LICENSE-gate - Inappropriate behavior during the Class B license process in the city of Milwaukee

LICENSE-gate is a term Mary Glass, Chair/CEO/CVO, Milwaukee Professionals Association LLC has given to her recent discoveries of Code of Conduct and unacceptable behavior by elected-appointed-hired-volunteered and donor-for-hire representatives during a routine Class B license process through the city clerk office2 and the License Committee3 for the city of Milwaukee government structure.  

The malicious pathways that have been discovered demand and call for a thorough investigation by the city of Milwaukee Ethics Committee4, the Administrative Appeals Board5, the Board of Alcohol Beverage Licensing Task Force6, the Office of the Department of Justice7, Federal Trade Commission8 and federal funding agencies9 for starters.

That the Breach of Trust seen by Alderman Russell Stamper II and members of the License Committee - lack of due process for MC COLE (and others on October 20, 2014) – revealed issues of quality assurance, best practices, transparency and accountability of the Common Council President and FULL Common Council.

Remembering DC ex-Mayor and Council member - MARION SHEPILOV BARRY JR

March 6, 1936-November 23, 2014 (78 YEARS)

"Marion was born a sharecropper's son, came of age during the Civil Rights movement and became a fixture in D.C. politics for decades," President Barack Obama said. "As a leader with the Student Nonviolent Coordinating Committee, Marion helped to advance the cause of civil rights for all. During his decades in elected office in D.C., he put in place historic programs to lift working people out of poverty, expand opportunity and begin to make real the promise of home rule."

“Always fighting for the people” was ex-mayor Barry's motto.

As a youth, he would excel in his learning.  Mr. Barry graduated from high school a member of the National Honor Society in 1954.  He entered LeMoyne College in Memphis, TN where he pledged Alpha Phi Alpha, played basketball and became involved in student government.  Mr. Barry joined the civil rights movement organizing, leading and speaking at demonstrations in Memphis, TN.  In 1960, Mr. Barry led an effort to desegregate buses and public libraries.  He would be arrested for loitering but never deterred.  His commitment would take him back to Mississippi to orchestrate several voter registration drives.  Mr. Barry graduated from Fisk University with a Masters in organic chemistry.
In Nashville, TN, Mr. Barry would become part of the National Association for the Advancement of Colored People’s efforts to organize black students in the south.  The Student Nonviolent Coordinating Committee (SNCC) was formed and Marion Barry would serve as its first chairman. Mr. Barry would additionally serve SNCC as an organizer and fundraiser for the Friends of SNCC.  He would move to Washington, D.C. in 1965.

MC COLE is the 15th District property owner, employer and investor that has been denied a Class B license even though he is in "FULL COMPLIANCE" of city orders and have in-and-out 

Yes. FULL COMPLIANCE. Yes. Over $88,000 invested, payment of 2013-2014 taxes ($7,000), $1,100 for Class B license, one year of sweat equity; and, a NEIGHBOR/neighbor wanting to recoup some revenue during the holiday season.

QUESS WHO's BLOCKING
Alderman Russell Stamper II chose to place "ON HOLD" MC COLE's Class B license, without CAUSE; but with Conflict of Interest and in-your-face discrimination.

MC COLE's outlay of funds have also gone to a group (BID 32) (
automatic taxing) and TID 44 (automatic taxing). Both of the automatic taxing groups, BID 32 and TID 44 taxing, has individuals that are "blocking his Class B license - namely Sharon and Larry Adams - Walnut Way, Sharon Adams - BID 32 and Virginia DuPriest, YMCA-CDC. This is TAXATION WITHOUT REPRESENTATION, Conflict of Interest (Ethics violation)..

MC COLE's Class B license was placed "ON HOLD" on October 20, 2014 - a month ago.

MC COLE is a client of Milwaukee Professionals Association LLC.

What about INFRASTRUCTURE 101 did Mayor Tom Barrett miss?

City Center Milwaukee | DAY 80 | On September 23, 2014, the mayor of Milwaukee submitted the $1.5 billion 2015 operating budget with 60% earmarked for police and fire.  He has asked the CORE CONSTITUENTS (Milwaukee population) to up the anti of taxes.

Alternate funding
Alternate funding streams are suggested by the Journal Sentinel Editorial Board and the Public Policy Forum, it is Milwaukee Professionals Association LLC view that until the CORE CONSTITUENTS have had an opportunity to weigh in and endorse such measures, it is NOT APPROPRIATE.

