MPA LLC - AFFORDABLE HEALTH CARE - A Path Forward w/Legal Compliance at the Neighborhood Level


MILWAUKEE (MPA-PPR) - This is the third week of October, 2012.  Milwaukee Professionals Association LLC is looking at a "Path Forward" from the neighborhood level for understanding and navigating laws and policies with a link for transparency, best practices and accountability for medicare beneficiaries. 

A specific look at all grantees (any and all receiving government funds and authority to implement on behalf of Medicare beneficiaries) are encouraged, especially the WI Office of Commissioner of Insurance, WI Department of Health Services and WI Department of Workforce Development.  

MPA LLC will first research services that provide or have provided training/education to health care providers; and, compliances for privacy, security and behavioral methods using mobile devices.

Discrimination
In the past and present, Milwaukeeans, especially African American, other People of Color and the Work Challenged (represents un-, under-skilled; un-, under-employed; un-, under-financed neighborhood-level businesses; disabled; and re-entry, those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement and college-certificated graduates unemployed), have been left out of the planning and decision making.  This leads to a disparity in the services at the neighborhood level.

We already see how past/present behaviors by those elect-appointed-hired-donor for hire and volunteers have caused decades of Enduring Concentrated Poverty in the city of Milwaukee - through acts of discrimination.

"Governor Scott Walker has chosen to 'act irresponsibly' by causing a 'stall' - administration on-hold and not providing leadership and compliance for the people of Wisconsin's insurance exchange.  We can not afford the once-in-a-lifetime opportunity, Affordable Health Care Act, to start-up in full implementation January 1, 2014; and, the citizenry of Milwaukee not engaged through education and input for their health care the next fourteen months.  We are excited about being a catalyst for education and technology attainment," said Mary Glass, Chair/CEO, MPA-LLC.

Privacy and Security Rules
Urban Commerce Council/UCC, a component of MPA LLC, promotes the interdisciplinary issues and policies related to Education and Technology attainment. 

UCC is reaching out to explore "legal preventions and interventions" for patient-centered health care that uses mobile devices for health wellness tracking.  The policies of the Federal Trade laws, the Health Insurance Portability and Accountability Act (HIPAA), Clinical Laboratory Improvement Amendments/CLIA and other laws affecting privacy and security are being researched.  

More and more the fine-tuning of legal compliance is becoming evident.  
Information from individuals and groups is looking at and distilling practices in white papers, blogs and other articles for legal compliance.  Two such innovators in the area are:   Devan McGraw, Center of Democracy and Technology and attorney William Bernstein, McNatt, Phillips and Phelps.  

Glass has reached out to both McGraw and Attorney Bernstein for sharing information that may be relevant in compliances being looked at for privacy  and security relative to Wisconsin.
