Safety & Health Committee Lacks Customer Service in $500 Fee

If We the People, the Electorate, are not calling for "scalps" of the Executive branch and the Legislative branch, why is the Chair of Safety & Health Committee Mark Borkowski, Alderman - District 11 and  Commissioner of Health Dr. Jeanette Kowalik calling for money - half of a $1000 when folks are waiting for the US Treasury to send out special U.S. Congress approved unemployment and stimulus checks to sustain themselves during the pandemic of COVID-19?  
Why are you setting up barriers?

COMMUNICATION
What is on the books to date and shared with the public to ensure notification that explains what is "approved travel (specifics)" and "travel hours" given the uncertain living and sustainability from day-to-day.

Given the uncertainty of the United States, confusing directives from the Trump administration - off and on - and many dates being shared in the media daily that affects so many, what has the Safety & Health Committee done to ensure the Electorate that they have been provided safety preventions and interventions that include PSAs, direct contact to homes, telephone hotlines, media sharing that is accessible to each Milwaukeean and specific contacts without long waits-no responses and unclear responses from Milwaukee Health Department as well as the offices of members of the common council and, mayor's office?
   
Many African Americans and People of Color will be stopped during profiling? This is providing the public square with irresponsible public policy.   It is placing us in harm's way.

Many will be stopped and they will be clueless in its clarity.
Many who are out on the front line will be vexed by smart remarks and bullying while stopped.

In addition to the Commissioner bringing hardships with the nuisance $500 fees, Milwaukee Police Department, any police officer, can handout these problematic tickets.  Milwaukee citizenry has an ongoing profiling issue related to safety with law enforcement of Milwaukee. 

The potential resolution/law needs to go back and come to the citizenry with a ruling in line with engaging Milwaukeeans to embrace a "safety precaution" during this COVID-19 scare.  

You can do better than this.  Why always punitive to Milwaukeeans mired in poverty.