We start and end with the 2015 budget five (5) "strategic mission":
  1. To build safe and healthy neighborhoods.  
  2. Increase investment and economic vitality throughout the city.
  3. Improve workforce development and connect more citizens to family supporting jobs.
  4. Help children succeed, prepare for post-secondary education, and meet their full potential.
  5. Sustain Milwaukee natural environment assets.
What's in it for them?
Preliminary review shows that the budget is business-as-usual with NO input from the CORE CONSTITUENTS.  Input that specifically focus on - To build safe and healthy neighborhoods.

What he did not do is provide "focused" quality of life and economic development benefits that improved the status quo of the Core Constituents.  



Yes.  Mayor Barrett, provided "bells-and-whistle" stops that:
  • highlight more downtown and lakefront exhortation of new real estate by the wealthy and monopoly-oligopoly visitors to the city of Milwaukee coffers - however, these are business-as-usual add-ons that do nothing to show job stability from Day One to create and build use of in-the-city construction workers (link Workforce Development at North Avenue Commerce Center) per DWilson report of disparity in the city of Milwaukee.
  • Northwestern Mutual focus does nothing to garner decades of infrastructure for ongoing construction and employment of the laid-off, temporary, under-used and trained workforce of Urban city Milwaukee - It allows CG Schmidt and Gilbane Construction a healthy opportunity to add to their profile as primary contractors and continued exploitative takeover with NO REAL accountability for INFRASTRUCTURE growth leadership in the city of Milwaukee.
  • implement in the policies and underwriting a new colorful "bike" implementation embedded for coverage of downtown ONLY spots, with a lack of inclusiveness and DNA of the Core Constituents.
  • shows the NEW east side public library (public coffers and real estate developers - Are these the folk that sit around the MEDC board like Julie Penman DNA?).
  • the novel idea at Milwaukee Public Library KIOSK on 64th and Silver Spring - Barrett, Librarian Paula Kiely and Secretary-Executive Director Jose Perez would have been more credible with renovation of Center Street Library use of a site in the neighborhood with partnership to depict the urgency of Core Constituents having access and training of Information Technology - upgrade of the library sites with upper or lower floors that provide 24/7 opportunities to the internet given the high un-, under-employment, emerging and vetted business access to tools of the internet and the government -- The 64th Street KIOSK is another form of the 20th Century MPL services at the downtown library and connected to the drive thru.    
  • This is a "bell-and-whistle" claiming self-technology; related to DVDS and book checkout and delivery; however, African American, other People of Color and Work Challenged [Work Challenged represents un-, under-skilled; un-, under-employed; un-, under-financed neighborhood-level businesses; disabled; and re-entry. Re-entry represents those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement and college-certificated graduates unemployed. ] Milwaukeeans are in need of "state-of-the-art" tools and Apps that directly impact the bottom line of their economic existence.
  • Given the concerns of the winter climate and safety intervention, a better option of inside use of the library with multi-functions so that both the mother and little girl are exposed to internet link to schools and school programs, medical care, nutrition, tutoring, vocational and post-secondary classes for adults.  Also, the real estate and library concept for a NEW housing at the HUD funded Milwaukee Housing Authority could be an option IF it started and stopped with members who live in the housing and community volunteers selected by the people to help administer and to maintain the library.
  • Barrett also has promised $25,000 to kick-start WWBIC - Wendy Baumann new mega venture, Microfunding, using Urban Milwaukee People of Color, women, etc. as the collateral.  This is a "NO" because again, it was not VETTED by the Core Constituents and do not have emerging and vetted businesses from-the-neighborhood (private) tied to the DNA (Field Partners, etc. of Kiva Crowdfunding project) for the planning, implementation, administration and coordination. Just WWBIC is BOGUS.  Mayor Barrett tried the backroom approach with Donna Raffaelli, Midwest Fiber Network, a female-owned business in Milwaukee for the 2005-2006 Milwaukee Wireless Initiative, a fiasco.  This is another city, the mayor and a Caucasian organization bringing in an outside entity withOUT the endorsement of those they wish to engage.   Not this time Mayor Barrett.
  • As far as the endless loop of slush funding of the city of Milwaukee Police Department, we are looking at the step by the too often appearance of being "asleep" Common Council to lessen funding in view of more COMMUNITY options.
Then there is the STREETCAR notice today that Mayor Barrett is "hell-bent" on a project label as "transportation" to support the will of those citizens such as Barry Mandel, Mandel Properties (made real estate baron through privilege - city government and WHEDA) and cronies.  Barrett also is quoted in Urban Milwaukee, November 19, 2014:
In a statement issued today Mayor Barrett said “Milwaukee residents and businesses have demanded a transportation alternative to spur development and provide more options, something most other cities our size are building or already operating. This starter system will — with future additions to other neighborhoods being planned — provide a modern, attractive way to get around Milwaukee, to and from residences, businesses, cultural institutions and entertainment destinations.”

