Researcher Glass Releases March 28, 2018 Collier Report with 20 questions

Reinvesting Milwaukee Intermodal Center to include Milwaukeeans who pay but get little to no benefits

APRIL 25, 2018
WORLDWIDE || Researcher Mary Glass, TINN - Team Internet Net Neutrality BROADBAND Initiative for the Underserved Users - Creating "NEW Collar" workers in TINN Country is working on a 3-year case study.  The creation of the digital Users and digital economy worker.

Mary Glass is one of the original members of the class-action suit to the Federal Transportation Administration for Milwaukee to address the disparity of public transportation.

Colliers - Letter - March 28, 2018 a New

===============

Amtrak and Greyhound are the two monopolies of Intercity transportation in the cities of Chicago, Illinois and Milwaukee, Wisconsin.

Chicago Union Station
225 S. Canal Street
Chicago, IL 60607

Greyhound Station
630 W. Harrison Street
Chicago, IL 60607

MILWAUKEE INTERMODAL CENTER/MIC
433 W. St. Paul
Milwaukee, WI  53203

Mary Glass, Milwaukee Professionals Association LLC, has led the study with night and day travels to both Chicago and Milwaukee via Greyhound and Amtrak for over two months.  Glass has conducted hands-on and face-to-face research with passengers, the staff of WisDOT, administrators of Colliers International, Marc Magliari, and staff of Amtrak, administrators of Greyhound and staff of Allied Security.

The research was initially for the purpose of identifying the industry/Intercity Transportation.

Verification was to include purpose, transparency, trust, size, customer carecustomer-friendly services to the internet and travel capabilities of Amtrak & Greyhound to/from TINN Country - Kenosha, Racine, and Milwaukee, Wisconsin.

Some notable findings were quickly seen that were not state-of-the-art, lack due diligence in customer care, not Inclusive of People of Color and did not provide for the underserved users.

In fact, unacceptable conditions of travel, deplorable scheduling, segregation-discrimination, safety issues of accommodations and federal use of funds were being used but NOT for transparency, the Internet of Things, and travel that promotes the growth of the digital economy.

Milwaukee Intermodal Center quickly became a target of mysteries as questions formed from the lack of transparency of "who owns" the building at 433 W. St. Paul.  There was a spoken and partially-on-paper finding of WisDOT with "sub" leasing privileges of Collier International Group and Winton Partners of California.

Calls to WisDOT, Dave Ross-Secretary, to Waukesha office, to Crystal DuPont, Project Manager, WisDOT at Milwaukee Intermodal Center has created an unacceptable wall of secrecy that lacks transparency, and accountability.

It is highly discriminatory and may be criminal in nature.

The cast of characters are:
Fiduciary Rule - Bob Bauman, Alderman District 4
- City of Milwaukee Common Council
Bob Bauman has shown inappropriate behavior/bad actor in providing "charter officer" services for the City of Milwaukee.
Glass said, "Bob Bauman took an Oath.  He disrespected me, a citizen of Milwaukee and the office he is "allowed" to hold.  We do not have the patience for an elected/appointed/hired or donor-for hire government representative to disrespect his/her office, the process of due process and common sense".

