Dontre Hamilton was shot 14 x in Red Arrow Park by a Milwaukee Police officer on April 30, 2014.  Today's gthering at Red Arrow Park is to honor his life and rally to demand that justice prevail in the city of Milwaukee - arrest and bringing the officer before the court system.

MPA LLC has started a group of Unity Forums for "profitability" in various industries at the neighborhood and census tract level for hidden talent and vetted businesses.

The Unity Forum has vignettes for Attorneys Panels.  The first one will be held tomorrow, Saturday, October 25, 2014 - Center Street Library, 2727 W. Fond du Lac - 12 Noon to 1:30pm.

It will allow the target audience, Hospitality Industry, property owners, tavern owners, liquor store owners, managers and Class B license owners to share ideas to make them more viable when visiting the city of Milwaukee License Committee and any other committee at the local government level.

It is an opportunity to share concerns, forge agendas and share information for growth in a unified membership.

License Committee
The city of Milwaukee License Committee behavior "in committee" triggered outrage and accountability by long-time public policy advocate Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC.  Glass represented a client at the committee who was a target of favoritism, cronyism and the appearance of Conflict of Interest.

Actions to bring focus, change and reform has invoked contact with the city of Milwaukee Ethics Committee, calls to the city clerk, Jim Owczarski, call to Alderman/Common Council President Michael Murphy, a special Unity Forum with Class B tavern owners, property owners of tavern and liquor store owners.  It also includes an Open Letter sent to the Executive Branch, CEO of the city of Milwaukee, Tom Barrett, mayor.

This is a Letter of Accountability sent to the top charter officer of the city of Milwaukee. My communication speaks to the “Trick or Treat”  government shown by the City of Milwaukee License Committee (Ald. Tony Zielinski-14, chair, Ald. Milele Coggs- 6 vice chair, Ald. Russell Stamper-15, Ald. Jim Dudzik-12 and Ald. Bob Puente-9) on Monday, October 20, 2014.  

The behavior was despicable  and just sent the WRONG message to the CORE CONSTITUENTS. A message my office just will not allow to pass without address from your office and the common council.

I and my client, M C COLE, property owner, investor and employer represent the private sector of the city of Milwaukee at the neighborhood and census tract level. We came to share compliances for a Class B License for Mr. Cole. Members allowed to represent a position on our License Committee in city government failed in basic customer service and in integrity of the Oath of office

Business Association takes a snapshot of Housing Authority of the City of Milwaukee and charter members oversight

As a researcher and public policy protagonist, we see and report on issues of wrongdoing per oath of office, expectation of the People and the Constitution. 

ASSESSED TAX SEASON
This is the season that ALL property owners are asked to "PONY UP" for to support the city of Milwaukee budget.

On September 23, 2014, one month ago, mayor Tom Barrett shared his 2015 budget for 1.5 billion dollars.

MPA LLC reminds the charter leaders of the city of Milwaukee, mayor, 15 members of the common council, treaasurer, comptroller and city attorney to "pony up" with accountability and best practices for the CORE CONSTITUENTS - African American, other People of Color and the Work Challenged: 
Work Challenged represents un-, under-skilled; un-, under-employed; un-, under-financed neighborhood-level businesses; disabled; and re-entry. 

Re-entry represents those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement and college-certificated graduates unemployed.
 

MPA LLC is getting prepared for its focus March 1-7, 2015 for Consumer Protection Week.

The national engagement is on "preparedness" of the People. It is taking a look at those who provide services that are deceptive and fraudulent.  This includes our government services that engages in monopoly-oligopoly, cronyism, pitting one individual or group against another, by-design misinformation and FEAR though misuse of power.  In government it is often called:   bureaucracy.

Whereas bureaucracy is referred to as "non-elected" government individual and department, it is done in agreement with "elected" individuals.

