growth prerequisites 
-  WISDOT
    * Highway project I-94 west
    * Settlement from WISDOT to Milwaukee County
-  Transportation Improvement Program (2013-2016) Milwaukee County and city of Milwaukee due July 31, 2014
-  Population co-hort component method (pop report - No. 11, 5th ed.)
-  Household projections (pop. report - No. 11, 5th ed.)
-  Lack inclusion in commission writer

RECOMMENDED REGIONAL RAPID TRANSIT SYSTEM: 1990

The original 1990 regional transportation plan recommended a motor bus-based rapid transit system to provide a high level of efficient, economical transit service within the most heavily urbanized portions of the Region. 

Buses operating in mixed traffic over a completed regional freeway system were expected to provide fast and regular service throughout the Milwaukee urbanized area. Within the East-West travel corridor in Milwaukee County, the plan proposed an exclusive busway that would parallel the East-West Freeway and avoid anticipated congestion on that freeway. While that busway was taken to preliminary engineering by the 
Milwaukee County Expressway and Transportation Commission, it was never built. That busway facility, 
however, became part of the originally approved national Interstate Highway System and, with the closeout of that system in the early 1990’s, became the basis for an award of $291 million in Federal transportation funds to the Milwaukee area. Over the years, that money has been used to retain consultants to study the development of light rail and other guideway transit technologies, to rebuild the Marquette Interchange, to remove the Park East Freeway, and to rebuild the 6th Street viaduct. The approximately $91 million remaining in 2010 were being programmed by Milwaukee County for the purchase of new buses, and by the City of Milwaukee for a proposed central area streetcar facility. The 1990 plan also proposed a supporting system of outlying park-ride facilities. 

By 2010, 18 of those facilities were in place. 

Its core plan remains the land use and transportation plan. Periodically, SEWRPC revisits the plan and recasts it to reflect changes in development, the economy, and technology. 

The present land use and transportation plan is the fifth iteration of the first and looks toward the year 2035. Nonetheless, it retains the basic principles of the first plan, including the protection of environmental corridors and agricultural lands, the preservation and development of parks and neighborhoods and the orderly, contiguous growth of established urban areas.

The 4-Month Invoked Atonement & Reparation Assessment to take stock of management of the city of Milwaukee affairs and the STEWARDSHIP necessary by the taxpayers and all stakeholders.

Additionally, Partnership, Ownership, Entrepreneurship, Apprenticeship and Scholarship gets an add-on to jumpstart economic upscalability.  MPA LLC is now offering the opportunity of being a "cooperative" at the census tract and neighborhood level to interest business entrepreneurs for the purpose of Innovative growth.

International Center | Today, July 18, 2014 is Nelson Rolihlahla Mandela 's 96th birthday. It is the first birth date recognition, after his burial on December 15, 2013. Nelson's body of work and gifts to the world, like Martin L. King body of work speaks with resonance of clarity for all seasons. Google's depiction of his quotes speaks of the

quiet relevance of peace and love rather than the culture of learned hate and how education can do so much to quell the violence and acts of hatred. Thanks Google persons. Happy Birthday Nelson. We remember because you left a legacy for us to remember.

CITY CENTER MILWAUKEE | Day 99 | Milwaukee Professionals Association LLC 4-Month Invoked Atonement and Reparation Assessment opens the door to "specificity" - root causes -  in solution-building regarding the indescribable number of African American males incarcerated from the city of Milwaukee - especially in high density zip code neighborhoods such as 53206 (a zip code highlighted in Wisconsin’s Mass Incarceration of African American Males:  Workforce Challenges for 2013, prepared by John Pawasarat and Lois M. Quinn , Employment and Training Institute, University of Wisconsin-Milwaukee, 2013).


FEDERAL SUPPORT for EMPLOYMENT

Action-Oriented
Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC said, "We have hit the road with REFORM on the dashboard for all to see and join the campaign to end the madness of human trafficking of African American males in the state of Wisconsin starting with the largest urban city Milwaukee."  "We are looking specifically at the civil Rights Act of 1964, Amendment #13 and Amendment #14."

"In order to change the 'systemic' human trafficking of  African American males in Milwaukee, Wisconsin or other places, we must identify and expose the root causes and the perpetuators. Afterwich, immediately remove the exploitive laws and regulations; and, disenfranchisement of rights of those incarcerated.  To re-visit laws on the books that 'do-not-fit-the-crime', but gumming up the system with victimizing African American males - many from teens to early 30's - bogusly created 'rap sheets' and 'guilty-before innocent' comments by law enforcers and the media".

