TEARMAN SPENCER, City Attorney, elected resoundingly by the People


 Meet Mr. Law and Order for the City of Milwaukee

SUNDAY, APRIL 18, 2021

MILWAUKEE || 96.8 square miles | In the two-man race of Tearman Spencer and incumbent Grant Langley, Spencer resoundingly outpolled 18,700 votes.  The percentage results were 69% to 39%.

An upset for sure and a clear "mandate" by the people of the city of Milwaukee.  The large-scale voting and vote margin speaks to the change desired at city hall.

It is appropriate to note that private attorney Tearman Spencer is the 1st African American City Attorney of Milwaukee and known to speak on behalf of the People with law and order for the city to thrive. 

Additionally, the records reveal that Spencer has inherited a high volume of cases of injuries from Langley's administration that is the burden of the city taxpayers - per city law - for high-profile and expensive suits related to the Milwaukee Police Department.

Langley had been in office for over 30 years.

Spencer earned an engineering degree from the University of Southern California and became an award-winning safety engineer, focusing on transportation infrastructure including dams, bridges, tunnels, and rail systems, working all over the country. He ensured maintenance on refineries was done safely and oversaw safety professionals on the cleanup of the Exxon Valdez oil spill.

Spencer was then diagnosed with a degenerative condition that confined him to a wheelchair, and while striving to recover, earned a Masters in Business Administration from Golden Gate University. He later received a Juris Doctor (law degree) from the University of Wisconsin-Madison.

The City Attorney's Office employs:

  • 65 people, including 38 lawyers
  • An annual budget of $7 million
  • The office represents
    • The City of Milwaukee.
    • Milwaukee Public Schools.
    • Port of Milwaukee.
    • City's pension system.
    • Housing Authority.

The nonpartisan position is for a four-year term. The salary is approximately $147,000 a year.

Mob-type disgruntle employees and Conspiracy theorists

According to Spencer, the inappropriate behavior of the personnel of the city attorney's office, especially Jason Pifer, personnel officer and DER/Department of Employee Relations started on " Day 1".   

"It is unconscionable the way our NEW city attorney, Tearman Spencer was attacked by city employees of the city attorney's office.  They acted like hooligans.  It appears that Jason Pifer forgot his place big time and in a professional legal environment such as the city attorney's office, he should be investigated for punishable acts.  Just imagine, coming to your introduction meeting on April 28 - about 20 days after being elected by the citizenry with a resounding mandate, and being greeted by depravity and recklessness", said Mary Glass, Milwaukeean.  

Secondly, he has been denied appropriate staff hiring and replacements for over a year now.

Thirdly, a one-sided and premature DER Investigation was commenced and aired with innuendos without veracity and Spencer was made the "POSTCARD" for the city of Milwaukee elected officers in sexual harassment.  It is/was disgraceful behavior by our hired city staff operating in the Department of Employee Relations.

By the way, Spencer was cleared.

Let's be sure going forward, with the NEW DER mandate following the recent request of sponsors Alderwoman JoCasta Zamarripa, District 8 and Alderman Michael Murphy, District 10 is inclusive of each ELECTED OFFICER of the city of Milwaukee with sexual harassment ruling.  It includes the legislative, executive, and judicial branches.  They are:


Spencer Coggs - Treasurer
Aycha Sawa - Comptroller
Jim Owczarski - City Clerk 
{Charter Officer - Legislative}

  Judicial - Judges Derek Mosley, Phillip Chavez & Valarie Hill



Fourthly, we hold Milwaukee Sentinel, the office of George Stanley, Editor, to lead in "honoring its Diversity and Inclusion commitment" for News reporting by all reporters and columnists of non-bias reporting that breach the confidence of Milwaukeeans - especially those in the 96.8 square miles.

The "ganging-up" mob by staff members was/is disappointing and beneath the expectation of city attorney Tearman Spencer's values and Oath of office.  

He carries the burden of providing needed nuances and legal guidelines for our city attorney's office via his Oath of office.

We, the People, give warning to bad actors - in all 3 branches of city government to cease and desist with "blockers" of his personnel and "blocking" WITH  depravity.   STOP NOW.
