Remembering Wisconsin Stateswoman Polly Williams - Longest serving woman representative

Wisconsin Stateswoman Annette "Polly" Williams
January 10, 1937 - November 9, 2014
Ex-WI Representative Annette "Polly" Williams, longest serving woman representative (1980 - 2011).   She was born in Belzoni, MS.  She raised 4 children and was 77 years at death.

Known for her fierce fight for her constituents public education, especially African American families upwardc mobility in education attainment.  Her due diligence proved "success" in putting in place the first Choice legislation in the United States.

***************************************

Williams was the author of the United States' first school choice legislation, approving school choice in 1989, and expanding the program to include religious schools five years later. She lectured at institutions including Harvard, Yale, Marquette, Stanford, and Johns Hopkins universities. From 1990–97, she earned some $163,000 in honoraria and expenses, far more than any other legislator in Wisconsin. The legislation brought Williams national fame, but she began to disown both the choice program and its supporters. Williams later said Michael Joyce of theLynde and Harry Bradley Foundation and other school choice proponents wanted to expand the program to middle-class families by ending the income limits ("Joyce wanted to make it universal") and called it "a Catholic program". She accused choice and voucher proponents of exploiting black parents and children, saying "I haven't changed. The people around me have changed." "I don't agree with the way things are going at all", she said in an interview in 2011. "It's no longer the program that I supported at first." Wikipedia

The Denial & Resistive Culture - Refusing to LOOK Race in the face in Milwaukee

November 10, 2014
City Center Milwaukee | DAY 71 | Stewardship and Leadership for Invoked Atonement and Reparation in the City of Milwaukee.  Budget 2015

No matter what the city government is embarking on, 2015 budget, NEW featured projects, safety, interventions, technology, economic development and quality of life issues, when the executive and legislative bodies fail to acknowledge the infrastructure of its CORE CONSTITUENTS, they are whistling in the dark.   Mary Glass, MPA LLC

***************************************
Jim Crow
The Jim Crow laws were racial segregation laws enacted after the Reconstruction period in Southern United States, at state and local levels, and which continued in force until 1965, which mandated de jure racial segregation in all public facilities in Southern states of the formerConfederacy, with, starting in 1890, a "separate but equal" status for African Americans. The separation in practice led to conditions for African Americans that were inferior to those provided for white Americans, systematizing a number of economic, educational and social disadvantages.De jure segregation mainly applied to the Southern United States, while Northern segregation was generally de facto — patterns of segregation in housing enforced by covenants, bank lending practices and job discrimination, including discriminatory union practices for decades.
Jim Crow laws mandated the segregation of public schools, public places and public transportation, and the segregation of restrooms, restaurants and drinking fountains for whites and blacks. The U.S. military was also segregated, as were federal workplaces, initiated in 1913 under President Woodrow Wilson, the first Southern president since 1856. His administration practiced overt racial discrimination in hiring, requiring candidates to submit photos.
********************************************************************