Contact with Collier International and Greyhound administrators has UNCOVERED surprises in Infrastructure deliverables and Code of Conduct related to transit issues at the MIC.  They include:
  1. WHO owns the Milwaukee Intermodal Center?
  2. If OWNED by WisDOT/WI Department of Transportation, WHY is it called a "privately-owned" building by members of Colliers International staff, Milwaukee Police and Allied Security?
  3. WHY was Mary Glass asked to leave/put out of Milwaukee Intermodal Center 3 times when she was not bothering anyone and she had an honorable ticket of choice each time?  Said to be Loitering and/or Trespassing on "private property".
  4. WHY did Milwaukee Police answer 4 calls to the Milwaukee Intermodal Center - misuse of taxpayers dollars - showing complicitness with Sam Donaldson, Colliers and Pat Noonan, Colliers, real estate agency?
  5.  Milwaukee Police officers claim the building is a "privately owned company" but had NO proof and said they did NOT have to have proof - even though Glass showed 2017 Milwaukee Treasurer assessment to WisDOT - public/state department?
  6. WHY WHY Collier International WI CEO Scott Welch says a man in California owns the building?
  7. WHO is "Winton Partners" of California?
  8. WHERE do these "cats" figure in as sub-leasers?  What does that mean toward "Conflict of Interest" for WisDOT?
  9. WHY DID THE CITY OF MILWAUKEE GIVE $6 MILLION dollars for an UPDATE TO 433 W. St. Paul without Broadband - and/or the building being Internet-Friendly?  Who's bright idea was this?  What is TID 60?
  10. WHY want Bob Bauman, Alderman, 4th District, return calls and meet w/Mary Glass?
  11. WHO has offices in the building of 433 W. St. Paul?
  12. WHY are the floors above Floor 1 "closed off" to the public with a call-up elevator?
  13. HOW many African Americans work on the floors above Floor 1?
  14. How many African Americans have been exposed to office space at 433 W. St. Paul?
  15. How many African American work for Colliers International at 433 W. St. Paul and 833 E. Michigan from 2005 to now?
  16. WHY Matt Faley, Associate Broker, Colliers, is on building advertisement inside Milwaukee Intermodal Center but he has NO answers?
  17. WHY SAM DONALDSON, property manager, Colliers, do not maintain the building and refused to say why?
    • ladies restroom stalls remained unusable for about 2 months.
    • ladies restroom - some of the stall doors do not close.
    • men's restroom reported in disorder.
    • Greyhound side of MIC - many seats torn but Amtrak seats are not.
    • Amtrak area cordons off at 10:30 pm; then Open again for last train - The area is roped off again until first train next morning.  What is that about?
    • In 2018, NO outlets for use of tablets, laptops, or to charge telephones, etc.
    • Price gouging vending machines.  Who are vending companies?
  18. WHY PAT NOONAN, Colliers International, is working with Allied Security and Milwaukee Police to "OBSTRUCT" research by Mary Glass?
    • Allied Security literally "stalking" Mary Glass in women's restroom, on Greyhound bus, Amtrak ticket agents inquiries, video camera leaving Milwaukee Intermodal Center/MIC.
    • Trying to dictate the use of Amtrak ticket.
    • Interference/Interruption of "purchased Amtrak tickets".
    • Repeated calls to Milwaukee Police Department after attempts to intimidate and harassment did NOT work.
  19. WHY Allied Security is "preying on" and "removing stranded visitors" to the city and "homeless" in freezing and inclement weather?
    • Heart attack victim from a local hospital, home North or South Carolina.
    • Male Greyhound traveler to MN.
    • Lady Greyhound traveling to MN.
    • Milwaukeeans who visited MIC but immediately told to "leave the building" if they do not have a ticket.
  20. WHY Amtrak and Greyhound staff make disparaging remarks like, "They are not welcome" - referring to people who ask for a hand.  The people for which federal funding is provided for MIC.

  • 2005 Authorized expenditure (excluding interest): $6,250,000
  • Authorizing resolution(s): #050592
  • Projected TID cost recovery: 2017 (levy year)
  • Maximum legal life: 2032
  • Base property value: $2,212,900
Completion Status: Project complete Project description Working with the Wisconsin Department of Transportation (WisDOT), and Wilton Partners of Los Angeles, this district’s project plan provided $6 million for an entire new façade to the Milwaukee Amtrak station.

Opened in November 2007, the dramatic glass façade of the station features an angular grid structure, with varying textures and opacities, and forms a three-story galleria on the north face of the station, along West Saint Paul Avenue. Wilton, leases the facility from WisDOT which sub-leases operating space to Amtrack and Greyhound Bus Lines for ticketing and related services. The plan called for 4,000 square feet for retail businesses serving rail and bus passengers, and 27,000 square feet to be leased to office users. Only the third-floor office space has been leased – to Wis DOT’s regional traffic control center – with the second-floor office and ground floor retail space remaining largely vacant. This has reduced values compared with the original forecast. In addition, residential redevelopment anticipated on adjacent sites has not materialized, due to the weak economy, and consequently, revenues generated by the district alone are insufficient to amortize project costs. In 2013, TID #22 (Beer Line B) was amended to donate funds to this district. This donation will allow the district to recover remaining project costs within five years.

Call for Investigations
The Federal Transportation Administration is being asked for an Investigation of the ownership of Milwaukee Intermodal Center for starters and the "use" of federal funding for the Milwaukee Intermodal Center/MIC since 2004.

What role and the dollar amount is given to MIC for the Streetcar - The Hop federal funding

What role African American, the largest People of Color race and population within Milwaukee, are employed and part of the planning with Crystal DuPont - WisDOT office and Colliers office (433 W. St. Paul and 833 E. Michigan).

We are also exploring fines, individual and class-action suits.

Additionally,  Investigations are asked of the Common Council, Police and Fire Commission city of Milwaukee and the Interim Chief of Police Alphonso Morales regarding bad actors/complicit behavior, support of funding and other resources and complicit violations of the city of Milwaukee Police Department and Allied Security.

To be continued.