SECTION 8 HOUSING Review
Over the last year, MPA LLC Consumer Protection Group has watched the policies and procedures of the City of Milwaukee Housing Authority, ran by Tony Perez and Debra LaRosa.  We have also had the opportunity to look at engagement or non-engagement of Mayor Tom Barrett, ex-alderman Common Council President Willie Hines, Alderman/ Common Council President Michael Murphy, City of Milwaukee Housing Authority board, Executive Director Tony Perez, members of his staff and staff, Section 8, Rent Assistance, WHEDA, HUD Milwaukee, HUD Regional and HUD federal.

No wonder we have widespread FRAUD and deception.

Our report at the 2015 conference will share not only flaws but show opportunities to change by the elected-appointed-hired, donor for hire, not-for profit and private contractors of the city like Mandel Properties, ACC Management, Team Management and the housing organization in place to ensure that protection of the rights of the citizenry are uppermost.  This would include local arms of legal services such as Milwaukee Bar Association, Legal Action, etc.

We are allowing billions to be mismanaged and services to the customer to be a "business-as-usual" and "perfunctory" service that leaves so many Enduring Concentrated Poverty Milwaukeeans at the mercy of scams by those that are legally to serve; and, giving a class A act before the cameras and in the press releases.

March 1-7, 2014 is the week for reporting investigation awareness, education, training, intelligence of reports from those who live in, have lived in and those seeking housing that includes purchasing a house.  

It is the time that the US Department of Justice provide its consumer protection focus.  We will work with the local office of U.S. Attorney James Santelle in Milwaukee to ensure up-to-date information and panelists for education.

The national office will provide information for participants engaged in our seminars.  We will outreach to specialists with information about Section 8.  Our panelists will include Section 8 and Rent Assistance participants in the Milwaukee programs and those providing services. 

Section 8 housing in Milwaukee related to rent assistance and HUD/Housing and Urban Development receives heavy resources and the process and procedure for evaluating contracted property owners,  board accountability, executive and staff accountability, contracted businesses accountability and tenant evaluation will be spotlighted.

On Monday, October 20, 2014, the License Committee of the city of Milwaukee, consisting of Chair Tony Zielinski – District 14, Vice Chair Milele Coggs – District 6, Alderman Russell Stamper II – District 15, Alderman Jim Dudzik – District 11 and Alderman Bob Puente – District 9 made a number of decisions regarding the issuance of Class B license.

It was also after the October 20, 2014 meeting that Alderman Russell Stamper II was cited by Mary Glass, Chair/CEO for the appearance of Conflict of Interest in the way he allowed one Class B license vs placing one put on “HOLD”.

“Trust in our elected officials is paramount.  Cronyism and misuse of power cannot be tolerated.  Customer care, open dialog, process and procedures, due process and sense of fairness should be at the top of efficiency for the License Committee or any committee that represents the People’s business.  It is clear to me that customer care, rules and policies must be more in-line with the needs of the People with consistent and fair policies known by all.    That is not what happened on October 20, 2014 with the License Committee”, said Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC.

Business Association files Ethics Complaint against Alderman Russell Stamper, 15th District

Mary Glass - Chair/CEO, Milwaukee Professionals Association LLC will file an Ethics Complaint on Tuesday, October 21, 2014 against 15th District Alderman Russell Stamper II and call for a review by Common Council President Michael Murphy.  Her office is also looking at possible criminal options.

"We can not have any one that takes an Oath as a charter officer to do what Alderman Russell Stamper II did and not say, WHOA.   Not this time," said Glass.   The people in the 15th District has suffered from this type of behavior far too long.  Providing a Class B license must be on the merits.  If they fulfill the requirements, the businesses must be given a CHANCE.  If the individual comes to the License Committee or any committee in the city of Milwaukee and behavior such as that exhibited by freshman alderman Russell Stamper is shown, it can not be tolerated."

No one is EXEMPT.  This was blatant and definitely can not go without review.

