Open Complaint - University of Wisconsin System Board of Regents
All Hands on Deck, WE, Not Me Initiative
“Re-defining”, “re-branding” and “un-trapping” a half-million Milwaukeeans from Enduring Concentrated Poverty
My office “Open Complaint” is a Call for Investigation and a Call for Recommendations at the state and federal level per rules and regulations regarding UW Regents Code of Conduct before and after the 2010/2011 UW-Milwaukee Chancellor Search and Selection process. Our Notification included Governor Scott Walker and WI Office of Government Accountability.
My office seeks the best solutions to address violations of civil-human-legal rights of African American, other People of Color and the Work-Challenged (un-, under-employed; un-, under-skilled; un-, under-financed neighborhood-level businesses; disabled; and, re-entry individuals, especially those returning from WAR, INCARCERATION, boomerang employment and boomerang retirement).
We see this as an opportune time for public dialogue, legislature update on policies and procedures; as well as, addressing Social Responsibility and the Global Reporting Initiative.
We encourage BOOSTING state-of-the-art education, technology and research attainment that yield relevant marketplace graduations, certifications, neighborhood-level partnerships and life-long learning for a more competitive and economically sound city, state and nation. We especially seek to stimulate a Bottom-Up Recovery Plan by exposing “hidden talent”, “submerging markets” and emerging markets for producing a NEW Middle Class free from Enduring Concentrated Poverty.
As we continue to improve conditions of access and the monitoring of the Open Complaint, we are also in the public square observing and monitoring the UW-Madison Search and Selection process with recommendations.
State Legislature
Since the Attorney General’s office has said they do not have legal authority to conduct an investigation coming from the public. We are asking that the legislators provide the authority necessary for engagement of WI State Attorney General office.
We are urging:
-- Senate President Michael Ellis,
-- Senate President Pro Tempore Joseph Leibham,
-- Assembly Speaker Jeff Fitzgerald, and
-- Assembly Speaker Pro Tempore Bill Kramer of our state legislature, to take the lead in this opportune process for updating laws, rules, regulations, compliance, selection process, composition of Board – more reflective of citizenry (presently weighted, i.e., 7 attorneys out of 16 members), length of tenure, President and ex officio positions, full board orientation and ongoing training and compliance to public information, removal of regents members and review of Board of Regents overall accountability for social responsibility to promote “public confidence”.

We originally announced that we would be contacting the legislators on June 17, 2011.
Delivery will be Monday, June 27, 2011.
