Mayor, Council At Odds Over How To Prepare For Fiscal Cliff

But there is unanimous agreement that city faces a looming crisis.

“I think we forget how many new people [are involved],” said Dimitrijevic in an interview. Johnson as mayor, Kovac as budget director, Perez as council president, and Dimitrijevic as finance committee chair are all going through their first budget cycle in their new roles. “We put our best foot forward and had a pretty engaged process.” She said a second public hearing, held as a hybrid in-person-virtual event, was informative, but that there still wasn’t a feeling of sufficient community engagement.

“Cutting life-saving services while having the means to preserve them just feels irresponsible,” said Common Council President Jose G. Perez to the Finance & Personnel Committee Thursday morning. “Many of us, in communication with one another, didn’t feel that the community was ready for drastic cuts to libraries and services across the city.”

Perez said he didn’t think former Mayor Tom Barrett was interested in engaging the public on the looming need to cut services. He said he’s committed to discussing the issue with residents and with state legislators. The first-time council president said he thought business leaders needed to better understand the issue, including that the city has growing expenses but can’t raise revenue.

“We do need more time,” said finance committee chair Alderwoman Marina Dimitrijevic. “We do want to have the time to communicate with our constituents the changes that lie ahead.”

The longest-serving council member isn’t backing his colleagues’ proposal, but he is in agreement about the severity of the situation.

The Department of Administration (DOA) is responsible for many of the centralized functions of the City of Milwaukee. DOA works to make Milwaukee one of the nation's most attractive cities in which to live, work and do business by:

  • Enhancing the ability of city agencies to provide high quality, valued services at what cost citizens' can afford;
  • Developing and recommending policies that protect the city's fiscal foundation; and
  • Influencing state and federal policies that affect the city's ability to thrive.

The City of Milwaukee has been allocated approximately $394.2 million in direct ARPA assistance. It is the city’s goal to use the funds to enable the city and community to recover from the pandemic, address the needs of residents, families, and neighborhoods hardest hit by the pandemic, and put our city on a path to a strong, inclusive and equitable recovery.

Kovac said Johnson supported reversing the temporary closure of the King branch and eliminating the cut to one of the four other branches by using approximately $600,000 in savings from a previously unanticipated delay in starting a police recruiting class and needing to make a smaller payment than anticipated to the Milwaukee Area Domestic Animal Control Commission (MADACC). “Beyond that, we feel is irresponsible,” said Kovac. 

But the use of the word “irresponsible” resulted in pushback from Ald. Milele A. Coggs and several others. “I think that is an unnecessary depiction of actions being taken,” said the alderwoman.

Kovac, a former council member, said that restoring the cuts could make it more difficult to get community engagement on the city’s looming issues. “We all know hypothetical conversations have empty rooms,” said the budget director.

The heirs/taxpayers/stakeholders deserve a blow-by-blow assessment of the Administration budget in "layman's terms" of how their money has been spent and will be spent - $1.7 billion 2023 budget.

The executive and legislative branches have failed the heirs/taxpayers/stakeholders o the city of Milwaukee - 96.8 square miles. The lock-step "this-n-that" charter officers must be put in check for this budget changeover. 
 
What did Nik Kovak become Budget Director for?
What is so significant that he brings to the table of budget impact for African Americans, other People of Color, and Work Challenged Milwaukeeans?  It looks like he is bringing the tired and disrespectful leadership of Tom Barrett" - exploiter.

The majority population of Milwaukee - even though we have everybody and their Caucasian mama power-grabbing our coffers of massive resources.

It's time for our Comptroller, Aycha Sawa

The 2023 city of Milwaukee annual budget is the first for the new mayor - CAVALIER JOHNSON.

The election of Cavalier Johnson, mayor, on April 5, 2022, demands an audit of files - Tom Barrett to Cavalier Johnson files, American Rescue funds, CARES, HUD, and infrastructure funds for the People.

Barrett has a questionable record of the use of federal funds related to public transportation, HOP-hospitality riding for tourism, and BRT-Bus Rapid Transit East/West Milwaukee that exclude Milwaukeeans with public transportation problems that are denied employment. 

The Comptroller's office is dedicated to putting the City of Milwaukee's residents first.

The Comptroller is the City's chief financial officer and serves a four-year term. Under State statute and City charter, Sawa is empowered to administer the City's financial affairs. Her Office exercises fiscal control over the activities of approximately 40 City departments and agencies. 

As City Comptroller, Sawa serves on the Board of Directors for the Wisconsin Center District. She is a member of the City's Deferred Compensation Board and the Secretary to the Public Debt Commission, and a member of the Annuity and Pension Board.

Comptroller Sawa is a Certified Public Accountant and Certified Internal Auditor. As such, she is professionally committed to, and thus will lead the Comptroller's office, with a code of ethics that promises to transcend political will; standards that require integrity, independence, and accuracy. 

The Comptroller's office is dedicated to putting the City of Milwaukee's residents first. 

". . . the budget of the Milwaukee Police Department is close to the city's entire property tax levy," said Johnson. $305 million of the $311 million property tax levy is budgeted for police.

WHAT TO EXPECT FROM THE COMPTROLLER?

On October 27-28, 2022, BUDGET AMENDMENT DAY was scheduled.  What does that mean for African Americans, other People of Color, and the Work Challenged Milwaukeeans?

"We ask that Comptroller Aycha Sawa step forward with her due diligence going forward of how her office will INFORM taxpayers/the heirs. Give us the facts of how large sums of federal funds have been spent".