On Monday, October 20, 2014, City of Milwaukee License Committee, Alderman Russell Stamper II was outed in "favortism", "cronyism", failure to communicate and the appearance of Conflict of interest.

Alderman Stamper failed to be impartial and do the district's business on the merits.
He failed to put aside his bias and favoritism of selected individuals from the district - as evidenced by his reasons given for a "delay" and/or "hold" on the Class B license and questionable and prejudice comments about the weight of decision relative to Sharon and Larry Adams - Walnut Way. 

Stamper's small group of cronies have burrowed in the neighborhood without the endorsement of the People of the immediate area.  Every person, taxpayer in the city must be given "due process".  He was cited by Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC and consultant for M C COLE, NEW Hammer's Den, corner of 18th and Fond du Lac Avenue.  The former site of "Working Class". The charges are:
  • APPEARANCE OF CONFLICT OF INTEREST
  • DOUBLE STANDARD and PITTING one taxpayer against another in District 15.  Two capable business owners were present for review and to receive a Class B tavern license.  It was revealed that: 
    • Notice/Reminder was given to DONALD LEWIS, Urban Cafe, Cypress and Fond du Lac while ignoring to Notice M C COLE, NEW Hammer's Den.  The Notice would allow the business owner to visit a meeting called by self-appointed members of the neighborhood and used by Alderman Stamper for community support.
    • Alderman Stamper had refused to return telephone calls for weeks to Mr. Cole; and, the hand-selected bias group attacked Mr. Cole at a meeting held at Walnut Way on October 10, 2014.  So, it was clear that the Alderman Stamper was not conducting himself appropriately - not returning calls left over weeks and not extending his office for information to M C COLE.
    • M C COLE was told by a member of the neighborhood (after-the-fact) that his name was called at a meeting held on Saturday, October 18, 2014 with select people of the area.  However, Alderman Stamper, leaders of the meeting, Virginia Duprest, Sharon Adams, Juanita Williams and others, failed to Notice M C COLE.
    •  According to ex-Alderman Fred Gordon (appeared with Donald Lewis), and on the video below, his client was told about the Saturday, October 18, 2014 meeting.
    • According to Donald Lewis, Alderman Stamper pulled him to the side and "Reminded" him about the meeting to be held on October 18, 2014.
    • But, NO notice was given to Mr. Cole.  Why?
    • This type of Willie Lynch behavior of pitting one against another has no place  in the city of Milwaukee by anyone, especially an African American elected representative.
    • Perhaps Mr. Stamper is accustomed to conducting "cronyism" at the supervisory level in Milwaukee County and feel he will run roughshod over the taxpayers of the city of Milwaukee.  Not this time.
  • STAMPER OK'D Donald Lewis Class B and "put-a-hold" on the Class B license of MC COLE until he brings the issue before the "quote" community.   This is the "community" that failed to provide "inclusiveness", respect for the rights of M C COLE as a fellow taxpayer and failed to inform M C COLE of the meeting on Saturday, October 18, 2014, but claim innocence for wrongdoing. As evidenced by Virginia DuPriest and Juanita Williams lofty testamony at the License Committee hearing.
  • STAMPER should have been impartial and made his decision on the merits and not allowed Conflict of Interest and political maneuring with certain individuals, Larry and Sharon Adams, Virginia DuPrest, Juanita Williams and others behind-the-scene in the neighborhood to cloud his judgment and Oath of office conducting the People's business.  He has compromised a property owner, investor and potential employer of the 15th District.
  •  He also should of been building TRUST and leadership for his tenure as the temporary selection of 2 years for the 15th District. 
On-the-Merits
M C COLE, property owner and investor has invested $88,000 in the last year in funds.  His business is located on the corner of 18th & Fond du Lac.