"We, African American, have blazed-the-trail for civil rights and the right-to for generations, decades and centuries, others have been able to benefit - and that's fine, this time, we lead the fight for us - our families and our empowerment", said Glass

Legislation
To put in place at the state and local level a standing committee of legislators whose responsibility is to entertain the people's claims and re-visit laws on a continual basis so that the system is "oiled-with reasonableness"; and, "Zero tolerance" is put in place that does not allow "legal enslavement", "legal prostituting of the African American male population"  for wealth-building by others, including the government.

CITY CENTER MILWAUKEE |  Day 97 | This month's Special Guest Discussionist for the #4 Assembly of Milwaukee Professionals Association LLC 4-Month Invoked Atonement and Reparation on Saturday, July 26, 2014 is U.S. Attorney James Santelle, The Eastern District of Wisconsin.

The Invoked 4-Month Atonement, by Milwaukee Professionals Association LLC, is to take stock, look at specific public policies around the People, Land Use, Resources and LIfestyles.  The People's Forensic was triggered by research and observations of the 19-plus years of failed due process, exploitation, and discrimination.

This month our People focus is:  War on Incarceration w/out Merits.

Ongoing and recent reports by researchers tell the horrors of the indescribable number of Incarcerated Black Males in Milwaukee; and, the unbelievable reasons.  

We have asked U. S. Attorney Santelle to come to the "census tract" and  put a face on the U. S. Attorney's office and to help build TRUST.

We are especially interested in dialogue to address behaviors that violates the Civil Rights Act, Amendment #13 and Amendment #14.

James L. Santelle began his service as the United States Attorney for the Eastern District of Wisconsin on Monday, January 4, 2010, following his appointment by President Barack Obama on Tuesday, December 29, 2009, and, before that, the confirmation of his nomination by the United States Senate on Wednesday, December 24, 2009.  In this capacity, Mr. Santelle is one of 92 United States Attorneys nationwide and  the chief federal law enforcement officer for the Eastern District of Wisconsin.
            
On December 14, 2011, Attorney General Eric H. Holder, Jr. appointed Mr. Santelle to a two-year term on the Attorney General’s Advisory Committee, a 16-member group of United States Attorneys that provides counsel and perspective to the Attorney General and the Deputy Attorney General on a variety of important criminal and civil litigation-related issues and, in further support of the law enforcement mission of the United States Department of Justice, renders decisions on various policy, program, management, budget, and general operational matters.

Milwaukee Professionals Association LLC selects Center Street Library for Amani - Ground Zero Next Door Social Networking Campaign

CITY CENTER MILWAUKEE | DAY 95 | July 10, 2014 is the rollout of several additions to Milwaukee Professionals Association LLC 4-Month Invoked Atonement & Reparation Assessment.  One of the communication links for driving information awareness and sharing is the NEWLY created social network called:  Amani - Ground Zero Next Door Network.

Boundaries:  20th - 27th and Keefe Avenue to North Avenue
Amani Ground Zero Next Door social network is an "in-the-neighborhood" tool to speak with, plan with, share with, grow with, and implement with residential, commercial, light industrial, schools, churches, neighborhood organizations, for better best use of quality of life and economic development services through our government - local, county, state and federal.

The social network calls for linking with the internet - personal computer, laptop, tablet, Iphone (IOS or Android)  for becoming a member, talking with neighbors, talking with individuals in other social networks within the city, sending out neighborhood alerts, making announcements and making individual postings for communicating information or receiving information.

"We are constantly adding ways to make the end-users more aware of their surroundings, their ecosystem, their environmental value, and a broad range of topics for Upscalability to re-define, re-brand and Un-trap hidden talent and vetted businesses at the census tract and neighborhood level," said Founder - Amani Ground Zero Next Door Network.

Internet - Center Street Library
Since most individuals do not have access to a computer, but are entitled to use of the public libraries, training rooms, laptops and computers, MPA LLC selected Center Street Library, 2727 W. Fond du Lac Avenue, Milwaukee, WI  53210, for its convenience of location to the Amani Neighborhood, previous use and CSL 25 years in the area (erected June 10, 1089).

Additionally, in 2003, Center Street Library was named a "Computer Technology Center" with funding through federal funding allocated by HUD, Housing and Urban Development - Community Development Block Grant.

It is important to note that Mary Glass, Chair/CEO, MPA LLC (aka CNI/Fondy North Business Association) was the neighborhood strategic planner and public hearing speaker in early 2000 that recommended funding to the members of the city of Milwaukee Common Council for CDBG to keep Center Street Library from closing. 

