PARIS — The two primary leaders of the euro zone, Chancellor Angela Merkel of Germany and President Nicolas Sarkozy of France, shared lunch and called for amendments to provide better economic governance for the 17 countries of the euro zone.
Mrs. Merkel said France and Germany wanted to see "structural changes which go beyond agreements".
Mr. Sarkozy said the shared Franco-German wish was for "a forced march toward re-establishing confidence in the eurozone".