We are faced with an endless loop of Jim Crow caused in part by lack of inclusion, purpose awareness, state-of-the-art communication, political leadership and political will of the 19 city officers, mayor, common council members, treasurer, comptroller, and city attorney. Some glaring points include:
  • City officers' "failure to recognize the CORE CONSTITUENTS".
  • City officers' "status quo and business as usual approaches" of the management of Milwaukeeans $$$dollars and resources have exacerbated the problem.
  • City officers' failure to audit antiquated laws and idealogies that perpetuate disenfranchisement of the Core Constituents.
  • City officers' negative messenging to Core Constituents - i.e., special services,  projects and processes forming collaboratives in the downtown, the valley, third ward, UW-Milwaukee, UW-Milwaukee projects and Brady Street.
  • City officers' premier support of UW-Milwaukee when they fail their state statute for being - in massive discrimination and disenfranchisement of African American and other People of Color in education attainment, construction of projects, employment, and uses of federal funds because it is a "public university" in an Urban area - largest city in Wisconsin - only 1st Class city in Wisconsin.
  • City officers' raving of the NEWLY implemented School of Freshwater Science who have from Day 1 to now "excluded" African Americans.  This is also seen in other mega public funded programs at UW-Milwaukee that go back to ex-governor Jim Doyle signing of $176 million, 2009 Wisconsin Bill 514.
  • City officers' underwriting "surveys" by groups that do not have African Americans in the DNA of the projects and/or programs.  Yet Africans help fund the projects.  Not OK.  Can someone explain how UW-M was able to purchase the US Cellular center?  Who owns the place and what do the Core Constituents receive - I am certain they rode in on the "public revenue" bandwagon.
  • City officers' massive “outsourcing” of resources bleeds dry city of Milwaukee coffers that are suppose to provide for CORE CONSTITUENTS, first and foremost.
    • The set-asides have become a disgracefuil SHAM.  Programs such as DBE/Disadvantage Business Enterprise is seen as a fraud and not given serious consideration - since Caucasian women and well-connected non-profit cronies are the major recipients.
  • City officers' approved annual "fraud/scam" of street maintenance (pot holes, drains and building repairs).
    • Contracts through various city departments (i.e., DCD, DPW, PUBLIC LIBRARY).
  • City officers' approved slush funds - i.e., parking tickets, parking tows, raid on drivers' licenses and BID/business improvement district assessments.
  • City officers' that are Common Council Standing Committee chairs and vice chairs fail to caucus out a plan of leadership and stewardhip to grow the Infrastructure of Milwaukee, District-to-District, with the "core constituents" in mind.
  • City officers' failure to put-in-check mayor,Tom Barrett, when he and Tim Sheehy (and friends) used city website, took over assets, and created a by-proxy government – i.e., Milwaukee 7, MMAC and Greater Milwaukee Committee.
Therefore, the “private sector” at the neighborhood and census tract becomes a pivotal focus for investments and all the resources the city can bear.  Where is the money - budgeting here?

This year we must have leadership spending that will not allow the hemorrhaging to continue.  We expect and will hold accountable now and in 2016.

They year 2016 will come soon than one thinks.
The collective team of the legislative and executive branch is sorely lacking in credible leadership for the Urban city of Milwaukee - a 1st class population and gateway city for all of the cities of Wisconsin but leading in Enduring Concentrated Poverty.

The lock-step agreements of the alderpersons who represent dense populations in need of quality of life and economic development must change to show that they are not "rubber stamping" projects and failing to bring substance leadership to their districts.

It is also time to give notice to Alderman Joe Davis, Alderman Ashanti Hamilton, Alderwoman Milele Coggs, Alderman Willie Wade and Alderman Russell Stamper II that they are in the "fish bowl" and there's no hiding place.

It is a NEW Day.