CORE CONSTITUENTS did not say that.  Therefore, he is being reckless here and toying with the quality of life issues and economic development stabilization of employment of Core Constituents and Vision 2050 projections.  Who's GREEDY thought is this?

Betsy Hodges upholding her mayorship with RESPECTED STANDARDS - One Minneapolis

Center City Milwaukee | Day 77 | Minneapolis Mayor Betsy Hodges said Friday that a KSTP report accusing her of flashing gang signs while standing next to a young black man is rooted in racism and in her conflicts with police union leadership.

In her first interview since the news report, mockingly dubbed "#pointergate" on social media, Hodges dismissed accusations in the story that her pointing gesture in the photo with a community organizer during a get-out-the-vote effort in the city was gang-related.

"It wasn't about the gesture. It was about who I was standing with while making a gesture," Hodges told MPR News' The Daily Circuit. "It was about judgments based on race."

Naiomi Horwitz
She joined the army Women's Army Auxiliary Corps, during World War II.  She died on November 6, 2014 in Oak Creek, Wisconsin.  She left the army as a Sergeant Major .


Horwitz, who served in the WAACs until 1946 and then re-enlisted in 1949, retiring with the rank of sergeant major, died of natural causes Thursday at the Oak Creek home of a friend. She was 98.
Final services are being held today on November 11, 2014 in Shorewood, WI. 
Horwitz grew up on Milwaukee's west side. She graduated from Washington High School. Her parents were Russian immigrants.
She was age of 98 years at her death.

Remembering Wisconsin Stateswoman Polly Williams - Longest serving woman representative

January 10, 1937 - November 9, 2014
Ex-WI Representative Annette "Polly" Williams, longest serving woman representative (1980 - 2011).   She was born in Belzoni, MS.  She raised 4 children and was 77 years at death.

Known for her fierce fight for her constituents public education, especially African American families upwardc mobility in education attainment.  Her due diligence proved "success" in putting in place the first Choice legislation in the United States.

Williams was the author of the United States' first school choice legislation, approving school choice in 1989, and expanding the program to include religious schools five years later. She lectured at institutions including HarvardYaleMarquetteStanford, and Johns Hopkins universities. From 1990–97, she earned some $163,000 in honoraria and expenses, far more than any other legislator in Wisconsin. The legislation brought Williams national fame, but she began to disown both the choice program and its supporters. Williams later said Michael Joyce of theLynde and Harry Bradley Foundation and other school choice proponents wanted to expand the program to middle-class families by ending the income limits ("Joyce wanted to make it universal") and called it "a Catholic program". She accused choice and voucher proponents of exploiting black parents and children, saying "I haven't changed. The people around me have changed." "I don't agree with the way things are going at all", she said in an interview in 2011. "It's no longer the program that I supported at first." Wikipedia

No matter what the city government is embarking on, 2015 budget, NEW featured projects, safety, interventions, technology, economic development and quality of life issues, when the executive and legislative bodies fail to acknowledge the infrastructure of its CORE CONSTITUENTS, they are whistling in the dark.   Mary Glass, MPA LLC

Jim Crow
The Jim Crow laws were racial segregation laws enacted after the Reconstruction period in Southern United States, at state and local levels, and which continued in force until 1965, which mandated de jure racial segregation in all public facilities in Southern states of the formerConfederacy, with, starting in 1890, a "separate but equal" status for African Americans. The separation in practice led to conditions for African Americans that were inferior to those provided for white Americans, systematizing a number of economic, educational and social disadvantages.De jure segregation mainly applied to the Southern United States, while Northern segregation was generally de facto — patterns of segregation in housing enforced by covenants, bank lending practices and job discrimination, including discriminatory union practices for decades.
Jim Crow laws mandated the segregation of public schools, public places and public transportation, and the segregation of restrooms, restaurants and drinking fountains for whites and blacks. The U.S. military was also segregated, as were federal workplaces, initiated in 1913 under President Woodrow Wilson, the first Southern president since 1856. His administration practiced overt racial discrimination in hiring, requiring candidates to submit photos.