What recommendations have come from the Comptroller's office to assist the hundreds of thousands of Milwaukeeans who are left marred in poverty, evictions, homelessness, lack of health care efficacy, COVID, and viruses?  What do we have for funding for eviction?  What has been done to eradicate lead in water and soil? What is recommended for incarceration - young and adult?  What has been presented to the People for the giant expenditures of the police department?  What is the solution to the OFFICE OF VIOLENCE PREVENTION/OVP?

What funds are given to the Medical College of WI and Greater Milwaukee Foundation for the OVP?

What is invested in the city support of parents in Milwaukee Public Schools?  

What rules and regulations are in place to show how the core constituents are entered in the consent of the resident?

What has the Comptroller prepared to represent to the resident of their authority in the agreement with the 2023 city budget for Milwaukee, i.e., the executive branch?

 CITY OF MILWAUKEE || present members of Milwaukee Common Council - Eleven (11) of 15 members are presenting the 2023 Milwaukee budget with a NEW mayor - Cavalier Johnson. Johnson was elected on April 5, 2022.

There are 4 alderpersons missing from the charter common council of 15.  They are Districts 1, 2, 3, and 9.

DISTRICT 2 CANDIDATES


JEREL BALLARD

Although young himself, Jerel Ballard has long focused on supporting other young people through the founding of Milwaukee's Finest Scholarship Foundation, his help with launching the youth leadership group Lead2Change and more.

"I think that it's important to make sure that we have young people at the table," Ballard, 27, said of his run. "I understand that I will be the youngest person on the Common Council if elected, but a lot of issues our city is facing impact younger people."

Ballard currently lives in the city's downtown aldermanic district but said he grew up on North 46th Street and West Capitol Drive a couple of blocks outside District 2 near Midtown Center. He said he would be moving into the district in the coming weeks.

Since graduating in 2017 from Columbia College Chicago with a degree in broadcast journalism, he has worked as a reporter in central Wisconsin and in communications. He currently works for the Public Service Commission of Wisconsin.

Mark Chambers Jr. 

Chambers said he is a lifelong resident of District 2 and grew up in Westlawn Gardens.

The father of two children said he graduated in 2004 from Bay View High School and is working on his business management degree from Concordia University.

Chambers, 35, said he has worked at banks in various positions and is a business consultant for Milwaukee-based Community Related Training, which he said aims to help small businesses and non-profits with technical support, computer training, and more.

If elected, he said he would want to focus on gun violence and reckless driving, having lost his father and a close friend, respectively, to those causes.

He had been considering a run but the loss of his friend, Jamaul J. Jones, in September prompted him to get in the race when the seat opened up.

Jones was helping his brother, whose vehicle had been disabled in traffic when he was struck by a vehicle whose driver had a "serious" gunshot wound, the Milwaukee County Medical Examiner's Office said at the time. 

Chambers said instead of only talking about the issue he wanted to be the one to make change happen. 

"I want to enact change," he said. "Growing up in the district, I have seen the good parts of the district and I've seen the bad parts of the district."

DISTRICT 3 - JONATHAN BROSTOFF

“I’ve lived in this community nearly my whole life and I am thrilled to continue to give back to the community that’s given me so much,” said Brostoff in a statement. “My grassroots campaign is focused on being a voice for Milwaukee and giving residents the care and attention that they deserve — stellar constituent services, ensuring that everyone within the district is heard, supporting community programs that have been proven to improve public safety, and continuing my work on disability rights and access at the municipal level.”

There is at least one person running to replace outgoing Alderman Nik Kovac.

State Representative Jonathan Brostoff declared he will run in a special election to serve the remainder of Kovac’s term through April 2024. He’s also not running for re-election for his assembly seat.

The third council district, represented by Kovac since 2008, includes the city’s East Side, most of Riverwest, and the northern edge of Downtown.

Brostoff holds a bachelor of arts degree in political science from UW-Milwaukee.

Brostoff lives on the East Side with his wife Diana Vang Brostoff, a social worker at the VA, and their three children.

“District residents tell me they’re looking for someone who will work collaboratively to find solutions to our challenges. I’m ready to be that voice on the Common Council,” Brostoff said.

Aphasia affects a person's ability to express and understand written and spoken language.

Once the underlying cause is treated, the main treatment for aphasia is speech therapy.


Aphasia is a language disorder caused by damage in a specific area of the brain that controls language expression and comprehension. Aphasia leaves a person unable to communicate effectively with others.

Many people have aphasia as a result of a stroke. Both men and women are affected equally, and most people with aphasia are in middle to old age.

There are many types of aphasia. These are usually diagnosed based on which area of the language-dominant side of the brain is affected and the extent of the damage. For example:

MILWAUKEE, WISCONSIN || Within three years, two traffic crashes have taken place at Wells & 10th Street in Milwaukee.

October 12, 2022

A car crash at 10th & Wells caused the death of Pastor Aaron Strong, Grace Evangelical Lutheran Church, 1209 N. Broadway - corner of Broadway and Juneau.  A reckless driver drove through a green light.

January 25, 2020

A former sheriff's deputy who drove through a red light as he left the courthouse last year and killed another driver will spend six months in jail as part of two years on probation.

Joel Streicher, 51, was northbound on N. 10th St. on Jan. 25, 2020, in a sheriff's SUV when he struck Ceasar Stinson as he drove east on W. State St. Stinson, 47, was a Milwaukee Public Schools lobbyist and community activist.

Red light and a previous on-duty crash 

Streicher was northbound on North 10th Street on Jan. 25, 2020, in a sheriff's SUV when he ran a red light and struck Stinson as he drove east on West State Street. 

Stinson, 47, was a Milwaukee Public Schools lobbyist and community activist.

Streicher was charged that May with homicide by negligent operation of a vehicle, punishable by up to five years in prison and five years of probation. He resigned from the sheriff's office in October and pleaded guilty in January.
