DAY 148 - Atonement & Reparation Phase I to Phase II

City Center Milwaukee | DAY 148 | Milwaukee Professionals Association LLC has reached the one hundred and forty-eight day of Milwaukee Professionals Association LLC 4-Month Invoked Atonement & Reparation Assessment - April 7, 2014 - August 31, 2014.  It completes Phase I.

4-Month Invoked Atonement and Reparation assessment was a timeframe designated by MPA LLC AHOD/All Hands on Deck, WE CAN Initiative for Smart Growth (2010-2020) that sought the quality assurance and quality control assessment of Code of Conduct by elected-appointed-hired government representatives of the city of Milwaukee.  The primary People's Forensic focused on the Oath, statutory authority, role and responsibility of first and foremost the charter city officers.  The individuals elected to run the day-to-day business of the people at city hall, 200 E. Wells, Milwaukee, WI  53202.  The assessment includes those they appoint and hire through their department and/or administration structure. The charter officers are reviewed for civil-human-criminal review for the 19-plus years fiasco of the incomplete 4-Phase North Avenue Commerce Center (1993).

The charter officers spans 20 years.  They are:
  • Mayor Tom Barrett (Acting Mayor Marvin Pratt and Mayor John Norquist)
  • Common Council (all of the alderpersons elected 1990 - April, 2014)
  • Common Council President Michael Murphy, Willie Hines, Marvin Pratt and John Kalwitz
  • Treasurer - Spencer Coggs and Wayne Whittow
  • Comptroller - Martin Matson and Marty Morics
  • City Attorney - Grant Langley 
The 4-Month Invoked Atonement and Reparation was sparked by a review by Mary Glass, Chair/CEO, MPA LLC of People, Land Use and Resources in the Amani Neighborhood of the city of Milwaukee.  Specific attention was given to the Boldt/Irgens Development of the North Avenue Commerce Center, 2700 W. North Avenue - Census Tract 99. There are four (4) phases in the original plan that authorized taxation of the stakeholders, formation of Tax Increment District 21, eminent domain of property own by the citizenry and city, promises of jobs, business and a commerce park.

The North Avenue Commerce Center fiasco was another "people disappointment" of promised development that left the citizenry in Amani and contiguous neighborhoods in a "bait-n-switch" scenario. This is the area devastated by the Park West Freeway destruction, the Super K-Mart dropped project, Felmers Chaney Correctional Center (DOC) promised support to the economy of the neighborhood, close proxity of inmates to family; and, Highway 145 (WisDot and city of Milwaukee) loss of family-owned businesses.  The businesses that paid property tax and special taxes that allowed cabling of WE Energies and other utilities during the restoration of state Highway 145.  It was the lack of best practices, prevention of citizen participation and decision making by the city of Milwaukee in past projects .

Code of Conduct mentioned has caused DISTRUST and an increase in poverty.  The city departments being:  Department of City Development, Department of Public Works and Department of Building Inspection-Neighborhood Services.


The most recent authorization of Phase III & IV by the city of Milwaukee to Sisters of Assisi St. Ann Center, 7.5 acres of choice land on west North Avenue (census tract #99), re-zoning, non-profit status, failure to vet St. Ann's equity influence as other development, non-urban design of building, sidebar annual $300 to Business Improvement District #32 - formed illegally by Damon Dorsey - Julie Penman (now on Milwaukee Economic Develoopment Corporation Board) then DCD Commissioner, petty cash annual disbursement to city department for services, lack of community relations with citizens/stakeholders (prior to presenting plan and afterwards), plans to gentrify the neighborhood with CG Schmidt for Construction and naming the land development Bucyrus Campus, naming areas inside of the development after southern states (states known for discrimination and unpleasant civil rights violations to African Americans), and overall failure to respect the people of Amani and contiguous neighborhood rights and need for citizen participation, employment and business opportunity.

Since the project was approved, it meant that the treasurer (Spencer Coggs), comptroller (Martin Matson), city attorney (Grant Langley), common council (Ashanti Hamilton, Joe Davis, Nik Kovac, James Bohl, Robert Bauman, Milele Coggs, Robert Donovan, Willie Wade, Robert Puente, Michael Murphy, Joe Dudzik, Tony Zielinski, Jose Perez, Terry Witkowski and Willie Hines) and mayor (Tom Barrett) had their fingerprint registered.