We will host Meet-N-Greet, training sessions, assessment forums and planning meetings at Center Street Library over the next year.  It will help ensure participation in Amani Ground Zero Next Door Network and assure those who sign on as member that we are state-of-the-art and seek avenues for stewardship, ownership, apprenticeship, partnership, fellowship, scholarship, mentorship, citizenship, entrepreneurship and leadership.

14th Amendment, U. S. Constitution - Rights, Privileges, DUE PROCESS

CITY CENTER MILWAUKEE |  DAY 94  | Today, Wednesday, July 9, 2014 marks the 146 year of ratification of the 14th Amendment.

“All persons born or naturalized in the United States,” which included former slaves recently freed. In addition, it forbids states from denying any person "life, liberty or property, without due process of law" or to "deny to any person within its jurisdiction the equal protection of the laws.”

The 14th Amendment to the Constitution was ratified on July 9, 1868.
By directly mentioning the role of the states, the 14th Amendment greatly expanded the protection of civil rights to all Americans and is cited in more litigation than any other amendment.

It is this day, Wednesday, July 9, 2014, that Milwaukee Professionals Association LLC, Day 94, of the 4-Month Invoked Atonement and Reparation Assessment (April 7, 2014 - August 31, 2014) in the city of Milwaukee; there is a Call for ELECTED-APPOINTED-HIRED individuals to be noticed of their obligation - an Oath and fiduciary responsibility to the U. S. Constitution to immediately be engaged in ensuring that where African American and other citizenry are being denied their rights and privileges due to lack of due process and laws of the State of Wisconsin, immediate and ongoing special hearings are held to correct wrongs.  The first issue we bring is the indescribable Incarceration Rate of African Americans in Milwaukee and zip code 53206.

It is the irresponsibility of laws for "drug use" and "drug trading" coupled with violent crimes, it is the undoing of the "misdeamenor" vs "felony" branding, the way of enforcement of the laws in a racial bias manner; and, arbitrarily and capriciously profiling and victimizing African Americans, that MPA LLC brings to elected and appointed officials for immediate address. 

The obsession of drugs related to everything has gummed the system.  
Those who sold the Truth and Sentencing laws hoodwinked the People into thinking that "massive incarceration" was the way to lessen crime and cure of violence.  
Guess what?  Not.  

Now they and all of us are stuck (until revisited with critical difference and up-to-date changes) with over-crowded prisons, prisons' cost outweighing other quality of life issues so badly needed; i.e., education.

Then there are the small towns that are primarily Caucasians have been shown how they would make significant dollars by hosting the build-out space of mega prisons.  The prison would bring tax dollars and build the economy with improve labor from the town.  Well, that is to a point.  Some of the small towns got stiffed when the prison was built and "no prisoners" came.

Money Laundering and Pharmacy
The latest news is the REAL drug penetration in the suburbs by Caucasians with marijuana, heroin and cocaine on the rise.  What is also being seen, is growing overdoses that led to deaths - increasing numbers of Caucasian boys - young adults.  Whoa.

Common Council President Michael Murphy makes our point of the movement when it affects Caucasian vs African Americans and People of Color.

"Because of the seriousness of the heroin epidemic, and the fact that its harmful effects are now experienced throughout the Milwaukee area, we believe that all communities in the region need to unite to tackle the problem together," Murphy's letter stated.  Jsonline, Don Walker, February 14, 2014.


DRUG SUMMIT
Murphy pulled together a summit in NO TIME - He was just sworn in as Common Council President on February 11, 2014, the summit was held on:  June 4, 2014.  Murphy was able to get funding, location and Leaders from five southeastern Wisconsin to meet with health professionals and law enforcement officials to tackle heroin head-on.

When we look at the audience scan, where is the majority population - African American and People of Color - Milwaukeeans.

Fear has come on the scene.  Where there has been cover-up, denial and pretense, there is, "What are we going to do"?  Drugs have no boundaries.

In the meantime, our observation assessment and the last 20 years in John Pawasarat and Lois Quinn, University of WI - Milwaukee assessment show over 20,000 African American males being incarcerated and over 20, 000 victimized with frivolous acts that carry misdemeanor crime of jail.