We are faced with an endless loop of Jim Crow caused in part by lack of inclusion, purpose awareness, state-of-the-art communication, political leadership and political will of the 19 city officers, mayor, common council members, treasurer, comptroller, and city attorney. Some glaring points include:
  • City officers' "failure to recognize the CORE CONSTITUENTS".
  • City officers' "status quo and business as usual approaches" of the management of Milwaukeeans $$$dollars and resources have exacerbated the problem. 
  • City officers' failure to audit antiquated laws and idealogies that perpetuate disenfranchisement of the Core Constituents.
  • City officers' negative messenging to Core Constituents - i.e., special services,  projects and processes forming collaboratives in the downtown, the valley, third ward, UW-Milwaukee, UW-Milwaukee projects and Brady Street.
  • City officers' premier support of UW-Milwaukee when they fail their state statute for being - in massive discrimination and disenfranchisement of African American and other People of Color in education attainment, construction of projects, employment, and uses of federal funds because it is a "public university" in an Urban area - largest city in Wisconsin - only 1st Class city in Wisconsin.
  • City officers' raving of the NEWLY implemented School of Freshwater Science who have from Day 1 to now "excluded" African Americans.  This is also seen in other mega public funded programs at UW-Milwaukee that go back to ex-governor Jim Doyle signing of $176 million, 2009 Wisconsin Bill 514. 
  • City officers' underwriting "surveys" by groups that do not have African Americans in the DNA of the projects and/or programs.  Yet Africans help fund the projects.  Not OK.  Can someone explain how UW-M was able to purchase the US Cellular center?  Who owns the place and what do the Core Constituents receive - I am certain they rode in on the "public revenue" bandwagon.
  • City officers' massive “outsourcing” of resources bleeds dry city of Milwaukee coffers that are suppose to provide for CORE CONSTITUENTS, first and foremost.
    • The set-asides have become a disgracefuil SHAM.  Programs such as DBE/Disadvantage Business Enterprise is seen as a fraud and not given serious consideration - since Caucasian women and well-connected non-profit cronies are the major recipients. 
  • City officers' approved annual "fraud/scam" of street maintenance (pot holes, drains and building repairs).
    • Contracts through various city departments (i.e., DCD, DPW, PUBLIC LIBRARY).
  • City officers' approved slush funds - i.e., parking ticketsparking towsraid on drivers' licenses and BID/business improvement district assessments.  
  • City officers' that are Common Council Standing Committee chairs and vice chairs fail to caucus out a plan of leadership and stewardhip to grow the Infrastructure of Milwaukee, District-to-District, with the "core constituents" in mind.
  • City officers' failure to put-in-check mayor,Tom Barrett, when he and Tim Sheehy (and friends) used city website, took over assets, and created a by-proxy government – i.e., Milwaukee 7, MMAC and Greater Milwaukee Committee.
Therefore, the “private sector” at the neighborhood and census tract becomes a pivotal focus for investments and all the resources the city can bear.  Where is the money - budgeting here?

This year we must have leadership spending that will not allow the hemorrhaging to continue.  We expect and will hold accountable now and in 2016. 


They year 2016 will come soon than one thinks.  
The collective team of the legislative and executive branch is sorely lacking in credible leadership for the Urban city of Milwaukee - a 1st class population and gateway city for all of the cities of Wisconsin but leading in Enduring Concentrated Poverty.  

The lock-step agreements of the alderpersons who represent dense populations in need of quality of life and economic development must change to show that they are not "rubber stamping" projects and failing to bring substance leadership to their districts.  




It is also time to give notice to Alderman Joe Davis, Alderman Ashanti Hamilton, Alderwoman Milele Coggs, Alderman Willie Wade and Alderman Russell Stamper II that they are in the "fish bowl" and there's no hiding place. 

It is a NEW Day.
