The commission voted 6-0 Thursday to invite Norman to apply as the sole applicant for the position, coming about nine months after he became the city’s second acting chief following the ouster of Alfonso Morales.
Commissioner Fred Crouther was absent from Thursday’s vote.
The Milwaukee Police Department issued a statement Friday saying, in part, that Norman "appreciates the opportunity and is excited to participate in the process to become the permanent chief of the Milwaukee Police Department."
Norman is a Milwaukee native and a 25-year veteran of the department. He served as the commander of District Three, which covers Milwaukee’s west side until his promotion to assistant chief in August 2020 and acting chief late the following December.

At its regular meeting on Thursday, September 2, 2021, the Board of Fire & Police Commissioners discussed and considered potential options for proceeding forward in the search for the next permanent Chief of Police of the Milwaukee Police Department.
Following this discussion, the Board unanimously voted to invite Acting Chief Jeffrey Norman to apply as the sole candidate for the position of Chief of Police of the Milwaukee Police Department. The next steps in the process are as follows:
• Acting Chief Norman will submit application materials to the FPC, including a cover letter, resume, and a written statement describing his vision for the Milwaukee Police Department and his plan for leading the Department as Chief.
• The FPC will conduct a full background check on Acting Chief Norman.
• Within the next two months, the FPC will host community meetings so the public may submit input and ask questions of Acting Chief Norman.
• At a meeting in October 2021, Acting Chief Norman will present to the Board his vision and plan for leading the Milwaukee Police Department and answer questions from the Commissioners.
• At a meeting in November 2021, the Board will vote on whether to appoint Acting Chief Norman as the permanent Chief of Police of the Milwaukee Police Department.