25 Years - We remember - The Berlin Wall fell

1961 - 1989 -- The Berlin Wall
The Berlin Wall (German: Berliner Mauer) was a barrier that existed from 1961 through 1989,[1] constructed by the German Democratic Republic (GDR, East Germany) starting on 13 August 1961, that completely cut off (by land) West Berlin from surrounding East Germany and from East Berlin until it was opened in 1989.[2] The barrier included guard towers placed along large concrete walls,[3] which circumscribed a wide area (later known as the "death strip") that contained anti-vehicle trenches, "fakir beds" and other defenses. The Eastern Bloc claimed that the wall was erected to protect its population from fascist elements conspiring to prevent the "will of the people" in building a socialist state in East Germany. In practice, the Wall served to prevent the massive emigration and defection that marked East Germany and the communist Eastern Bloc during the post-World War II period.
The Berlin Wall was officially referred to as the "Anti-Fascist Protection Rampart" (German: Antifaschistischer Schutzwall) by GDR authorities, implying that the NATO countries and West Germany in particular were "fascists."[4] The West Berlin city government sometimes referred to it as the "Wall of Shame"—a term coined by mayor Willy Brandt—while condemning the Wall's restriction on freedom of movement. Along with the separate and much longer Inner German border (IGB), which demarcated the border between East and West Germany, it came to symbolize the "Iron Curtain" that separated Western Europe and the Eastern Bloc during the Cold War.
Before the Wall's erection, 3.5 million East Germans circumvented Eastern Bloc emigration restrictions and defected from the GDR, many by crossing over the border from East Berlin into West Berlin, from where they could then travel to West Germany and other Western European countries. Between 1961 and 1989, the wall prevented almost all such emigration.[5] During this period, around 5,000 people attempted to escape over the wall, with an estimated death toll of from 136[6] to more than 200[7] in and around Berlin.
In 1989, a series of radical political changes occurred in the Eastern Bloc, associated with the liberalization of the Eastern Bloc's authoritarian systems and the erosion of political power in the pro-Soviet governments in nearby Poland and Hungary. After several weeks of civil unrest, the East German government announced on 9 November 1989 that all GDR citizens could visit West Germany and West Berlin. Crowds of East Germans crossed and climbed onto the wall, joined by West Germans on the other side in a celebratory atmosphere. Over the next few weeks, euphoric public and souvenir hunters chipped away parts of the wall; the governments later used industrial equipment to remove most of what was left. Contrary to popular belief the wall's actual demolition did not begin until Summer 1990 and was not completed until 1992.[1] The fall of the Berlin Wall paved the way for German reunification, which was formally concluded on 3 October 1990.

What Was the Berlin Wall?

The Berlin Wall was both the physical division between West Berlin and East Germany from 1961 to 1989 and the symbolic boundary between democracy and Communism during the Cold War.

Dates: August 13, 1961 -- November 9, 1989
Also Known As: Berliner Mauer (in German)

City of Milwaukee Common Council - missing Alderman Russel Stamper II
The Milwaukee Common Council exercises all policy-making and legislative powers of the city, including the adoption of ordinances and resolutions, the approval of the city's annual budget, and the enactment of appropriation and tax levy ordinances. The council also has approval over the mayor's appointments of cabinet heads to direct day-to-day operations of city departments. In addition to their powers as legislators, council members serve as district administrators, responsible to the citizens in their districts for city services.
Milwaukee residents are encouraged to communicate with their elected officials in a variety of ways. The public is allowed to participate in the discussion of matters on the agenda at committee meetings of the council. Council members frequently host public Town Hall meetings in their districts and prepare and mail informative newsletters to constituents.
The president of the Common Council is elected by the council members at the beginning of the councils term and serves for four years. The president makes all appointments to the councils seven standing committees and many special committees, and presides over all meetings of the full council. He or she becomes acting mayor when the mayor is out of the city.
Alderman Michael Murphy - Chair Steering Committee
The seven standing committees of the Common Council are Community and Economic Development, Finance & Personnel, Judiciary & Legislation, Licenses, Public Safety, Public Works, and Zoning, Neighborhoods & Development. In addition, there is a Steering & Rules Committee comprised of the Common Council President, who is the chair, and the standing committee chairs. This committee has jurisdiction over extraordinary matters not covered by the responsibility of any standing committee.  see reference
Legislative accountability?
Twenty-first (21st) Century LEADERSHIP for the first-class city of Milwaukee that has a Core Constituent that is 3/4 People of Color requires that it is focused-reformed-innovative-engaged and committed for changing discriminatory practices and Enduring Concentrated Poverty.

It starts with each of the 15-member legislative body recognizing the CORE CONSTITUENTS and their needs from the body and engagement of their districts for "wholistic" improvements to create UPscalability in our economy.

For the 1st class city of Milwaukee, the Core Constituents are:

-- African American

-- People of Color, and

-- the Work Challenged.

Work Challenged represents un-, under-skilled; un-, under-employed; un-, under-financed neighborhood-level businesses; disabled; and re-entry.