#5 Assembly - August 16, 2014
The 4-Month Invoked Atonement and Reparation assessment revealed additional levels of unacceptable Code of Conduct and behaviors of appointed boards, commissions, authorities, that lack African American and other People of Color on the boards, show extended and lengthy stay/career positions of appointed board /commission/authorities members.

Initial contact revealed decision making bodies that appear to be out-of-touch and clueless of the needs of those they are making decisions for. 

Findings of the 4-Month Invoked Atonement and Reparation/IAR assessment will be posted in the White Page Report due out in October, 2014.

Expanded - Phase II

Phase I  was a 4-Month assessment - April 7, 2014 - August 31, 2014

Phase II is a 7-Month assessment - September 1, 2014 - February 28, 2015.

Phase II continues the assessment through the prism of Smart Growth AHOD 2020 and Vision 2050. It continues to provide awareness for stakeholders decison making with heavy emphasis on primary issues that include:
  • Commissions-Boards-Authorities (130)
  • Construction
  • Education attainment
  • Employment
  • Incarceration - War on Incarceration w/out Merit
  • Information Technology attainment
  • Legislation
  • Lifestyle
  • Transportation
  • Urban Chronic Health Care
  • Voting - Registration and laws
The fruits of labor will culminate in MPA LLC 2014 Kwanzaa Exhibits, MPA LLC 2015 February Summit and 2015 March Consumer Protection Week  (U. S. DOJ). 

The Green Paper will provide a report for the 7-Month assessment (September  1, 2014 - February 28, 2015).  The Atonement and Reparation assessment process has been added as an "annual" endeavor of AHOD 2020.

The Atonement and Reparation process is linked to AHOD 2020 (MPA LLC) and Vision 2050 (Southeastern Wisconsin Regional Planning Commission).  The 5 Public Assemblies of the People were very meaningful in awareness building, creating the political agenda in the public square and policing the narrative that affect Land Use, Resources, Lifestyle and the People.

Urban Milwaukee Community Policing at the Census Tract and Neighborhood level to address Tinder Box Issues

Racial tension and execution of two African American males in the St. Louis area has ignited a smoldering and continual distrust of law enforcement and those in the judicial system.

Since Urban Milwaukee has its share of misrepresentations, profilings, falsifying evidence, brutalization and killing of African American males by law enforcers, the likelihood of an explosion of tempers is a reality without the work of ALL to make serious and necessary changes.

This year, July 2, 2014, was the 50th Anniversary of the Civil Right Act of 1964.  U. S. Attorney James Santelle, Eastern District of Wisconsin hosted the Commemoration of the Civil Rights Act of 1964 at Marquette University in Milwaukee. 

It was here that Mary Glass, Chair/CEO, Milwaukee Professionals Association LLC received information abut the 2013 Selected Accomplishments of the Civil Rights Division.  They are:
  • Expanding opportunity for all people:  by advancing the opportunity to learn, the opportunity to earn a living, the opportunity to live where one chooses, and the opportunity to worship freely in one's community.
  • Safeguarding the fundamental infrastructure of democracy:  by protecting the right to vote and access to justice, by ensuring that communities have effective and democratically acountable policing, and by protecting those who protect us.
  • Protecting the most vulnerable among us:  by ensuring that all in America can live free from fear of exploitation, discrimination, and violence.
MPA LLC will take a page from the information shared by Attorney Santelle to proceed in helping to provide Safety Intervention, Safety Prevention and Unfinished business in law enforcement in the Urban city of Milwaukee that is < less than, inappropriate and lacking oversight that include the People, especially People of Color and census tract stakeholders.

Glass said, "We will seek the guidance of the office of U. S. Attorney Santelle for championing sound and sorely needed civil rights policy initiatives, regulatory and legal guidance in enforcement areas.  We will start with 'Double Standards' of enforcement and the recruitment of more African American and People of Color for Community Policing in/on the Milwaukee Police Department". 

