What role you can and must accept for commitment to ensure due process, compliance and ongoing services needed.
The process is NOT as easy as said; however, it is often filled with "CRONYISM" competitiveness that must be dealt with on a SMACK-DOWN level.
Your success has a lot to do with "what you know" and "what you and your neighborhood" will help to enforce. Therefore, you MUST organize with "commitment" of time involved - start with at least ONE YEAR and a HALF.
Here are 4 steps to start with.

- First of all, you must organize by selecting a neighborhood oversight committee, note and enforce the Oath of Office of your Alderperson, the mayor, and the FULL common council.
- Secondly, enforce accountability of the HUD/CDBG office, by meeting on a regular basis for appropriate Introductions (HUD field staff and city staff), ongoing planning, training, federal updates, communication with HUD/CDBG city director and staff members.
- Thirdly, Outreach to others - city HUD offices, city elected official of your district, city hired staffers for HUD/CDBG, fellow stakeholders, recipients within your neighborhood, donors of all kind, and the staff selected to run your Neighborhood Strategic Planning group.
- Fourthly, Check to see if you are located in a "special zone", i.e., Empowerment Zone. If so, invest time in reviewing each zone's prerequisites, benefits, and mandates.
