Governor Scott Walker - State of the State, January 13, 2013
"Today, Wisconsin has a $342 million budget surplus, property taxes on a median valued home went down in each of the last two years, and the unemployment rate - well - it's down to 6.7 percent".

Report Card
Governor Scott Walker, 45th Governor of Wisconsin, is the 1st governor to survive a Recall Election.

This report card is given in a letter grade (A, B, C, D, F, U) and a proficiency grade.  The proficiency grade consists of:

(AD) - Advanced
(AE) - According to Election Promises
(LS) - Lack Substance-Standards-Oath of Office
(M) - Medium
(MI) - Minimum)
(UI) - Uninclusive of People of Color
(C) - Commendable

So, when Walker speaks of turning things around, moving forward, we are fantastic with Medicaid; he speaks with "forked-tongue".  An example is the Affordable Health Care law full implementation and the 133 percent below poverty constituents in the state of Wisconsin being left without any sense of interest, sense of respect and compliance for the state of Wisconsin Exchange.  In fact, Walker, his Commissioner of Insurance Ted Nickel, Dennis Smith, Secretary of Health and Human Services and Reggie Newsom, Workforce Development are non-existent.  This is NOT going forward.  This is not "being relevant" as he looked in the camera on CNN with Candy Crowley and talked about the difference between Washington and the state of Wisconsin.

Breach of Trust
Today, February 4, 2013, there is an article in the Milwaukee Business Journal that speaks of the Wisconsin Hospital Association/WHA support of lifting the Medicaid freeze. This is one of the many examples of why Walker is seen as a "wolf" in sheep's clothing and "selling wolf" tickets.

The 2012 state gubernatorial recall election (June 5, 2012) and the national presidential election (November 6, 2012) were fraught with surprises and behaviors that sent over-the-top messages designed to Win for a particular candidate and party.  This was very true for the office of Governor Scott Walker and his Republican supporters.  The widespread "divisiveness" (union, public workers, collective bargaining, high unemployment, rights violations and racial exclusion) created collateral damage that is yet settling in the marketplace.  Some of which are yet in free-fall in many months of labor reporting to come.
Many are yet trying to assess the political terrain.

We find many recapitulating for status quo, recognizing there is a sea-change that has taken root and the NEW constituency of dominance, People of Color, is just a cycle or two away from real political engagement.  For many Caucasians in Wisconsin and across America, this is so threatening that they are purchasing guns by the too-many, attempting to re-district for advantage by disrespecting the Constitution and citizens of Color and painting themselves in a corner that is "self-destructing".  Then there are those like the Governor who  paints "denial" in broad strokes.  He likes to use the "we are doing fantastic speech".  Or, trying to "sell" the smoke-n-mirror picture that Wisconsin is doing so great.  Check the stats.  The people do not feel that the budget he speaks of is helping them because their bottomline - health care, medicare, employment, business development at the neighborhood level and people of color level, violation of education attainment of State Statute 36(1)(2), technology attainment, and food-on-the-table, do not match his rhetoric on State of the Union, Squawk Box and other media outlets.

Hot Button Issues
The Hot Button issues include:
  • The John Doe public corruption of the office of  Scott Walker as Milwaukee County Executive.  According to Daniel Bice, Journal Sentinel (Milwaukee) - Gov. Scott Walker transferred $40,000 in campaign funds late last year to his legal fund set up to pay two high-priced criminal defense lawyers to represent him in the lengthy John Doe investigation.  Walker's campaign sent the money to The Scott Walker Trust on Dec. 31, according to campaign records filed Thursday. That brings the total dollars transferred to the defense fund to $200,000.   Records filed Friday with the Internal Revenue Service show the $40,000 was split between the law firms for Walker's two defense lawyers, with $25,000 going to the Milwaukee firm of attorney Michael Steinle and $15,000 to the Chicago firm of former federal prosecutor John Gallo.  The payments were made on the last day of 2012.  "The transfer covers work done to cooperate with authorities over the past year," said Walker campaign spokeswoman Nicole Tieman.
  • Reince Priebus - RNC's Chairman
  • The head of the Republican National Committee believes Wisconsin and other battleground states should change the way they allocate their Electoral College votes, but he said he is not inserting himself into how states decide to proceed.

    "It's not my decision that can come from the RNC, that's for sure," said Reince Priebus, the RNC's chairman.