He bought the property one year ago for a 3-part hospitality development of a tavern, restaurant and two (2) apartments.  The building was vacant over 5 years.
He has worked night and day for today's inspection.
He presented the compliances to steps given by the city of Milwaukee.
He has signed support petitions by the immediate neighborhood - delivered to Stamper's office via city clerk's staff on Friday, October 17, 2014.  Stamper and assistant were not present.
He has letters of recommendation from business colleagues of the hospitality industry.
He has paid city taxes ($7,000) for one year without getting one cent from his investment.
This is an owner, investor and taxpayer who asked for what is coming to him by law but was truly disrespected by the five-member License Committee of the city of Milwaukee on October 20, 2014.  The five-member group went into "lock-step" and deferred "in-committee" decretion on behalf of correctness and decision making.  

Complicit
By the other four-members of the committee remaining silent, Alderwoman Milele Coggs, 6th District, Alderman Tony Zielinski - 14th District, Alderman Jim Dudzik, 11th District,  and Alderman Bob Puente, 9th District; they each became "complicit" to the wrongful behavior of their fellow councilman Alderman Stamper - someone should of offered credibility of the People's business.  Someone should of stepped up.

M C COLE, property owner and investor, right to due process was put on HOLD by Russell Stamper II and the other four members of the License Committee. 

MC COLE, property owner and investor, bought the property with improving the neighborhood in mind.  His 3-part development in the hospitality industry brings a minimum of 10 jobs, along with mentorship, internship and apprenticeship training. He deserves our support - not our arrogance or behavior of deception.  And, certainly not the behavior seen over the last week.

Alderman Russell Stamper and members of the License committee gave a 5-0 vote from the License Committee, to HOLD MC COLE Class B license even though the issues were present to pass.  

The lock-step behavior by this city of Milwaukee committee was noticeable just as the giggling and half-sleep moments of the committee members.  This too was out of order.

Notice how Stamper tried and successfully got Zielinski to remove Mary Glass because she asked questions for clarity and to know what should her client expect.  

Stamper used the misguided and powerplay "high tone" by inferring Glass was disrespectful because she sought answers from the group for her client and sought process and procedure.  Stamper and Zielinski tactics were BOGUS and is seen as arrogance.  Both were in the "cover-up" and disingenuous mode.  

Zielinski is the chair of the License Committee, his job is to provide clarity and information about the People's business at the License Committee level.

This was a hearing, Stamper has refused to respond to calls.  
Stamper has shown favoritism.

But whether Stamper responded before or not, when the citizenry comes - Zielinski, Chair and members of the License committee need to bend over backwards to see that their questions are answered - instead of the misuse of power exhibited by Zielinski, Stamper and other city representatives at the front table giggling.  It sends the wrong signal.

It was not a good day for the People with this type of miscarriage of justice.  Therefore, it must be logged and brought up for review.  This is definitely NOT the end,

Alderman Stamper, though in office a short time, is beginning to acquire a reputation of NO RESPONSE to inquiries, failure to return calls, claiming to have addressed issues when the office has not, attending only select meetings in the neighborhood, too punitive and appearing to not be in command of the learning curve necessary for the district he has been allowed temporary tendency as alderman.

It was evident that Alderman Stamper has selected Sharon and Larry Adams/Walnut Way and Virginia Duprest (in video) as his decision makers and dictators for the rest of the 15th District. We say no.  This is America.  There are laws and rules.  We expect the laws of due process to prevail as the guidepost for all.  Not just for the favorites.

MPA LLC Vetted Business Coalition is a Milwaukee-based collaboration of emerging and vetted business owners, operators and other license holders engaged in the hospitality industry to promote economic development, awareness of the industry, marketing of products, sales opportunities, safety prevention, safety intervention, stewardship, leadership, ownership and growth of members at the neighborhood and census tract level. 

Our members are united by a shared mission to enhance the particular industry he/she/they provide services in.   We support each other through communication, training, information technology, business workshops, employment-from-the-neighborhood, representation of solidarity before government and other hearing committees recognizing if it is to be, it begins and stops with individual commitment by the licensee. 

