CITY-WIDE BREAKING NEWS || Milwaukee Professionals Association LLC announced its 5th Initiative for public policy INFRASTRUCTURE growth and enlightenment on May 22, 2018.
It is Bias Training - Common Sense, Discipline, and Respect.  

The 1-year case study was prompted as a result of the out-of-order and overreaction incident in Philadelphia, PA at a Starbucks by Philadelphia Police. Chairman Howard Schulz and CEO Kevin Johnson of Starbucks took to the airwaves with damage control - apologies, strategies, meetings and the announcement of the Bias Training on May 29, 2018.

The police were called by a Starbucks' employee.

Reason for Call
Two African American men who asked to use the restroom were seated, did not order service and waited for their guest.  During their wait, police officers arrived and they were arrested.  Their guest arrived prior to them being arrested.

STARBUCKS
On May 29, 2018, for four (4) hours staff and invited guests were in their first BIAS training for Starbucks.  The training was an outgrowth of police being called when 2 African American men entered a Philadelphia Starbucks, used the restroom and sat waiting for their meeting guest.

For the May 29, 2018 session, Starbucks reported 8,000 corporate-Starbucks locations were involved - approximately 175,000 employees attended the staff training.

Starbucks has about 7,000 licensed locations in hospitals, airports, retail stores, grocery stores, and hotels.  The licensed stores were NOT part of the corporate training.

Milwaukee
In Milwaukee, Mary Glass has selected 8 Starbucks locations to followup and evaluate for the Bias training the next 12 months.

So far, the initial visits have started with 1 corporate site (East Pointe), 1 licensed hospital (St. Luke's), 1 licensed hotel (Hilton/Wisconsin Avenue) and 1 licensed grocery store (Metro Mart-Van Buren).

A common thread for both the corporate and licensed locations was "Concern and Participation".  The licensed location, all but one had their own Bias Training during the designated afternoon timeframe.  It was conducted by the HR department and/or a member of the management team of the site.

Since Starbucks has history with a call that took Donte Hamilton's life, Milwaukee Police has a history of bias/flawed thinking about African American and People of Color, we will look at the Milwaukee Police, Fire and Police Commission, the behavior of Police, the discipline of police and laws for discipline.

MILWAUKEE - Starbucks & Milwaukee Police
April 30, 2014, Donte Hamilton was killed at Red Arrow Park (Milwaukee) as a result of a call to police BY a Starbucks employee and "overaction" of a police officer.  

Donte was awakened while asleep at the park.  He was shot 14 times and killed by police officer Christopher Manney.  

The investigation was carried out by the Wisconsin Division of Criminal Investigation, a statewide agency, but the lead agents for the investigation were former Milwaukee police officers.
The Milwaukee County District Attorney's Office conducted an investigation. In December 2014, District Attorney John Chisholm found the use of force to be in self-defense and declined to prosecute.
A federal investigation took place, and was closed in November 2015, with federal authorities determining that there was insufficient evidence to pursue federal criminal civil rights charges against Manney. Wikipedia

MILWAUKEE POLICE - Bad Actors


The Interim Police Chief has a role in the way Milwaukee Police are held accountable and discipline.  He is  Alfonso Morales.


Fire & Police Commission of Milwaukee
Glass will bring in the role and responsibility of voices of our elected, appointed, hired and donor for-hire government officials to address the overreaction and lack of discretion shown by the Philadelphia officers and the bad actor behavior we have seen time and time again by Milwaukee Police.  


Keisha Butler was recently appointed by Tom Barrett, mayor, as the Chair-Fire & Police Commission, and confirmed by the common council.  Only 1 Citizen Participation meeting was held in District 12.

In the media is Sterling Brown miscarriage of justice. Milwaukee Police Department failure to disclose the truth about the incident.

It was followed by "lock-step" lying by Milwaukee Police as well as mocking, planning statements to justify-coverup wrongful incident and the failure to release the FULL video.

"I’m very proud of the fact that Milwaukee was and continues to be a leader in the use of body-worn cameras," Barrett said in a statement. "What we need to do now is conduct an analysis of best practices as to the release of the video and work to establish a policy locally."

Statements like the above charter officer responsible for Milwaukee Police is WHY we will also recommend BIAS training for Mayor Tom and all city of Milwaukee employees.

We will also look at the role media - television, video, blogs and radio reporting can impact BIASES.