Double Standards for Caucasians causes Tinder Box
The last two weeks of heightened anger and distrust that has risen from the law enforcement shootings of two (2) African American males, 18 year old Michael Brown of Ferguson, MO and twenty-five year old Kajieme Powell  in St. Louis, MO, speaks to the familiar refrain when it comes to how African Americans are threated in the Justice system of the country they are born citizens.

AFRICAN AMERICANS every day, 24/7/365-366, lives are literally put at risk, life- put-on-the-line, when conversing, walking and/or driving in their country, America, as a citizen and taxpayer.  They are approached, stopped, arrested, incarcerated and killed by law enforcers in America.  REPEAT.

Every day an African American, from birth, especially the Black Male, his life is put on-the-line and is often taken by trigger happy law enforcement officers usurping power, operating under laws that turn a blind eye to wrongdoing and criminal behavior of law enforcement officers – misuse of power and "double standands" of enforcement between Caucasians and African Americans.  For Caucasian, there is preferential treatment, benefit of the doubt once, refusal to enter/put in the criminal system (rap sheet), calling of parents/guardian, legal representation, and benefit of doubt twice. 


Inadequate laws and lack of oversight
Inadequate laws that promote gangster policing, vigilante behavior; and, above-the-law behavior because I am a law enforcement officers can be self-policed with the right oversight in place that implement engaged training, “stiff” penalties that include incarceration and automatic removal without pay for law enforcement officer.

Failure to document law enforcement thuggish behavior, updated personnel file-RAP sheet, criminal behavior, willful disobedience, rogue and unethical behavior by those hired, trained, paid and given pension to “uphold” the law as law enforcement officers is an automatic ground for dismissal and where shown, can affect any type of payment that could be given.

Wrongful acts by law enforcers are given a pass on “wrongful and thuggish” behavior.  When law enforcers make a bragging statement to a citizen he/she is violating rights with the words of:  “Who do you think the judge is going to believe – you or me”?  And, the conventional wisdom is the same for the judge, we must provide oversight and scrutiny our laws, our law enforcers and judicial enforcers.

Law enforcers, like the citizenry, must be accountable.  NO one is exempt. 
It is NOT, not OK to gun down, execute and/or murder the citizenry just for the hell of it; or because you have a title of law enforcers.  That is not the type of law enforcement that is paid for by the citizenry of the city of Milwaukee.

Persons who live in the city should be a priority of wearing the badge of law enforcement in Milwaukee and they should look like the population in the city of Milwaukee.

Where there are exceptions, it must come through the Citizen Review Committee, a special group made up of representatives coming from Neighborhood Strategic Planning areas and elected by the citizenry - a No. 1 priority. 
Citizenry in Solidarity
We cannot hire, pay, train and give pension to those who disrespect, shoot, injure and execute the People of the City of Milwaukee.  Until the “norm” of disrespect and shooting of law enforcement is brought into acceptability, any shooting of an African American, People of Color and low income citizen, it should have pause with immediate "special review".

Hiring of Police and remaining a police in Milwaukee
Updated laws, People of Color personnel update, personnel requirements for ongoing training and NEW qualifications, specific training for the removal of the culture of combative behavior of law enforcers and the promotion of acceptable behavior must be put in place, updated and enforced for correction and REFORM.

If an individual step up for hiring and is selected to represent the people in the city of Milwaukee for the position of law enforcement, you must do just that – REPRESENT “ALL” THE PEOPLE with fairness and respect. 

Special situations that merit “deadly force” must be annually reviewed by Citizen Review Board, mayor, common council, police union and taxpayers.  Results from the review must be given to the citizenry through many ways, one being the U.S. Postal system.

Use of deadly force is an “automatic” probable cause investigation, off-duty until thorough investigation and appropriate salary, plus benefits are on-hold until investigation is completed.  If this means non-work during the time designation, it also means non-payment during this time if investigation finds officer guilty.

REVIEW and oversight of police shootings of the citizenry is just like the citizenry shooting another citizen OR law enforcement officers; on the merits of the case.  Names of citizen and police are public information and is to be publicized.