    Gov. Scott Walker recently said he was intrigued by the notion of Wisconsin divvying up its electoral votes by congressional district, but that he had not made up his mind on whether to back the idea. If such a system had been in place in November, President Barack Obama and Republican Mitt Romney would have evenly split Wisconsin's 10 electoral votes, rather than having all of them go to Obama.
Democrats in Wisconsin have promised to fight the changes to the electoral system if Republicans advance one.

"Once again they're changing the rules because they lost the game - that's what this boils down to," said Rep. Jon Richards (D-Milwaukee).

WEDC/Wisconsin Economic Development Corporation malfeasance loss of $57 million dollars.  According to Senator Chris Larson, “Wisconsin's hastily-developed job creation entity WEDC has now wasted even more tax dollars. Despite spending just under $40,000 of Wisconsin’s scarce funds on a nationwide search for a new Secretary and CEO, the Governor has ultimately recommended the appointment of sitting interim Secretary and CEO Reed Hall.
  • “Secretary and CEO Hall, with very little economic development experience, is the least qualified of those considered for the position. Even as Wisconsin continues to lag in job creation nationally and the Governor is 212,000 jobs short of his job creation promise, it’s clear that government waste, cronyism, and a lack of accountability have again trumped the importance of turning around our failed job creation corporation that lost track of $57 million in taxpayer dollars.”
  • The reality is the low employment for the state and Governor Walker's disconnect and disregard for extreme poverty in Milwaukee (largest city and largest Urban city with Enduring Concentrated Poverty - He helped to make) is a barrier to his success as well as the Republican Party in Wisconsin.  How is this moving in the right way?  How is this listening and relating to Wisconsinites?
  • Walker fails to address our key issues like Affordable Health Care - no mention in his State to State presentation.
  • Education issues with Tony Evers, WI State Superintendent, is questionable at best.  Evers unsuccessfully tried with Mayor Tom Barrett and ex-Governor Jim Doyle to take-over Milwaukee Public Schools against the wishes of the People - Is Evers at it again with Walker?  Evers also sits on Wisconsin Board of Regents and has a history of failing to provide public information, being transparent, showing respect for Milwaukee parents and accountable as a decision maker - per his public claims.
  • As for school systems being able to save on insurance, that remains to be seen.  That is why Walker and Ted Nickel, WI Commissioner of Insurance have been derelict in ensuring that information has been timely and ensuring that the marketplace will be poised for a more level and fair engagement by October 1, 2013.  Walker and Nickel have not honored their Oath of Office.
  • As for the growth of jobs and growth of business development during his administration, Walker has tried to carve out other cities like Marshfield (pop. 19,451) and Green Bay (104,057) - the place where resigned Commerce Secretary Paul Jadin came from.  Jardin refused to communicate and respond to Mission of department.,  Walker chose QuadGraphics to "Disc" Milwaukee.   Wisconsin border was luring points for Illinois businesses - short-sighted and short-lived.  Even though Walker DISS Milwaukee, he continues to misrepresent the facts by including Milwaukee in his political announcments that do nothing for Milwaukee and may give the appearance he is contributing to Milwaukee's Infrastructure - NOT a word is true.
  • The truth is, the Governor has floundered badly and uses hyperpole and smoke screening to give the impression he is soaring like an eagle in success. 
These are issues of TRUST, LEADERSHIP and ACCOUNTABILITY.
His State of State message was full of "fluff".  He talked about Tourism - who wants to come to this state with such a backdrop of "mean-spiritedness" toward its citizenry and its labor population.

Additionally, he brought out a group of folk evidently happy to get/have a job, but the message was, NO African American and People of Color need apply - a huge continuation of "disconnect". The same is true with the proposed "mining" up North, NO recognized American Indian, other People of Color or the union population. Does he plan to add another layer of divisiveness between what unions can and what unions will not do?

Do you remember a recent 2012 Republican candidate in the Presidential Election that was selling this type of "con". He looked straight in the camera and time-after-time told gigantic stories (lies).  Do you know what happen to him?  He too, had eyes on the White House like Scott.  $$Millions were spent on him.  Then they turned on him. Scott and friends will get the call just as Candidate Romney did - just stay tuned.

"One thing I think is the difference between Washington Republicans and those in states and local government is we’re talking about things that are relevant in people’s lives," Walker said. "We need to be realistic about our chances, no doubt, but we need to be optimistic about our solutions."
"We need to be a party of growth and of opportunity, we need to be optimistic, relevant and courageous. And if we do, we’re gonna win national elections again."