MPA LLC Vetted Business Coalition primary focus includes the special interest of each of its coalition members with a critical importance to customer service.  For our license holders in the beverage alcohol services, customer care is geared to responsible use of alcohol by adults.

MPA LLC VBC works to ensure that compliance practices and license holders before local government is a commitment of support by all members.  We are keen on legislative initiatives that debunk myths and provide industry growth and public unity.

The League of Milwaukee Tavern Owners & Alcohol Licensees is one of the industry teams of MPA LLC Vetted Business Coalition.

"Because there is often room for improvement for growth, it is these folk that MPA LLC is linking for professional marketplace common benefits and maximizing their services from District-2-District.  It is here that the city clerk's office, departmental services, mayor's initiatives, resolutions and approvals by the 15-member common council will be called upon to ensure that outreach and engagement of financial packaging and informational services from and through the city government is customer-friendly - to make these private sector businesses grow and survive in the marketplace.  It is a day-to-day role and responsibilities of our city charter officers - all 19, said Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC.

13 Things Milwaukeeans - Core Constituents Need to look at during the City of Milwaukee Budget Review, Part IA

The asking price of the 2015 budget, by mayor Barrett, is $1.2 billion with an increase of $18.44 above last year.  The increase for this year is $21.11.

INDIVIDUAL, FAMILIES & BUSINESS
For the next two weeks, we will report on the people, process and procedure of how the People of the City of Milwaukee finances are being spent, with the 2015 proposed budget in the spotlight.

EMERGING & VETTED PARTNERS

Core Constituents cannot elect and retain individuals that violate Oath of Office, DISCRIMINATE, disenfranchise and disrespect the voter-taxpayer-stakeholder.  To fail to honor office and charter duties is automatic "termination of office" - recall or ejection at re-election should be next.  

We must clean house and remove these Jim Crow type behaviors.  

We must also expose and remove the "Spooks by the door" and the " gatekeepers".  No one is Exempt.

We must take care of business as good Stewards and great citizens.


U.S.  Constitution
The jury consist of the Core Constituents who live, work, invest in, grow businesses in, hire in, employ in, send their children to school in, go to school in, volunteer in, worship in, pay taxes in and bury their families in the city of Milwaukee.

Core Constituents cannot elect and retain individuals that violate Oath of office and disrespect the voter-taxpayer-stakeholder with donor-for-hire, cronies (individual-contracts-projects-programs- real estate, TID other tax credidts), and PAY OFF election favoritism by siphoning the city coffers; i.e., COA, Manpower, Milwaukee 7, Harley Davidson, MMAC, Michael Cudahy, Gale Glappa, Gilbane, CGSchmidt, Mandel, Gorman,  Julie Penman, Michael Lovell, Tim Sheehy, UW-Milwaukee, to name a few.

Core Constituents cannot elect and retain individuals that appoint, hire and volunteer individuals that violate Oath of office and disrespect the voter-taxpayer-stakeholder and statutes.

Core Constituents cannot elect-appoint-hire individuals, train, pay salaries, give benefits, pay into pension fund, and allow violations of due process, discrimination, "slush funds" for City of Milwaukee Police with Safe and Sound, slush fund for WWBIC/Wisconsin Women Business Initiative Corporation; and, raiding the city coffers by "non-Milwaukeeans".

Core Constituents cannot elect-appoint-hire individuals, train, pay salaries, give benefits, pay into pension fund, and allow profiling, entrapment, and INCARCERATION of African American without merit.