We must put the threat and removal of “LIFE” as a NO-NO on the minds of ALL.

Anyone who takes a life is “up-for-scrutiny” – no one is exempt, especially law enforcement.  The position comes with inherent risk that can be minimized with adequate and appropriate training, respect for the law, respect for the people being served, communication with the people served, respect for the badge worn, due process expectations; and EARNED TRUST.  The position is one you can resign, retire, disciplined and fired.

The blanket statement of:  police putting life-on-the-line is NO CONSOLATION to African Americans.  Since African Americans are “discriminated” and “disenfranchise” EVERY DAY OF THEIR LIVES and through historic presence their lives are put-on-the-line and at-risk of death from Caucasian law enforcement officers and regular citizens all the time.

MPA LLC All Hands on Deck, WE CAN Initiative calls for "re-defining", "re-branding" and "UN-trapping" of hidden talent and vetted businesses at the census tract and neighborhood level.

So the statement of life-on-the-line by law enforcers is nothing NEW and really fit the risk faced by African American more than law enforcement officers.  especally since African American life-on-the-line has been birth to death.  Life-time.  An officer can leave law enforcement. 

To serve as a law enforcement officer, a selected/hired individual must honor their badge.

The unwarranted Pass given to “law enforcement” can stop and or be abated with the citizenry, law enforcers, judges and legislators establishing and enforcing benchmarks for overall enforcement of democracy in our country.


No matter if it is in the desert of the Middle East with Isis members-terrorists beheading a journalist OR daylight in Ferguson, Missouri, St. Louis, Missouri or Milwaukee Arrow Park with a law enforcement officer, EXECUTION is EXECUTION – and it is wrong.

What is the difference in the above shooting/EXECUTION of an African American man, 25 years of age, Kajieme Powell on the Street in St. Louis, MO (America) by two Caucasian law enforcers/police. . .

Responding to a shoplifting call just a few miles from the unrest in Ferguson yesterday afternoon, two St. Louis Metropolitan Police Department fired a dozen shots in all at 25-year-old Kajieme Powell, killing him instantly. Described by neighbors as mentally ill, Powell was carrying a knife and shouting, "Shoot me! Shoot me! Shoot me! Shoot me now, motherfucker!" as he approached the officers. Today, the department released a cell phone video of the shooting, which a rep for the police union called"exculpatory."

Kneeling in the dirt in a desert somewhere in the Middle East, James Foley lost his life this week at the hands of the Islamic State in Iraq and Syria. Before pulling out the knife used to decapitate him, his masked executioner explained that he was killing the 40-year-old American journalist in retaliation for the recent United States’ airstrikes against the terrorist group in Iraq.

The report from the St. Louis Police Department speaks to laws that need changing, protocol and REFORM laws and quality of assurance relative to individual and crowd control training that starts with "appropriate confrontations" - just as officers do when it comes to Caucasians holding weapons (all kinds) and shouting obscenities; Caucasian males or females are not shot in the face, arm, body, head OR any place.
So, why are African American?

What happen to Michael Brown, James Foley and Kajieme Powell were "murdered" - The style was EXECUTION by guns of police and by a knife of an Isis Member.

It is WRONG.  No good will come of it.
It is a crime against "humanity".
We must change this "wrong" with calm heads, LIKE-MINDS and a commitment for all to live with dignity and as our brother's keeper.

City Center Milwaukee | Day 138 |  Milwaukee Professionals Association LLC is committed to Mission-vetting of those who are elected-appointed-hired to represent the People to ensure "inclusion" of People of Color and the Work Challenged - the ones/section of the population, that are consistently left out of decision making and true representation on the merits.

The discrimination, segregation, disenfranchised methods are "SYSTEMIC" and "INFRASTRUCTURAL".   The concentrated biases have created Enduring Concentrated Poverty.

Today, we put the spotlight on the 100% Zero Tolerance of Southeastern Wisconsin Regional Planning Commission - 
Chair, Adelene Greene - Environmental Justice Task Force and her failure to honor the reason why she is a member as a public servant on the committees and in a leadership role - to honor representation of the People of Southeastern Wisconsin, Wisconsin and USA dollars and well-being of its People.