Re-entry represents those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement and college-certificated graduates unemployed.

By recognizing the target audiences, the executive and legislative branches can re-define and re-brand the planning and designed services of the stakeholder-citizen within the city of Milwaukee in protocols that will help yield pragmatic steps to secure the Infrastructure of quality of life and economic issues.

The two branches of city government, legislative and executive, can remove impediments to sound labor and innovative business development at the census tract and neighborhood level; instead of disenfranchisement of the population, especially People of Color, and by default create massive profiling that leads to massive poverty and oppressive laws related incarceration.
=========

Recommendations:  Stop the denial.  Infuse/soak all efforts with improving the "least of these".  Shun divisiveness - pitting one race, individual or group against another.  When found, deal with swift removal and ouster of person (s).  Recognize and outreach to hidden talent, emerging businesses and vetted businesses at the neighborhood level.

Self-monitoring by each of the 15 members to ensure that the "brand" of the Common Council becomes TRUST.

Hate & Disrespect - Isis vs Ferguson

Hate & Disrespect
November 7, 2014

In Isis territory, we have seen on television the bloody beheading behavior of those who without concern for the Americans caught in the snares of those in Afghanstan politics, find their families decrying mercy and the world looks on as they are executed, beheaded style - murdered - 3 males.
In America, state of Missouri - but not limited to the state of Missouri, we have seen on television the bloody executing behavior of those who are paid by those who are executed and shot-down like rabid animals and their executioners hiding behind laws that are wrong and bias. Laws that is ONLY seen toward African American, without concern executing - murdered 3 males.
Each male, three (3) African Americans, one 18 years and two less than or 25 years old, lives were taken due to the "lack of value and importance of one's life".
This is true of the executioners in Iraq.

City Center Milwaukee | Day 67 | Milwaukee Professionals Association LLC launches its first list of recommendations for 2016 Elected officials for the City of Milwaukee two (2) days after the November 4, 2014 Election.

As we look at the city of Milwaukee, Enduring Concentrated Poverty is growing at the census and neighborhood level.  African American (largest people of color group), other People of Color and Work Challenged - Work Challenged represents un-, under-skilled; un-, under-employed; un-, under-financed neighborhood-level businesses; disabled; and re-entry.

Re-entry represents those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement and college-certificated graduates unemployed.

continue to wait for the charter officers to individually and collectively honor their Oath of office and provide economic opportunities for Emerging and Vetted businesses at the neighborhood level.  The Executive and Legislative bodies have the role and responsibilities of best practices and ethical procedures.

The People
Proactive planning and strategizing to ensure that the people in decision making position are about the empowerment of quality of life and economic development that is "joined".  That "respect" for Milwaukeeans and "use of their funds" is for their benefit.

That, when the charter officers forget their role and responsibilities, become arrogant, divisive, disregard for Code of Conduct and discrimination as the way-of-business, it is the People's Stewardship responsibility for reform, change and removal.

Preamble
CORE CONSTITUENTS must rise up and claim the stewardship, citizenship and leadership necessary for GROWTH in their lifestyles - families, homes, neighborhood and census tract.

The City of Milwaukee must have both the legislative and executive branches focused on the Core Constituents and their Infrastructure growth for self-sustainability.

We can not elect officers that appoint and/or hire folk that fail to show RESPECT to/for CORE CONSTITUENTS - families, stakeholders and taxpayers that live, work, grow families, go to school, send their children to school, invest money, pay taxes, get married in, grow businesses, worship and buried in the city of Milwaukee.

CORE CONSTITUENTS can not have elected-appointed-hired and volunteered employees of the city to not respond to requests of the citizenry.

CORE CONSTITUENTS can not have elected-appointed-hired and volunteered employees of the city to Execute them.

