Speak Out - We Recognize GOOD and BAD STANDING in Spending American Rescue Funds without the fingerprint of the People and pandemic

CITY OF MILWAUKEE || The American Rescue Plan will take us to an opportunity of STRUCTURING and REFRAMING the fiscal layout to the 15 Districts of the city of Milwaukee, with a laser-focus on African Americans, other People of Color, and the Work Challenged core constituents.

Milwaukee Professionals Association LLC will spearhead daily due diligence for reporting to Milwaukeeans - the People - the Electorate.  The first two-year monitoring (2021-2022) for growth and accountability seeks the office first and foremost from the Lady with the white hair, Secretary of Treasury, Janet Yellin.

Due to by-design barriers of DISCRIMINATION, segregation, high unemployment/high under-employment, lack of health access, health crises, lack tracking and due diligence of the city of Milwaukee Health Department to outreach to African Americans, other People of Color and vulnerable populations, historic public policy restraints of transportation in Milwaukee, corruption in the use of federal funding, and elected, appointed, hired, donor for hire government representatives pitting People of Color against each other, MPA-LLC is proud to help ensure that those at the federal level are apprised for compliance and "worthy spending" of the American Rescue Plan.

We already see the mice beginning to nibble around the edges thinking they are privileged to reward certain cronies BUT HAVE FAILED to speak sufficiently with the head of the organization chart - The Electorate.

To automatically assign Employ programs $3.8 million.

To "prioritize" and "take American Rescue funds" in line with not in good standing cabinet members/departments, monopoly-oligopoly Caucasian cronies, and outliers.

We note self-proclaimed members of the Common Council seeking personal funding they call "DISTRICT FUNDING"

"To Mayor Tom Barrett and each member of the Common Council of Milwaukee, you MUST talk with and get the approval of the Core Constituents of Milwaukee, otherwise, you are out-of-order - not in good standing", said Mary Glass, Chief Visionary Officer, Milwaukee Professionals Association LLC.  MPA-LLC is based in Milwaukee, independent and represents public policy for Milwaukeeans - especially African Americans, other People of Color, Homeless, and Work Challenged.

Mary Glass, the Founder, brings to the table 50 years of hands-on research, outreach for educating the public, leadership, residential and commercial outreach, arguing the status quo, taking the hard decision to SPEAK OUT, and call a spade, a spade.  It is her promise to the People.

PROTECTION

The executive, legislative and judicial branches are responsible for the protection of the Electorate.

It is the Office of City Clerk that we have selected to be the "City Hall Recordkeepers" for the People during the process and procedures of the American Rescue Plan - about 6 years.

The City of Milwaukee Organization Chart and Census Map is to help the citizenry guide the legislative sponsors of the APPORTIONMENT Resolution and each stakeholder to be apprised of his/her role in the use of ALL federal funding - i.e., CARES, PPE, CDBG, HOUSING, TRANSPORTATION, EMPLOYMENT, and COVID-19 PANDEMIC, especially the American Rescue Plan.

City Clerk Jim Owczarski and Inspector General Ronda Kohleim will be called upon for files, resolutions-bills-laws, and appropriateness of behavior of the Officers of the city of Milwaukee.  The information will be used for "evaluation" of behavior/use of the American Rescue Plan and adjoining funds like the CARES funding.

City Clerk Jim Owczarski

Jim Owczarski has been Milwaukee’s City Clerk since April 2012. Before that, he served as Deputy City Clerk for six years after working in the City’s Legislative Reference Bureau.

He came to the city from the Milwaukee Journal and Journal/Sentinel, where he worked as a correspondent off the Metro desk, including a stint with the fondly remembered "Neighbors" section.

Visitors to the Bristol Renaissance Faire – at least those of a certain age – will remember him as the villain in that show’s scripted scene; a role he played for eight years.

The Common Council appoints the City Clerk for a 4-year term. The Clerk is responsible for providing staff and record-keeping services for the Common Council and administering a number of other city functions, including historic preservation, licensing, and cable television production. The Central Administration Division maintains the records of the Council and its committees, provides office support to the Council members and performs general departmental administrative tasks.

Ronda Kohleim

The Inspector General is a certified peer-reviewed member of the Association of Inspectors. Established in 2018, the office currently has 1 appropriated full-time employee. In addition, the Inspector General holds various memberships in organizations including the Association of Local Government Auditors (ALGA), the Association of Certified Fraud Examiners (ACFE), the National Association for Civilian Oversight of Law Enforcement (NACOLE), and the Society of Corporate Compliance and Ethics.

The IG conducts independent, objective analyses and evaluations of City programs and operations, issues public reports of findings, and makes recommendations to strengthen and improve the delivery of City services. The work of the IG serves as a resource for the City Council, policymakers, civic and advocacy organizations, journalists, and the general public. The IG conducts independent and professional audits of City programs and departments following generally accepted government auditing standards of the federal Government Accountability Office (The Yellow Book). The IG is responsible for non-partisan research and review of City programs, including performance analysis of City services.