Environmental Justice Task Force
The primary role of the SEWRPC Environmental Justice Task Force is to enhance the consideration and integration of environmental justice throughout the regional planning process. The specific purposes of the Task Force are:
  1. To further facilitate the involvement of, and help ensure the full and fair participation of, low-income, minority and disabled individuals and communities at all stages in relevant areas of regional planning, as determined in consultation with them
  2. To make recommendations on, and help monitor, issues and analyses potentially relevant to the needs and circumstances of low-income, minority and disabled communities in the region;
  3. To help identify potential benefits and adverse effects of regional planning programs and activities with respect to minority, low-income and disabled populations;
  4. To advise and recommend methods to prevent the denial of, reduction in, or significant delay in the receipt of benefits, and/or to avoid, minimize, or mitigate disproportionately high and adverse human health and environmental effects, including social and economic effects, on minority, low-income and disabled populations; and
  5. To enhance awareness, understanding, appreciation, support, and implementation of planning recommendations and benefits, with emphasis on the needs of minority, low-income, and disabled populations.
Commissioner Greene was invited to the #5 Invoked Atonement & Reparation assembly, Saturday, August 16, 2014 to provide an introduction of the task force and tell the people assembled what they are doing, have done and planning to do for them.  In the Q&A, we would find out what the People can do to assist in the process.

Ms. Greene's grading is "F".
Ms. Greene did not respond timely - had to be re-contacted.
Ms. Greene's response after being contacted second time was "non-attendance" without a replacement and responsible comments.
Ms. Greene gave a perfunctory and insensitive response to a best practice, trust, due diligence and social responsibility invitation of those she and co-members represent.

LISTEN UP
We can not hire/train/pay/give pension to elected-appointed-hired government workers and law enforcers that DISRESPECT African American, other People of Color and Work Challenged.  Period.

The reason "Caucasian" is not specifically mentioned above, even though they are included in the Work Challenged group, is because there is a "double-standard" - a different "privilege" or "benefit of the doubt" given to Caucasian.

It is about to be "removed".  And, guess what?  It is being done by LIKE-MInds of young Caucasians and others being mistreated that will help mobilize this world order.

Arbitrary, Capricious and Brutal Acts
There are countries that state upfront that they are terrorist - "behead", "slaughter", "steal", "lie", "brutalize", "fire bomb", "tear gas", "lie" and "lie" and EXECUTE individuals of a country - none of the previous are acceptable in America.  The previous acts are "not suppose to" be part of law enforcement in America.  Then why do we see the things, we do, done to African American?

The enforcement color is RIGHT and WRONG, not special privileged "blue".  If law enforcers commit the crime.  If you disrespect the human and civil rights of Americans, you must be dealt with.  The laws must say that.  The People must enforced that. What's this police state foolishness.
Police are not exempt.  Police are not exempt.

We have allowed, allowed, the law enforcers to do atrocities and the People "standing down" with blind-eye, fear, disbelief, and denial.  It's a NEW DAY folks.  Let's get with it.

Our strategic planning is for AHOD - All Hands on Deck, WE CAN 2020 and Vision 2050 neighborhood strategic plans that impact the Urban city of Milwaukee.  Employment, incarceration, community policing, education, legislation and IT attainment are a priority.

                                                   AD HOC GROUPS
Members of each ad hoc group will help formularize the structure of the group.  The entire group is called:  D-2-D Consortium.   Their main qualifications for appointment to the Guiding Group are:
  • Willingness to grow Urban City Milwaukee at the census tract and neighborhood level.
  • Willingness to provide the best customer service possible for Milwaukeeans and partners.
  • Decisions with state of the art information and access to IT/ Information Technology.  
  • Results in R&D – research and development, IT and economic development.

Executive Group:  Co-Captains, Secretary, Assistant Secretary, Sr. Finance officer, Time/Talent Coordinators, Auditor and Parliamentarian. 


Appointments to the Executive Group is made by Milwaukee Professionals Association LLC.  BIOS are submitted for consideration.

Meetings are held at Center Street Library OR where group decides.