2016 Stewardship
And, when the elected-appointed-hired-volunteered staff representing city government fail to honor the charter statutes and Oath of Office, engage in outsourcing the city, allowing monopoly-oligopoly and by-proxy governance by Milwaukee 7, Milwaukee Metropolitan Association of Commerce, Greater Milwaukee Committee, Milwaukee Economic Development Corporation board withOUT the knowledge and endorsement of Core Constituents - African American, other People of Color and Work Challenged Milwaukeeans; it is grounds for immediate removal by the People.

And, when the elected-appointed-hired-volunteered staff engage in disrespect to citizenry attending standing committee hearings, fail to do everything possible to assist and/or solve concerns without hostility and misuse of power or engage in snickering/giggling directed at citizenry; and, sleep to half-sleep posturing during committee hearings of the People; are grounds for immediate removal by the People.

And, when charter officers fail to return calls of the citizenry - his/her constituents or others, it is an offensive act of the charter officer to disregard telephone, emails, U.S. Mail and voicemails from the citizenry.

And, when a charter officer is never available to take calls and return calls - charter officer (executive and legislative), it is offensive and grounds for removal.

League of Milwaukee Tavern Owners & Alcohol Licensees - Creating a VOICE for GROWTH

MC COLE - Hammer's Den Development
Class B License
November 6, 2014
City Center Milwaukee | DAY 67 | Milwaukee Professionals Association LLC has added a NEW action arm for representation of Class B license owners and Liquor Store owners/managers licenses in the city of Milwaukee.

This is a professional group of the Urban Hospitality Industry.
This is a major revenue stream for the city of Milwaukee.

Oversight & Best Practices
The League of Milwaukee Tavern Owners & Alcohol Licensees is for roles and responsibilities for better Code of Conduct from License Committee members and other charter officers of the city of Milwaukee.  To provide a Voice for those of the League of Milwaukee Tavern Owners & Alcohol Licensees.

LM-TOAL focus call for an enforcement of the Oath of Office by charter officers of the city of Milwaukee and those they appoint-hire-volunteer for representing the government of the city of Milwaukee.

The League of Milwaukee Tavern Owners & Alcohol Licensees was put in place by MPA LLC to kick-off its customer services and provide a "unified" voice for MC Cole and others who appeared before the License Committee on October 20, 2014.

MC Cole - Hammer's Den
The property is located in the 15th District on the corner of 18th and Fond du Lac Avenue - formerly Working Class - 1810-1822 W. Fond du Lac Avenue.

On October 8, 2013, MC Cole purchased the building for $60,000. After 365 days of working day and night to prepare for the opening of his first-owned 3-part development in the Hospitality Industry, he has been "denied" a Class B license.

This is his purchased property and an investment of over $88,000; and, over $7,000.00 in the last year for city taxes.  MC Cole's three (3) projects will bring in a minimun of full-time employment to 10 people from the neighborhood.  Additionally, will provide housing for 2-two-bedroom apartments.

MC Cole is waiting to open at this time and capture the holiday - Halloween, Thanksgiving, Christmas, Kwanza and New Year revenue.  The three (3) projects are:

  • Hammer's Den Tavern (1st floor)
  • Restaurant (1st floor)
  • Two - 2-bedroom apartments (2nd floor)
As of October 20, 2014, the city compliances, citizen support and letters of Support were in the possession of Alderman Russell Stamper II.  He arrived for the License Committee for granting of his Class B license.  His application, though complete with city compliances and support of the neighbors and Letters of Support from fellow Class B owners, his application was placed on HOLD by Alderman Stamper.  His reasons were not valid and clearly projected conflict of interest, discrimination, pitting-one-group against another and cronyism.

Newly elected Alderman of the 15th District, Russell Stamper II, has demonstrated an appearance of conflict of interest, bias, discrimination in decision making, gross refusal to return calls and cronyism  that violates his Oath of Office.

MPA LLC Emerging & Vetted Coalition
Creating a VOICE for GROWTH
The League of Milwaukee Tavern Owners & Alcohol Licenses is the brainchild of Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC.