Victimizing falls primarily in seven (7) areas for starters.  They are:
  1. Punishment that did not fit the offense or alleged offenses.
  2. Lack of quality of life and economic development.
  3. Lack of gainful employment (access-family-supporting-wages-entrepreneurship).
  4. Family structure - Dysfunctional and/or decimated. 
  5. Exposure and forced existence in risky and violent environments for survival.
  6. Lack of emotional-physical-mental well-being support due to long-term depravation.
  7. Brutality, excessive force, profiling, killings and murders by law enforcement officers in Milwaukee.
Since the incarceration rates of African American males are so indescribably high in Wisconsin; we know that the number is mostly due to violations of the 1964 Civil Rights Act, the 14th Amendment and  the 13th Amendment - involuntary servitude (un- and under-employment) of African Americans.

We seek underwritten forums for dialog and problem solving - engagement with Milwaukeeans, individuals that have been incarcerated, law enforcers (including judges), members of health related services, media, Fire and Police commission, Department of Transportation and elected officials of all levels.

A thorough review with immediate hearings for removal of unjust laws (local, county and state) like parking tickets that contribute to incarceration, Truth and Sentencing, misuse of pleading Chapter 802 (pleadings replacing due process), stacking of misdemeanors to create felonies, parole terms and stipulations that are too long, not rehabilitative and do not fit the crime.  We seek 21st Century rulings that merit in justice of "crime fitting the punishment".

We specifically place the Petrie Dish,  zip code of 53206 as Ground Zero for change.

Workforce Challenges for 2013

This report uses two decades of state Department of Corrections (DOC) and Department of Transportation (DOT) files to assess employment and training barriers facing African American men with a history of DOC offenses and DOT violations. The report focuses on 26,222 African American males from Milwaukee County incarcerated in state correctional facilities from 1990 to 2012 (including a third with only non-violent crimes) and another 27,874 men with DOT violations preventing them from legally driving (many for failures to pay fines and civil forfeitures).

Prison time is the most serious barrier to employment, making ex-offender populations the most difficult to place and sustain in full-time employment. When DOT driver’s licensing history is also considered, transportation barriers make successful labor force attachment even less likely. Yet, most of the recent state policy discussions about preparing the Wisconsin workforce and debates over redistribution of government job training dollars have largely ignored African American men and relegated ex-offender populations to a minor (if not invisible) place in Wisconsin’s labor force.

Further observations

We feel a lack of economic access, enduring concentrated poverty, brutal and in-humane treatment; and, the disenfranchisement of due process to quality of life and economic issues have contributed overwhelmingly to horrific numbers of African American males being sent to prisons.

Do you know at one time, not many years back, we had African Americans from Milwaukee housed in Minnesota, Tennessee, Texas and Wisconsin prisons?  What was that about?

We seek accountability.
We seek your immediate attention.
We seek solutions.
We seek leadership from your offices - NOW.

We want each branch of government - legislative, executive  and judicial - to address this epidemic over the next 3 months for starters.  

Forensic Spotlight
We expect "special meetings" and "hearings with the people" - those incarcerated, their significant others, other family members, their children.

We expect quality of life providers - education-employment-housing-medical-voting privileges-working as poll workers and employment support after incarceration to be at the top of the discussion.

We expect a thorough review of "parole" guidelines for nuisance and harassing measures.

We expect a strict review with root-cause changes in behavior of those we have hired and will hire as law enforcers.

We expect RESPECT-4-RESPECT from those we pay salaries and represent our government as law enforces.  

We expect swift (with law and enforcement of law) actions to discipline and commence removal of those law enforcers that are caught profiling-using excessive force-bruatalizing-discharging of weapons and killing and murdering of the citizenry in Milwaukee.


We expect the laws to be clear and concise when it comes to the training of law enforcers.

We expect the laws of punishment of law enforcers to be clear and concise so as to not cause "any" misconception or promotion of misuse of firearms and the use of excessive and deadly force when dealing with a human being.  Zero tolerance.  

The laws must have a continual visit for betterment - with immediate actions when there is the appearance of misuse and deadly force by law enforcers.

We expect our legislators to insert those in protected class (usually first violated) as a precaution to make sure that the jurisdiction they represent is included in writing the law; and, so it is clear and concise regarding law enforcers use of firearms, excessive force and deadly force  when dealing with a human being.

We have a culture that is contaminated with "racial" ABUSE, MISUSE of fireams, excessive force, and lack of standards when apprehending and arresting African American and People of Color that must change now.

Strong and rigorous Stewardship by the People for the enforcement of transparency, accountability and punishment of law enforcers and decision makers in positions of authority that fail to enforce the law and found to be obstructing justice is tantamount to everyone's safety - this includes the weight of "hate crime" review when dealing with rogue officers, law enforcement officers that engage in patterns of discrimination, bruality and exploitation of African American and others relative to the 1964 Civil Rights Act, Amendment 13 and Amendment 14th.