NEIGHBORHOOD & CENSUS TRACT TRANSPARENCY
Given the long-waiting, importance and urgency of quality of life and economic development Core Constituent families' within the city of Milwaukee for removal of disparities, MPA LLC recommends the following 13 points for Core Constituents to think about before supporting the 2015 proposed budget.  They are:

  1. PROMISE:  We must let our elected officials know this budget cycle is where they are "marked for replacement" going forward to Election 2016 as well as scrutiny of behavior between now and then.
  2. QUESTION:  Where in the budget, with specificity is the mayor's "investment in every district", especially areas densely populated by African American, other People of Color and the Work Challenged?
  3. QUESTION: Does "every" mean downtown, UW-Milwaukee, Freshwater Science, Water Council, eastside, third ward, valley and Brady Street only? Since all of the mentioned organizations/areas have been able to grow with mega funding brought to the city by the name of Urban, low/moderate income, racial disparities, brownfield, tax credits, and other federal funding sent to change the conditions of Enduring Concentrated Poverty at the neighborhood and census tract level.
  4. QUESTION:  What does the mayor mean by private sector?  African American, other People of Color and Work Challenged private sector businesses are isolated, discriminated against, disenfranchised, deprived of financial packaging and marginalized as demonstrated in the city's DWilson Disparity report and UW-Milwaukee, The State of Black-Owned Businesses in Milwaukee:  Uneven Progress, Fragile Gains.   A "disparity" condition that has not changed nor is it reflected in the 2015 budget.
  5. QUESTION:  Where in the budget do we see departmental commitments for multi-year and multi-tier projects, programs and partnership that speaks to "packaging financially" African American and other People of Color businesses at the neighborhood and census tract level?
  6. QUESTION:  Where are the codes, resolutions, charter agreements and Executive Orders to replace the disparity of underpinning entrepreneurship at the census tract and neighborhood level?  It is here that the hires are basically 95 - 100% from the neighborhood.  This is how we begin to make inroads to change the increased risky behavior found in some of Milwaukee's neighborhoods but can be expected with the given ingredients of poverty.
  7. QUESTION:  Where are the codes, resolutions, charter agreement and Executive Orders to address the fraud in the code set-asides; i.e., DBE?  CG Schmidt, Gilbane, Mandel, Gorman, etc. go in-and-out of these makeshift intentions, with African American, other People of Color and Work Challenged talent with mega funded deals that never change the landscape of business development for the "CORE CONSTITUENTS"; i.e., prime contractors.  The men and women are troubled by the same-old bait-n-switch that comes with "duplicitous" leadership. 
  8. EXPECTATION:  Removal of institutional barriers that include discrimination and disenfranchisement; and, replacement with incentives for capacity building that are not laborious and deceptive, i.e., the lengthy and costly certification process.
  1. EXPECTATION:  Multi-level and multi-tiered financial means and packaging for hidden talent and vetted business development for emerging entrepreneurs.  It is an automatic "open government, participatory engagement to help replace pitting against one another for No-Win outcomes.
  2. AFFIRMATION:  We know for a fact when the Executive and/or the Legislative branches choose to be supportive of the "needed necessary parts" from the city resources and potential partnerships, they rise to the occasion with the appointed-hired members of the city cabinet necessary for success. The projects become "featured projects", with massive investment of city workers time and planning to "make the idea fit and/or conform to the statutes and funding guidelines".
  3. UNACCEPTABLE:    The projects are delivered to the public - renderings through construction - without vetting by the Core Constituents.  The culture within city hall does not recognize or engage the inhabitants, accept for perfunctory recognition of federal regulations called set-asides and the perfunctory appearance of Inclusion at this time for the budget.
  4. QUESTION:  Where are the commitments to growth of the economic and quality of life base by the programs and projects of the mayor and city of Milwaukee to not only recognize but seek partnerships, promote training, promote in-city hiring of those you do business with; and, promote "joint" partnerships of Core Constituents that are private sector/for-profit, non-profit and public to help eliminate "barriers of entry" and "barriers to remain viable" due to economic constraints. This includes firms hired through the city coffers; i.e., Kohn law firm.
Our limited resources should always seek to provide scoring that automatically calls for the People's approval first and last.  Period.  It is how we score big time on the People's score card and Fitch Rating.
